Legal Statute and Perspectives for Indigenous Peoples in Ukraine

In this chapter the specific issues of legal statute and perspectives of the development of Indigenous Peoples in Ukraine are highlighted. The situation of occupation and attempt of annexation of the Crimean peninsula as the native land of three Indigenous Peoples (Crimean Karaites, Crimean Tatars, and Krymchaks) in conditions of the ongoing interstate conflict and internal displacement are determined. The aspects of recognition of the indigenous statute in Ukrainian, Russian, and international jurisdictions for those Indigenous People will be researched, as the reparations and reconciliations for such peoples as victims of international crimes of the Soviet times

Influence of Business on State Policy within the Framework of Constitutional Economics

Nowadays, one of the key issues is the problem of interaction between the state and non-state actors in the context of constitutional economics. The 2020 Coronacrisis has not only revealed the need for a more in-depth analysis of the whole spectrum of this problem – conflict and overlap of interests, competition and partnership of the parties – but also raised the importance of the scientific debate to a new level. The purpose of this article is to study the importance of how enterprises can influence a government’s economic policy, including the limits of state interference in the implementation of its current activities in the light of the fundamental constitutional and legal provisions. The role of entrepreneurship and the influence that non-state economic actors exert on the economic policy of the state is increasing in contemporary conditions. The creation of a mutually beneficial format of interaction between the state and business, which is necessary to maintain the competitiveness of both, necessitates a rethinking of the basic constitutional principles upon which the economic model of the state is based. Under such circumstances, constitutional economics acts not only as a scientific study of existing models, but also assumes the important mission of implementing the objectively formed request to review the basic constitutional economic principles, which were established almost 100 years ago and do not always correspond to the current reality and challenges

Синтез структури функціональних систем перетворювальної класу з порційною подачею вхідних продуктів

The main efforts related to enterprise creation and development are aimed at improving efficiency of resource usage in the enterprise activities. Such problem can be successfully solved only if maximum efficiency is achieved at each stage of the conversion process. In turn, solution of this problem at each separate stage relates to creation of a substantiated structure of an object of functional conversion of source products into end products during the system operation. Such an object capable of functioning with maximum efficiency of resource usage was defined by default as a "functional system".By the example of a technological process of liquid heating, the problem of synthesizing a functional system of a conversion class with a portioned supply of products of directional effect was solved. In the course of synthesis, the task of ensuring possibility of interaction of the system objects during formation of the end product with required consumer qualities was solved at the first stage.Architecture of a module for identifying system operations and determining limit values of the effective control range was developed at the second stage of synthesis.A module linking the level of demand for the end products of the system with optimal control of its productivity was created at the third stage.Application of the proposed approach has enabled creation of a functional structure with a maximum number of degrees of control freedom. In turn, this solution has made it possible to form an optimal control trajectory depending on consumer demand for end products.The proposed solution enables use of the synthesized architecture for functional systems of a conversion class with a portioned supply of source productsОсновные усилия, связанные с созданием и развитием предприятия, направлены на повышение эффективности использования ресурсов в процессе его функционирования. Такая задача может быть успешно решена только в том случае, если добиться максимальной эффективности на каждом этапе преобразовательного процесса. В свою очередь, решение этой задачи, на каждом отдельном этапе, связано с созданием обоснованной структуры объекта функционального преобразования входных продуктов в выходные продукты системной операции. Такой объект, функционирование которого возможно с максимальной эффективностью использования ресурсов, заочно определили понятием «функциональная система».На примере технологического процесса нагрева жидкости в работе решена задача синтеза функциональной системы преобразовательного класса с порционной подачей продуктов направленного воздействия. В ходе синтеза, на первом этапе, решалась задача обеспечения возможности интерактивного взаимодействия системных объектов в процессе формирования готового продукта с заданными потребительскими качествами.На втором этапе синтеза разрабатывалась архитектура модуля идентификации системных операций и определения граничных значений области эффективных управлений.На третьем этапе создавался модуль, связывающий уровень спроса на готовую продукцию системы с оптимальным управлением ее производительностью.Использование предложенного подхода позволило создать функциональную структуру, имеющую максимальное количество степеней свободы управления. В свою очередь, такое решение позволило обеспечить формирование оптимальной траектории управления в функции потребительского спроса на готовую продукцию.Предложенное решение позволяет использовать синтезированную архитектуру для класса функциональных систем преобразовательного класса с порционной подачей входных продуктовОсновні зусилля, пов'язані зі створенням і розвитком підприємства, спрямовані на підвищення ефективності використання ресурсів в процесі його функціонування. Таке завдання може бути успішно вирішена тільки в тому випадку, якщо домогтися максимальної ефективності на кожному етапі перетворювального процесу технологічного класу. У свою чергу, вирішення цієї задачі, на кожному окремому етапі, пов'язане зі створенням обґрунтованої структури об'єкта, вiдносно функціонального перетворення вхідних продуктів у вихідні продукти системної операції. Такий об'єкт, функціонування якого здiйснюється максимальною ефективністю використання ресурсів, заочно визначили поняттям «функціональна система».На прикладі технологічного процесу нагріву рідини в роботі вирішена задача синтезу функціональної системи перетворювального класу з порціонної подачею продуктів спрямованого впливу. В ході синтезу, на першому етапі, вирішувалося завдання забезпечення можливості інтерактивної взаємодії системних об'єктів в процесі формування готового продукту з заданими споживчими якостями.На другому етапі синтезу розроблялася архітектура модуля ідентифікації системних операцій і визначення граничних значень області ефективних управлінь.На третьому етапі створювався модуль, що пов'язує рівень запасів готової продукції системи з її продуктивністю.Використання запропонованого підходу дозволило створити функціональну структуру що має максимальну кількість ступенів свободи управління. У свою чергу, таке рішення дозволило забезпечити формування оптимальної траєкторії управління у функції споживчого попиту на готову продукцію.Запропоноване рішення дозволяє використовувати синтезовану архітектуру для класу функціональних систем перетворювального класу з порціонної подачею вхідних продукті

