    The Power of Prevention: The extent of Environmental Authority in the Context of Local Government

    This article attempts to delineate the scope of a municipality’s legal power within the realm of environmental management. Part one of this article looks at the legal position of a municipal government in the Canadian constitutional framework. The authors note that municipalities are creatures of statute and their available powers are tightly prescribed by legislation. Part two of this article is a case study of the City of Toronto\u27s efforts to manage pollution in the Great Lake region, particularly with respect to Lake Ontario. Despite the limits to a municipality’s power, the authors argue that many effective pollution prevention strategies fall within existing municipal authority. The authors conclude that a municipality has the unique and powerful ability to adopt effective source-control bylaws being the source of a significant amount of pollution

    Self-consistent massive disks in triaxial dark matter halos

    Galactic disks in triaxial dark matter halos become deformed by the elliptical potential in the plane of the disk in such a way as to counteract the halo ellipticity. We develop a technique to calculate the equilibrium configuration of such a disk in the combined disk-halo potential, which is based on the method of Jog (2000) but accounts for the radial variation in both the halo potential and the disk ellipticity. This crucial ingredient results in qualitatively different behavior of the disk: the disk circularizes the potential at small radii, even for a reasonably low disk mass. This effect has important implications for proposals to reconcile cuspy halo density profiles with low surface brightness galaxy rotation curves using halo triaxiality.     The anisotropic distribution of satellite galaxies

    We identify satellites of isolated galaxies in the Sloan Digital Sky Survey and examine their angular distribution. Using mock catalogues generated from cosmological N-body simulations, we demonstrate that the selection criteria used to select isolated galaxies and their satellites in large galaxy redshift surveys must be very strict in order to correctly identify systems in which the primary galaxy dominates its environment. We demonstrate that the criteria used in many previous studies instead select predominantly group members. We refine a set of selection criteria for which the group contamination is estimated to be less than 7 per cent and present a catalogue of the resulting sample. The angular distribution of satellites about their host is biased towards the major axes for spheroidal galaxies and probably also for red disc galaxies (the ‘intermediate' class of Bailin & Harris), but is isotropic for blue disc galaxies, i.e. it is the colour of the host that determines the distribution of its satellites rather than its morphology. The similar anisotropy measured in this study to studies that were dominated by groups implies that group-specific processes are not responsible for the angular distribution. Satellites that are most likely to have been recently accreted, late-type galaxies at large projected radii, show a tendency to lie along the same axis as the surrounding large-scale structure. The orientations of isolated early- and intermediate-type galaxies also align with the surrounding large-scale structures. We discuss the origin of the anisotropic satellite distribution and consider the implications of our results, critically assessing the respective roles played by the orientation of the visible galaxy within its dark matter halo, anisotropic accretion of satellites from the larger scale environment, and the biased nature of satellites as tracers of the underlying dark matter subhalo populatio

    The significance and expectations of HIV cure research among people living with HIV in Australia.

    Most people living with HIV (PLHIV) with reliable access to antiretroviral treatment (ART) have a life expectancy similar to uninfected populations. Despite this, HIV can negatively affect their social and psychological wellbeing. This study aimed to enhance understanding of the expectations PLHIV hold for HIV cure research and the implications this has for HIV cure research trials. We interviewed 20 Australian PLHIV about their expectations for HIV cure research outcomes and the impact a potential cure for HIV may have on their everyday lives. Data were analysed thematically, using both inductive and deductive approaches. The significance of a cure for HIV was expressed by participants as something that would offer relief from their sense of vigilance or uncertainty about their health into the future. A cure was also defined in social terms, as alleviation from worry about potential for onward HIV transmission, concerns for friends and family, and the negative impact of HIV-related stigma. Participants did not consider sustained medication-free viral suppression (or remission) as a cure for HIV because this did not offer certainty in remaining virus free in a way that would alleviate these fears and concerns. A cure was seen as complete elimination of HIV from the body. There is an ethical need to consider the expectations of PLHIV in design of, and recruitment for, HIV cure-related research. The language used to describe HIV cure research should differentiate the long-term aspiration of achieving complete elimination of HIV from the body and possible shorter-term therapeutic advances, such as achieving medication free viral suppression

    Salivaricin G32, a Homolog of the Prototype Streptococcus pyogenes

    Salivaricin G32, a 2667 Da novel member of the SA-FF22 cluster of lantibiotics, has been purified and characterized from Streptococcus salivarius strain G32. The inhibitory peptide differs from the Streptococcus pyogenes—produced SA-FF22 in the absence of lysine in position 2. The salivaricin G32 locus was widely distributed in BLIS-producing S. salivarius, with 6 (23%) of 26 strains PCR-positive for the structural gene, slnA. As for most other lantibiotics produced by S. salivarius, the salivaricin G32 locus can be megaplasmid encoded. Another member of the SA-FF22 family was detected in two Streptococcus dysgalactiae of bovine origin, an observation supportive of widespread distribution of this lantibiotic within the genus Streptococcus. Since the inhibitory spectrum of salivaricin G32 includes Streptococcus pyogenes, its production by S. salivarius, either as a member of the normal oral microflora or as a commercial probiotic, could serve to enhance protection of the human host against S. pyogenes infection

    Perceptions of HIV cure research among people living with HIV in Australia

    Participation in HIV cure-related clinical trials that involve antiretroviral treatment (ART) interruption may pose substantial individual risks for people living with HIV (PLHIV) without any therapeutic benefit. As such, it is important that the views of PLHIV are considered in the design of HIV cure research trials. Examining the lived experience of PLHIV provides unique and valuable perspectives on the risks and benefits of HIV cure research. In this study, we interviewed 20 PLHIV in Australia about their knowledge and attitudes toward clinical HIV cure research and explored their views regarding participation in HIV cure clinical trials, including those that involve ART interruption. Data were analysed thematically, using both inductive and deductive coding techniques, to identity themes related to perceptions of HIV cure research and PLHIV’s assessment of the possible risks and benefits of trial participation. Study findings revealed interviewees were willing to consider participation in HIV cure research for social reasons, most notably the opportunity to help others. Concerns raised about ART interruption related to the social and emotional impact of viral rebound, including fear of onward HIV transmission and anxiety about losing control. These findings reveal the ways in which PLHIV perspectives deepen our understanding of HIV cure research, moving beyond a purely clinical assessment of risks and benefits in order to consider the social context
