    The essence of temporary differences under the conditions of changes in RSA 18/02 and convergence with IAS 12 “Income taxes” and their impact on the financial statements

    The article examines the latest changes in RSA 18/02 "Accounting for corporate income tax payments", adopted by order of the Ministry of Finance of the Russian Federation. The new version of the Regulation comes into effect since January 01, 2020. As a result of the study, the authors revealed a convergence of Russian standards for determining temporary differences and deferred taxes, and at the same time indicated differences that still remained, and also assessed the existing differences. The authors considered it appropriate to systematize new principles for calculating deferred income taxes. For clarity, the definitions of current tax, net profit and other concepts, calculations of current tax and income tax expenses are presented in the form of formulas that can be easily compared with a previously existing methodology. The results of the study can be used when transforming financial statements, as well as in the construction of the consolidated financial statements generated in Russia in accordance with the requirements of IFRS, since the latest amendments in RSA 18/02 include the calculation of income tax for members of a consolidated group of taxpayers

    Modern tools for assessing the investment attractiveness of a commercial organization

    Purpose: Within the framework of the study, a critical analysis of modern tools for assessing the investment attractiveness of a commercial organization is carried out. Design: the methods of economic analysis used to assess the investment attractiveness of a commercial organization are systematized; the disadvantages of the existing methodological support are identified and the criteria determining the quality and practical value of modern developments in the studied area are established. Findings:  it is proved that the main disadvantages of the existing methods of assessing investment attractiveness are: the lack of strategic orientation of the assessment; ignoring the influence of most external and internal factors of activity; the inability to assess the risk of investing in the analyzed object; the need to compare with the level of investment attractiveness of similar organizations for an objective interpretation of the results. Practical implications: to eliminate the significant shortcomings of modern methodological support in this area, the authors recommend the use of scenario method of strategic economic analysis in the process of assessing the investment attractiveness of the organization. Originality: The scenario method of strategic economic analysis proposed by the authors complements the existing approaches with the ability to take into account potential risks when making a far-sighted decision to invest in an organization by combining the results of retrospective analysis and forecasting changes in the quantitative and qualitative characteristics of financial and economic activity

    Background. Currently, agro-industrial holdings occupy a dominant position in Russia, which creates certain imbalances both in the agricultural and processing industries of the agro-industrial sector of the economy. In this connection, it is necessary to create conditions for the full functioning of SMP-agricultural producers. For this purpose, cooperation, conclusion of contracts or participation in state and municipal procurement can be used. Purpose. Determination of the algorithm of participation of SMP-agricultural producers in the procurement process at the state and municipal levels. The work is theoretical in nature and is aimed at developing methodological approaches to the implementation of state and municipal purchases from agricultural producers. Materials and methods. The study is based on legislative and regulatory acts and, at the same time, on the opinions of various authors on the problem of the participation of SMEs in the contract system of state and municipal procurement. Results. In the course of the study, legislative and regulatory acts were considered in relation to procurement of various levels; an assessment of the participation of small businesses-agricultural producers in the field of public procurement was given; algorithms for the participation of this kind of entities in the procurement process were formed. Conclusion. As a result, various aspects and features of the participation of small businesses in public procurement were identified

Cases originating in China have spread rapidly around the world, prompting governments around the world to take strict measures to detect cases and limit the rate of transmission of the virus. However, these measures destroyed the main pillars of the modern world economy, as global trade and cooperation gave way to nationalist orientation and competition for scarce supplies. In this regard, it seems appropriate to conduct a critical review of the impact of the pandemic on the economy. It is necessary to rethink the current model of global economic growth, formed by the linear economy system and supported by speculation and energy consumption by production processes, in favor of a more sustainable model for the development of the world economy

    The article justifies the conclusion that there are three different approaches to defining the boundaries or perimeter of integrated reporting, within which the perimeter of integration is defined, the main elements of the integrated are structured and linked: the «weak» union, the «strong» connection and, finally, the connection in the «narrow» sense. On the basis of the conducted research on 10 major Russian organizations, the degree of coherence of the presented integrated financial statements for 2016 was evaluated. Specifics of ensuring transparency and coherence of the integrated reporting of Rosatom State Corporation were studied in detail. The conclusion is substantiated that the «weak» connection used in it is directed more toward revealing common strategic guidelines for the near future. However, it does not provide a proper clear understanding of all the key components of creating economic added value. A possible solution to this problem may be a revision of the approach to the formation of the perimeter of integration towards the «strong» connection.El artículo justifica la conclusión de que existen tres enfoques diferentes para definir los límites o el perímetro de los informes integrados, dentro de los cuales se define el perímetro de integración, los elementos principales de los integrados están estructurados y vinculados: la unión “débil”, la “fuerte”» conexión y, finalmente, la conexión en el sentido «estrecho». Sobre la base de la investigación realizada en 10 organizaciones rusas principales, se evaluó el grado de coherencia de los estados financieros integrados presentados para 2016. Se estudiaron en detalle los detalles para garantizar la transparencia y la coherencia de los informes integrados de Rosatom State Corporation. Se concluye que la conexión “débil” utilizada en ella se dirige más hacia revelar pautas estratégicas comunes para el futuro cercano. The study carried out a comparative analysis of the Anglo-American, continental, Latin American and Islamic models of accounting and financial reporting, which made it possible to identify their distinctive features, as well as targeting one or another group of stakeholders. In addition, a comparative analysis of traditional and Islamic accounting was carried out, which showed the uniqueness of the Islamic accounting and financial reporting model, which consists in the dominance of postulates of a religious and ethical nature, as well as ideas of social responsibility. A review of domestic and foreign sources made it possible to identify five areas of research in the field of the Islamic accounting model and determine the development vector of the Islamic accounting model from the prerequisites that influenced its emergence and specifics to the directions that determine the further prospects for its development

    The Effectiveness of Measures Aimed at Improving the Skills of Employees of the State Financial Control

    The article discusses the problems and prospects of professional development of civil servants in the field of internal and external state financial control. The relevance of the research problem is due to the active development of legislation in the field of control and supervisory activities, which leads to increased requirements for state auditors. Since Federal Law No. 79-FL of 27.07.2004 "On the State Civil Service" and the Decrees of the President of Russia adopted in addition to it establish a minimum list of requirements for the qualifications of employees. In practice, the control bodies proceed from a fairly broad interpretation of the qualifications and competence of auditors, which negatively affects the quality of their activities. According to the results of the study, the concept of professional competence of the state auditor was formulated, which should be fixed in the industry legislation, and the Federal Professional Standard of Higher Education in the field of state audit was also studied, in accordance with which employee retraining programs should be brought in order.
