    E-cigarette use among women of reproductive age: Impulsivity, cigarette smoking status, and other risk factors.

    INTRODUCTION: The study aim was to examine impulsivity and other risk factors for e-cigarette use among women of reproductive age comparing current daily cigarette smokers to never cigarette smokers. Women of reproductive age are of special interest because of the additional risk that tobacco and nicotine use represents should they become pregnant. METHOD: Survey data were collected anonymously online using Amazon Mechanical Turk in 2014. Participants were 800 women ages 24-44years from the US. Half (n=400) reported current, daily smoking and half (n=400) reported smokingsociodemographics, tobacco/nicotine use, and impulsivity (i.e., delay discounting & Barratt Impulsiveness Scale). Predictors of smoking and e-cigarette use were examined using logistic regression. RESULTS: Daily cigarette smoking was associated with greater impulsivity, lower education, past illegal drug use, and White race/ethnicity. E-cigarette use in the overall sample was associated with being a cigarette smoker and greater education. E-cigarette use among current smokers was associated with increased nicotine dependence and quitting smoking; among never smokers it was associated with greater impulsivity and illegal drug use. E-cigarette use was associated with hookah use, and for never smokers only with use of cigars and other nicotine products. CONCLUSIONS: E-cigarette use among women of reproductive age varies by smoking status, with use among current smokers reflecting attempts to quit smoking whereas among non-smokers use may be a marker of a more impulsive repertoire that includes greater use of alternative tobacco products and illegal drugs

    Strategic use of instruments of land policy for mobilising private land for flood risk management

    The focus on private land of this special issue points at a “policy delivery gap” (Moss, 2008) and the instruments by which to overcome it. Whereas the technical and hydrological functions of land in flood risk management are relatively well known, there remain considerable gaps in the understanding of how to mobilise the required land resources and overcome, respectively prevent, flood-related conflicts in land use (Edelenbos et al., 2013; Morris et al., 2016). As most studies focus on case and context specific solutions, gaining a more comprehensive and generic understanding of the different options and mechanisms of leveraging land for floods is an important task for research and policy practice alike. This cross-disciplinary edited collection brings together research from the natural, technical, legal and social sciences to provide an encompassing instrumental perspective of mobilising land in the context of flood risk management. The core aim of this volume is to explore solutions to this pertinent issue in the broadening policy paradigm

    A framework to assess integration in flood risk management: implications for governance, policy, and practice

    Over decades the concept of integration has been promoted to enhance alignment between policy domains, and to manage trade-offs and maximize synergies across management practices. Integrated approaches have the potential to enable better outcomes for flood risk management (FRM) and society as a whole. However, achieving integration in practice is a recurring challenge, especially for FRM where multiple actors need to work together across fragmented policy domains. To disentangle this complexity of integration, a framework is proposed for assessing integration and identifying different degrees of integration. This framework is based on evidence from a literature review, 50 interviews with FRM-related professionals in England, and participant observation at 24 meetings relevant for FRM. The framework sets out the context of integration, assesses the governance capacity for integration through the strength of relationships between different types of actors (bridging, bonding, and linking) and the mechanisms (actor-, rule- and resource-based) that influence them, and the realization of integration in practice through knowledge, policies, and interventions. The framework is applied for FRM in England and used to identify degrees of integration: high, intermediate, low, and minimal. An important characteristic of the framework is the interconnectivity between the governance capacity and realization of integration. The framework provides further theoretical insights into the concept of integration, while offering an approach for researchers, policy makers, and practitioners to recognize current degrees of integration in FRM and identify the critical elements for improvement. It is recommended that further research and practice-based applications of the framework are completed in different geographical and institutional contexts. Specifically, such applications can create further understanding of the interactions and dependencies between elements of the governance capacity and realization of integration

    High-Lundquist Number Scaling in Three-Dimensional Simulations of Parker's Model of Coronal Heating

    Parker's model is one of the most discussed mechanisms for coronal heating and has generated much debate. We have recently obtained new scaling results in a two-dimensional (2D) version of this problem suggesting that the heating rate becomes independent of resistivity in a statistical steady state [Ng and Bhattacharjee, Astrophys. J., 675, 899 (2008)]. Our numerical work has now been extended to 3D by means of large-scale numerical simulations. Random photospheric footpoint motion is applied for a time much longer than the correlation time of the motion to obtain converged average coronal heating rates. Simulations are done for different values of the Lundquist number to determine scaling. In the high-Lundquist number limit, the coronal heating rate obtained so far is consistent with a trend that is independent of the Lundquist number, as predicted by previous analysis as well as 2D simulations. In the same limit the average magnetic energy built up by the random footpoint motion tends to have a much weaker dependence on the Lundquist number than that in the 2D simulations, due to the formation of strong current layers and subsequent disruption when the equilibrium becomes unstable. We will present scaling analysis showing that when the dissipation time is comparable or larger than the correlation time of the random footpoint motion, the heating rate tends to become independent of Lundquist number, and that the magnetic energy production is also reduced significantly.Comment: Accepted for publication in Astrophysical Journa

