Towards economically dynamic Special Economic Zones in emerging countries
Despite a massive recent proliferation of Special Economic Zones (SEZs), there is virtually no quantitative research on what drives their dynamism. The aim of this paper is to address this gap and analyse the factors influencing SEZ performance – proxied by economic growth – in emerging countries. The paper relies on two novel datasets, using night-lights data to proxy for SEZ performance and containing a wide range of SEZ policy variables and characteristics across a large number of countries. The main results of the analysis indicate that a) zone growth is difficult to sustain over time; that b) trying to upgrade the technological component or value-added of the economy through SEZ policies is often challenging; and that c) zone size matters: larger zones have an advantage in terms of growth potential. Furthermore, country context significantly determines SEZ performance. Firms look for low cost locations, but in close proximity to large cities. Proximity to large markets as well as pre-existing industrialization also increase SEZ performance. In contrast, incentives and other program specific variables are highly context-specific and not structurally correlated with SEZ performance
Engineering a Suburban Ad-Hoc Network
Networks are growing in popularity, as wireless communication hardware, both fixed and mobile, becomes more common and affordable. The Monash Suburban Ad-Hoc Network (SAHN) project has devised a system that provides a highly secure and survivable ad-hoc network, capable of delivering broadband speeds to co-operating users within a fixed environment, such as a residential neighbourhood, or a campus. The SAHN can be used by residents within a community to exchange information, to share access to the Internet, providing last-mile access, or for local telephony and video conferencing. SAHN nodes are designed to be self-configuring and selfmanaging, relying on no experienced user intervention. Thus, they are suitable for use by the general public, in ‘plug-and-play’ fashion. This paper investigates possible architectures for an implementation of the SAHN (Tyson 2005), and presents a real-world prototype. Influence of commercial formulation on leaching of four pesticides through soil
Studies with small soil columns (2 cm i.d. x 5.4 cm depth) compared leaching of four pesticides added either as technical material or as commercial formulations. Pesticides were selected to give a gradient of solubility in water between 7 and 93 mg L-1, comprising azoxystrobin (emulsifiable concentrate, EC, and suspension concentrate, SC), cyproconazole (SC), propyzamide (SC) and triadimenol (EC). Columns of sandy loam soil were leached with 6 pore volumes of 0.01M CaCl2 either 1 or 7 days after treatment. Separate experiments evaluated leaching of triadimenol to full breakthrough following addition of 18 pore volumes of 0.01M CaCl2. The mass of pesticide leached from columns treated with commercial formulation was significantly larger than that from columns treated with technical material for all compounds studied and for both leaching intervals (two-sided t-tests, p<0.001). This difference was conserved when triadimenol was leached to full breakthrough with 79 ± 1.2 and 61 ± 3.1% of applied triadimenol leached from columns treated with formulated and technical material, respectively. There were highly significant effects of formulation for all pesticides (two-way ANOVA, p<0.001), whereas leaching interval was only significant for azoxystrobin EC formulation and cyproconazole (p <0.001 and 0.021, respectively) with greater leaching when irrigation commenced 1 day after treatment. Leaching of azoxystrobin increased in the order technical material (6.0% of applied pesticide) < SC formulation (8.5-9.1% of applied) < EC formulation (15.8-21.0% of applied). The relative difference between leaching of formulated and technical pesticide increased with pesticide solubility in water, increasing from a factor of 1.4 for the SC formulation of azoystrobin to 4.3 for the SC formulation of triadimenol. Experimental systems differ markedly from field conditions (small columns with intense irrigation). Nevertheless, results indicate the need to consider further the influence of co-formulants in pesticide formulations on behaviour of the active ingredient in soil
Providing Culturally Competent Care in the Face of Health Disparities: Assessment and Training Recommendations
Background: Community health centers are a critical source of care for populations who disproportionally experience health disparities, including the uninsured and underinsured, racial and ethnic minorities, and patients with a preferred language other than English. Optimus Health Care (Optimus) is the second largest health center in Connecticut, with clinics located in Bridgeport and Stamford. Cultural competency, or a set of behaviors, attitudes, and policies that enable professionals to work effectively in cross-cultural situations holds immense potential for improving patient-physician communication and for providing effective service delivery. Objectives: This study sought to (1) better understand the barriers to care faced among patients at Optimus (2) assess staff knowledge, attitudes, and skills regarding cultural competency to make recommendations regarding future cultural competency staff trainings.