Barley products of different fibre composition selectively change microbiota composition in rats

1 ScopeSeveral dietary fiber properties are suggested to be important for the profiling of the microbiota composition, but those characteristics are rather unclear. Whether different physico‐chemical properties of barley dietary fiber influence the gut microbiota composition is investigated.2 Methods and resultsSeven diets containing equal amounts of dietary fiber from barley malts, brewer\u27s spent grain (BSG), and barley extracts, resulting in varying amounts of β‐glucan, soluble arabinoxylan, and insoluble arabinoxylan in the diets were given to conventional rats. Malts increased microbiota alpha diversity more than BSG and the extracts. The intake of soluble arabinoxylan was related to Akkermansia and propionic acid formation in the cecum of rats, whereas β‐glucan and/or insoluble arabinoxylan were attributed to some potentially butyrate‐producing bacteria (e.g., Lactobacillus, Blautia, and Allobaculum).3 ConclusionThis study demonstrates that there is a potential to stimulate butyrate‐ and propionate‐producing bacteria in the cecum of rats with malt products of specific fiber properties. Moreover, BSG, a by product from beer production, added to malt can possibly be used to further modulate the microbiota composition, toward a higher butyric acid formation. A complex mixture of fiber as in the malts is of greater importance for microbiota diversity than purer fiber extracts

The Main Factors and Personality Characteristics to Predict the Risk of Suicide by Military Personnel in Hostilities

The problem of non-combat losses due to suicides of military personnel is relevant for most of the armed forces of states participating in local armed conflicts. The posthumous pathopsychological study of materials from the investigation of suicides by Ukrainian military personnel made it possible to identify the main factors of committing suicides during the period of participation in hostilities in eastern Ukraine in 2014-2019: problems of adaptation to combat conditions; insufficient level of professional and psychological training to perform missions in combat conditions; acute stressful reactions to participation in hostilities; physical and mental exhaustion, demotivation; dysfunctional families; loneliness or breakup with a beloved woman; offenses and disciplinary actions; alcohol abuse. The main types of personality who committed suicide in different periods of hostilities were: in 2014-2016 “Demonstratively-Dependent”, having two subtypes “Demonstratively-Maladaptive” and “Demonstratively-Masked”; in 2017-2019 “Asthenic-Depressive”, which has two subtypes “Constitutionally-Weak” and “Exhausted-Demotivated”. The manifestation of PTSD symptoms, physical and mental exhaustion, demotivation, indifference of society to the problems of veterans can significantly increase the risk of suicide in the post-war period. The division into periods of suicidal activity of servicemen suggests that the identified types (subtypes) of personality become suicidal only in extreme conditions with impaired adaptation and self–realization. The identified reasons for committing suicides and the typification of military personnel-suicides associated with different periods of participation in hostilities are not exhaustive.</em
