The presence of non-public entities in the domain of public administration, to this day, has not been supported by either a coherent concept within the theory of law for the participation of non-public entities in the undertakings of public administration or in consistent legal solutions devised with such participation in mind. However, since 1997 this presence has been enjoying its constitutional backing in the subsidiarity principle in the Preamble to the Constitution. The subsidiarity principle, perceived as a moral principle, or the foundation for building the rules of public governance, or a legal principle, dictates mutual relations between individuals and various forms of public life. By influencing the shape of public administration, among other things, it also defines the position of non-public entities towards state organs in a broad sense, and towards other non-public entities operating under the legal governance of the state. It can also be seen as the rule implying the participation of non-public entities in the undertakings of public administration. Dissertations in this paper focus on subsidiarity – that is the basis and the principle of participation of non-public entities in the undertakings of public administration

The aim of the study was to analyze the relationship between body composition and the amplitude of SEMG rectifier spine in children with scoliotic changes. The spine was investigated using optoelectronic Diers formetric III 4D. Body composition was determined using a Tanita Body Composition Analyzer MC 780M. Analysis of the amplitude SEMG rectifier spine was performed using a 12-channel camera Noraxon TeleMyo DTS. The biggest differences in the absolute values of the studied variables related to body composition BMR (kJ). The most important and statistically significant predictors mock for the variable composition of the body spine and amplitude rectifier tested in different positions in the group of scoliosis proved standing position lumbar left (p = 0.01), standing position lumbar right (p = 0.01) and lying front right side of the thoracic (p = 0, 02). The variance explained by the independent variables in the model adopted is 35% of the total variation (R^2 = 0.35), indicating a small adjustment for the data, but the expected level of statistical significance (p = 0.01) has been fulfilled, and to give the corresponding the value of a statistical test F = 3.49. The group scoliotic bases most important and statistically significant predictor model was the torso up right thoracic (p = 0.0001), lower limbs up the right side of the lumbar (p = 0.044), trunk up the right side of the lumbar (p = 0.016) and the top of the torso thoracic left (p = 0.006). The model was explained only in 39% (R^2 = 0.39), which is low, but the target level of statistical significance (p = 0.001) was also satisfied. and give the corresponding value of the statistical test F = 4.89. In children with scoliotic changes SEMG amplitude measurement helps identify the muscles need strengthening or relaxation, as well as the selection of appropriate corrective exercises

The purpose of the research was the analysis of the relationship between the anthropometric variables and body composition and frequency of SEMG rectifier of the spine in children with scoliosis and scoliotic attitude. Backbone has been examined by optoelectronic Diers formetric III 4 d. The method photogrammetric video recording of back surface through a process image stereography. Body composition was determined by using the TANITA body composition Analyzer MC 780 m. Analysis of the electromyographical of the spine extensors was performed with the help of 12 channel camera Noraxon TeleMyo DTS. Spine examination method Diers formetric III 4 d has shown in 103 (41%) of children scoliosis. The attitude of scoliotic diagnosed with 141 (56.17%) children. With the correct attitude was 7 (3.0%) children. The most important and significant statistically predictors for model's anthropometric variables, body composition and the frequency of the charger back test in different positions within the Group of scoliosis were the variables BMI (p = 0.01) and percent fat (%) (p = 0.03). Variance explained by the independent variables in the model adopted is 40% of the total variation (R ^ 2 = 0.40), indicating a small adjustment to the data, however, anticipated the level of statistical significance (p = 0.001) have been met, and also received good the value of the test statistic F = 3.33. In the group the basics of scoliotic the mass of fat (p = 0.01). The model was explained only in 26% (R ^ 2 = 0.26), which is low, but anticipated the level of statistical significance (p = 0.01) was also met, and also received the appropriate statistical test value F = 5.10. She has a substantial dependency between certain variables to the anthropometric and body composition and frequency of SEMG rectifier of the spine in children with scoliosis and scoliotic attitude

The aim of the study was to create regression models for the analysis of the relationship between posture defects in the sagittal plane and SEMG of the spine rectifier in children with scoliotic lesions. The shape of the spine was assessed using the optoelectronic method Diers formetric III 4D. The SEMG analysis was performed using the Noraxon TeleMyo DTS 12 channel camera. The research was carried out in 2017 at the Posturology Laboratory at the Faculty of Medicine and Health Sciences of UJK in Kielce. The most important and statistically significant predictor of the body posture in the sagittal plane and the frequency of the ridge extensor examined in various positions in the group of scoliotic postures turned out to be the variable lower limb up the right breast segment (p = 0.01). In the case of the SEMG amplitude, the most important and statistically significant predictors in the group of scoliotic attitudes turned out to be variable lower limbs upward lumbar segment right side (p = 0.02) and standing position lumbar segment left side (p = 0.03). The SEMG test enables the control of muscle balance and allows to avoid the improper deepening of muscle asymmetry, resulting in the stimulation of disturbing forces

The aim of the study was to analyze the amplitude of SEMG rectifier spine in children with scoliotic changes. SEMG amplitude rectifier back of the camera has been studied Noraxon TeleMyo DTS. The shape of the spine was estimated optoelectronic method Diers formetric III 4D. The research was Carried out in the Posturology Laboratory at the Faculty of Medicine and Health Sciences, UJK in Kielce (Poland). In the group of children with scoliosis curvature of the most frequently occurred on the location of the rib. In girls, it represented (62%) in boys (56%). Univariate analysis of variance showed significant differences among boys in intra-amplitude measurements SEMG variable lower limbs up the left side of the lumbar. Means, that the value of the amplitude distribution SEMG rectifier ridge in the study of lower limbs up the left side of the lumbar differed significantly between the groups scoliotic attitudes, scoliosis and normal. The amplitude of SEMG rectifier ridge in the study of lower limbs up the lumbar left was the lowest in the group of scoliosis. Due to the fact that a group of boys with scoliosis had most of the left-hand direction of curvature in the lumbar region, we can conclude that the greater the amplitude of SEMG rectifier occurred at the back of the concave side of the curvature of the lumbar spine

Abstract Objectives: The aim of the study was to evaluate the outcome of fetuses with ovarian cysts in relation to fetal echocardiography. Material and methods: In the Department for Diagnosis and Prophylaxis of Birth Defects at the Polish Mother's Memorial Hospital in Lodz fetal echocardiography was performed in 21 fetuses with ovarian cysts between the years 1995-2006. Outcomes: In 18 out of 21 (86%) fetuses we have found normal heart anatomy (NHA) and in 3 fetuses congenital heart defect (CHD). In 7 out of 18 (39%) fetuses with NHA there were functional anomalies, including 5 fetuses with hypertrophy. Four neonates with hypertrophy required surgical procedures after the delivery. Prenatal hypertrophy was not observed in case of only one neonate which was operated after the delivery. Conclusions: 1. Fetal echocardiography studies were very often abnormal in fetus with ovarian cysts (mainly as functional anomalies). 2. Functional anomalies detected in fetal echocardiography more often resulted in surgical procedures after the birth, whereas normal heart study was more often connected with spontaneous regression of ovarian cyst (p=0,0265)