    A framework to include the (inter)dependencies of Disaster Risk Reduction measures in coastal risk assessment

    Effective coastal risk management often involves the selection and appraisal of Disaster Risk Reduction (DRR) measures. Such measures, however, are rarely implemented in isolation and their (inter)dependencies need to be considered to assess the overall contribution to risk reduction. This paper presents a framework that utilises a pathway-based approach to consider such (inter)dependencies. The framework identifies measures that have the potential to directly influence risk reduction (primary measures) at the individual/household level and how these relate to the implementation of other measures (non-primary). These two types of measures are linked using intermediate pathway factors, which aggregate to the effective uptake and/or operation of primary measure(s) and subsequently represent the direct influence on risk reduction when included in a risk assessment. The approach is demonstrated utilising two coastal risk examples. The case of Varna Bay, Bulgaria highlights a pathway, which explores how developing a coastal Early Warning System (EWS), can enable assets to be moved and saved prior to an event. The Praia de Faro, Portuguese application provides an example of how local risk awareness meetings can support the uptake of property raising to protect against erosion. Past experience, poor trust in authorities, house type/ feasibility, transient population and strong community networks are identified as key influencing variables across both cases. The process of considering the (inter)dependencies between measures has potential to lead to improved decision-making and strategy building. The framework developed is flexible in nature and can be applied in many different situations; however, it is one step towards accounting for these (inter)dependencies at the individual/household level. Ex-ante or ex-post survey data, expert judgement and literature have been used to estimate these factors. However, in many cases this good quality data is not available, and is something that national level monitoring strategies, along with the research community, must address

    Parker's formulation of isotopological plasma relaxation process in magnetohydrodynamics (MHD) is extended to Hall MHD. The torsion coefficient alpha in the Hall MHD Beltrami condition turns out now to be proportional to the "potential vorticity." The Hall MHD Beltrami condition becomes equivalent to the "potential vorticity" conservation equation in two-dimensional (2D) hydrodynamics if the Hall MHD Lagrange multiplier beta is taken to be proportional to the "potential vorticity" as well. The winding pattern of the magnetic field lines in Hall MHD then appears to evolve in the same way as "potential vorticity" lines in 2D hydrodynamics

    Paraphrases and summaries: A means of clarification or a vehicle for articulating a preferred version of student accounts?

    The use of group discussions as a means to facilitate learning from experiences is well documented in adventure education literature. Priest and Naismith (1993) assert that the use of the circular discussion method, where the leader poses questions to the participants, is the most common form of facilitation in adventure education. This paper draws on transcripts of facilitation sessions to argue that the widely advocated practice of leader summaries or paraphrases of student responses in these sessions functions as a potential mechanism to control and sponsor particular knowledge(s). Using transcripts from recorded facilitation sessions the analysis focuses on how the leader paraphrases the students’ responses and how these paraphrases or ‘formulations’ function to modify or exclude particular aspects of the students’ responses. I assert that paraphrasing is not simply a neutral activity that merely functions to clarify a student response, it is a subtle means by which the leader of the session can, often inadvertently or unknowingly, alter the student’s reply with the consequence of favouring particular knowledge(s). Revealing the subtle work that leader paraphrases perform is of importance for educators who claim to provide genuine opportunities for students to learn from their experience

    Needed: a systems approach to improve flood risk mitigation through private precautionary measures

    Private precautionary measures play an increasingly important role in flood risk management. The degree to which private precautionary measures mitigate flood risk depends mainly on the type of measure (and how effective it is) and how frequently and successfully it is implemented. These aspects are influenced by a complex interaction of physical and socio-economic processes, which makes the assessment and the prediction of the mitigation of flood risk via private precautionary measures a challenge. This paper provides an overview of factors and processes that influence the implementation and effectiveness of private precaution in mitigating flood risk, underpinning it with highlights from international examples. We recommend private precautionary measures for further use to improve flood risk mitigation, but stress that they need to be considered and implemented through a holistic systems approach to maximize their effectiveness

    We present evidence of etching LiNbO3 when annealing two wafers in contact with an intermediate Ti strip. Etched features are characterized qualitatively using atomic force microscopy. The impact of the Ti strip thickness on the depth and roughness of the etched surface is quantified. Etched trenches of similar depths to the original Ti film are achieved with very smooth etched surface

    Rapid dissipation of magnetic fields due to Hall current

    We propose a mechanism for the fast dissipation of magnetic fields which is effective in a stratified medium where ion motions can be neglected. In such a medium, the field is frozen into the electrons and Hall currents prevail. Although Hall currents conserve magnetic energy, in the presence of density gradients, they are able to create current sheets which can be the sites for efficient dissipation of magnetic fields. We recover the frequency, ωMH\omega_{MH}, for Hall oscillations modified by the presence of density gradients. We show that these oscillations can lead to the exchange of energy between different components of the field. We calculate the time evolution and show that magnetic fields can dissipate on a timescale of order 1/ωMH1/\omega_{MH}. This mechanism can play an important role for magnetic dissipation in systems with very steep density gradients where the ions are static such as those found in the solid crust of neutron stars.Comment: 9 pages, changed fig.