Methods: Electronic medical records (EMR) of patients seen at Optimus between January 2012 and March 2013 who had a diagnosis of hyperlipidemia, hypertension, and/or diabetes were analyzed to describe characteristics related to insurance status, race/ethnicity, primary language, age, gender, and clinic location. A web-based survey was developed based on the Cultural Competence Self-Assessment Questionnaire (CCSAQ) and distributed electronically to Optimus staff. Survey results were analyzed to compare responses according to staff position type and themes were examined among respondent assessments of the current cultural competency trainings provided by Optimus.
Results: The majority of patients included in the EMR analysis receive Medicare or Medicaid (75.8%) and the majority of chronic conditions among the sample were among racial and ethnic minorities. Interestingly, the majority of Optimus patients with a diagnosis of diabetes, hypertension and/or hyperlipidemia were between the ages of 30-54. Cultural Competency survey respondents noted difficulties in providing care due to language barriers, limited knowledge of intra-cultural group differences, and limited knowledge of how the causes of mental health are viewed by different cultural groups (Survey response rate: 22.4%). When asked to critique Optimus’ current cultural competency training, staff members reported efficiency as a strength and lack of applicability to a practical setting as a weakness, emphasizing the need for an interactive training.
Conclusions and Recommendations: In concordance with the national trend, the results of our study indicate that Optimus patients of racial and ethnic minorities are disproportionally affected by chronic illness. Several areas were identified that can be targeted for improving the cultural competency knowledge, practice and delivery, and training needs of Optimus staff. Future studies should assess patient perceptions of cultural competency to allow for further insight into this emerging area of research.https://elischolar.library.yale.edu/ysph_pbchrr/1041/thumbnail.jp
Revisiting the 'Missing Middle' in English Sub-National Governance
In the light of the new Coalition Government’s proposed ‘rescaling’ of sub-national governance away from the regional level, it is an opportune time to re-consider the strength and weaknesses of the city or sub-regional approach to economic development and to search, once more, for the ‘missing middle’ in English Governance. In this context, the article initially assesses the case for city or sub regions as tiers of economic governance, before examining the lessons to be learnt from the experiences of the existing city regions in the North East of England. It argues that while contemporary plans to develop Local Enterprise Partnerships (LEPs) can be usefully considered within the context of the emerging city regional developments under the previous Labour Governments, a number of important challenges remain, particularly in relation to ensuring accountable structures of governance, a range of appropriate functions, adequate funding, and comprehensive coverage across a variety of sub-regional contexts. While the proposals of the new Government create the necessary ‘space’ to develop sub-regional bodies and offer genuine opportunities for both city and county LEPs, the scale of the sub-regional challenge should not be underestimated, particularly given the context of economic recession and major reductions in the public sector
Building consensus: shifting strategies in the territorial targeting of Turkey's public transport investment

Yet, the existing literature on distributive politics provides different and contrasting expectations on which geographical areas will be targeted. The paper focuses on proportional representation (PR) systems. While in such settings governments have incentives to target core districts and punish foes, it is suggested that when incumbents attempt to build a state–party image they may broaden the territorial allocation of benefits and even target opposition out-groups. Aging Studies for the Large Honeycomb Drift Tube System of the Outer Tracker of HERA-B
The HERA-B Outer Tracker consists of drift tubes folded from polycarbonate
foil and is operated with Ar/CF4/CO2 as drift gas. The detector has to stand
radiation levels which are similar to LHC conditions. The first prototypes
exposed to radiation in HERA-B suffered severe radiation damage due to the
development of self-sustaining currents (Malter effect). In a subsequent
extended R&D program major changes to the original concept for the drift tubes
(surface conductivity, drift gas, production materials) have been developed and
validated for use in harsh radiation environments. In the test program various
aging effects (like Malter currents, gain loss due to anode aging and etching
of the anode gold surface) have been observed and cures by tuning of operation

The Outer Tracker Detector of the HERA-B Experiment. Part II: Front-End Electronics
The HERA-B Outer Tracker is a large detector with 112674 drift chamber
channels. It is exposed to a particle flux of up to 2x10^5/cm^2/s thus coping
with conditions similar to those expected for the LHC experiments. The
front-end readout system, based on the ASD-8 chip and a customized TDC chip, is
designed to fulfil the requirements on low noise, high sensitivity, rate
tolerance, and high integration density. The TDC system is based on an ASIC
which digitizes the time in bins of about 0.5 ns within a total of 256 bins.
The chip also comprises a pipeline to store data from 128 events which is
required for a deadtime-free trigger and data acquisition system. We report on
the development, installation, and commissioning of the front-end electronics,
including the grounding and noise suppression schemes, and discuss its
performance in the HERA-B experiment
