    Study of Flexible Pavement Damage In Military Housing Using Pavement Condition Index (PCI)

    Jalan aspal (perkerasan lentur) di Kompleks Perumahan Panca Arga I Desa Banyurojo Kec. Mertoyudan Kab. Magelang telah mengalami kerusakan dikarenakan umur jalan sistem yang dibuat dengan aspal curah/siram dan telah lebih dari 10 tahun. Kerusakan jalan tersebut dapat membahayakan pengguna yang melintas, sehingga perlu diadakan penelitian sebagai dasar saran rekomendasi untuk pengusulan program perbaikan. Analisais kerusakan jalan mengunakan metode pavement condition index (PCI), karena ekonomis dan membutuhakan waktu yang singkat. Adapun tujuan penelitian ini adalah untuk mengetahui jenis dan tingkat kerusakan serta saran penanganan kerusakan Jalan, Cara pengumpulan data dengan studi pustaka dan survey serta observasi lapangan, dari data yang terkumpul diaplikasikan dan dianalisis dengan menggunakan metode PCI. Hasil penelitian menggunakan metode pavement condition index (PCI) menunjukan tingkat kerusakan: 1) sangat jelek pada Jalan Kelud dan Malabar;  2) jelek pada manyar dan pandu; 3) sedang Gelatik, Merak, Kasuari; dan 4) baik jalan Utama dan Jalak. Adapun penanganan kerusakan perkerasan lentur tersebut bergantung tingkat kerusakan yang terjadi, baik dilakukan penambalan parsial, penambala keseluruhan, bahkan rekonstruksi pada kondisi jalan yang terjelek.Asphalt road (flexible pavement) in the Panca Arga I Housing Complex, Banyurojo Village, Kec. Mertoyudan Kab. Magelang has suffered damage due to the life of the system roads made with bulk asphalt / flush and has been more than 10 years. Damage to the road can endanger passing users, so it is necessary to conduct research as a basis for recommendations and recommendations for proposing improvement programs. The road damage analysis uses the pavement condition index (PCI) method, because it is economical and requires a short time. The purpose of this study was to determine the type and level of damage and suggestions for handling road damage, data collection methods using literature study and surveys and field observations, from the collected data applied and analyzed using the PCI method. The results of the study using the pavement condition index (PCI) method showed the level of damage: 1) very bad on Jalan Kelud and Malabar; 2) bad on the weaver and pandu; 3) being Wren, Peacock, Cassowary; and 4) both Main and Starling roads. The handling of the flexible pavement damage depends on the level of damage that has occurred, whether it is partial patching, whole patching, even reconstruction in the worst road conditions.

    The research was conducted in the District of Cilacap in Central Java Province. The underlying research were that the infrastructure in the district of Cilacap in poor condition, condition the implementation of infrastructure development there is no increase in quality and quantity significantly, lack of budget and infrastructure maintenance and expansion of the discourse to one of the reasons for the poor condition of infrastructure in the district Cilacap the west and its implications for the resilience of the region. The research objectives were: 1) Review the implementation of infrastructure development in Cilacap district, 2) Assess the factors affecting the success of infrastructure development in the District of Cilacap, and 3) Determine the concepts of Infrastructure Development Strategy in the District of Cilacap in order to strengthening the resilience of the most appropriate areas. The research method used was a descriptive survey method with qualitative and quantitative approaches. Sampling technique using a purposive sampling method, with 50 people as respondents. The data was collected through observation, questionnaires, interviews, and documentation. To answer the research objectives using SWOT analysis method for analyzing data. The results showed that the implementation of infrastructure development in the District of Cilacap in the threat condition and trying to take advantage of opportunities and strengths of the potential and conditions of the area and existing resources to prevent and avoid the threats and weaknesses and to improve the poor conditions that affect the implementation of infrastructure development in the District of Cilacap. The internal factors of Cilacap infrastructure development in strengthening the resilience of the strengths and weaknesses in the implementation of infrastructure development in the District of Cilacap by Internal Factors Evaluation Matrix (EFI) with the power of accumulative score of 2.122 and a score of 0.630 and total weaknesses value score for Internal strategic factors of 2.753, meaning that the condition of the infrastructure development of Cilacap in the utilization factor of the strength and position of trying to reduce / eliminate weaknesses that hinder the development of infrastructure in the District of Cilacap in order to strengthen the resilience of the region. The External factors of Cilacap infrastructure development in strengthening the resilience of the region into opportunities and Threats in the implementation of infrastructure development in the District of Cilacap by External Factor Evaluation Matrix (EFE) with an accumulative score of 2.202 and the odds score of 0.734 and the threat of total value score for external strategic factors of 2.936, meaning that the condition of the infrastructure development of Cilacap in the threat position (.734) and trying to take advantage of potential opportunities and conditions to prevent or avoid the area and improve the threats that affect the poor condition of the implementation of infrastructure development in the District of Cilacap. The results of analysis of Internal-External Matrix (IE) is the stability of strategy (the strategy without changing the strategic direction has been determined). Accordance with the alternative strategy SWOT matrix: 1) the SO Strategy, that management of infrastructure development, community empowerment and increased participation 2) the ST Strategy that tightens oversight of planning and conditions tailored to the needs of the region, 3) the WO Strategies, Improve coordination and cooperation among agencies and increase the quality of human resource development, 4 ) the WT Strategy Law Enforcement and the effectiveness and efficiency of budget. Infrastructure Management strategy is the most appropriate strategy for the solution of Infrastructure Development Strategy in order to strengthen the Regional Resilience in Cilacap, namely how to effectively manage infrastructure and efficient use of existing resources, to all actors and infrastructure development to all areas of infrastructure development as well as software and hardware implementation of infrastructure development in order to produce a superior in quality and quantity so as to strengthen the resilience of the region Cilacap

    Menurut UU RI No. 3 Tahun 2002, Pertahanan negara adalah segala usaha untuk mempertahankan kedaulatan negara, keutuhan wilayah NKRI, dan keselamatan segenap bangsa dari ancaman dan gangguan terhadap kedaulatan bangsa dan negara. Arsitektur (KBBI) adalah seni dan ilmu merancang atau metode dan gaya rancangan suatu serta membuat konstruksi bangunan, jembatan, dan sebagainya. Arsitektur Pertahanan secara keilmuan belum terdefinisi secara akademis. Arsitektur Pertahanan secara filsafati merupakan rumpun ilmu teknik atau ilmu sosial? Atau keduanya? Penelitian bertujuan untuk mengkaji Arsitektur Pertahanan dalam dimensi Filsafat Ilmu Pertahanan. Metode penelitian menggunakan metode kualitatif dengan studi kepustakaan/dokumentasi dalam pengumpulan data serta pendekatan deskriptif analisis berdasarkan aspek ontology, epistomologi, dan aksiologi dalam mengkaji Arsitektur Pertahanan. Hasil penelitian adalah Tinjauan Filsafat Arsitektur Pertahanan baik dalam tinjauan ontology tentang kedudukan arsitektur pertahanan dalam rumpun ilmu pengetahuan, epistomologi bahwa arsitektur pertahanan pada hakekatnya merupakan multidisiplin ilmu yang terintegrasi secara selaras saling melengkapi guna kebutuhan manusia, dan aksiologi bahwa arsitektur pertahanan bernilai dan dibutuhkan guna menciptakan keamanan dan keselamatan negara dan bangsa
