CRITICAL INFRASTRUCTURE PROTECTION WITHIN THE EUROPEAN UNION

    Get PDF
The new dynamics and intensity of the risks and threats posed to societal functioning and citizens’ security have acquired new meanings. Consequently, an integrated approach to the concept of ”critical infrastructure” is necessary. The critical nature of some of the basic characteristics of the critical infrastructures has made them acquire new meanings within the national/transnational strategic planning. Moreover, the complexity and importance of critical infrastructure protection for social stability have generated the correlaton of the strategies developed by states and organizations

Reverse logistics and space allocation for recovery management in new urban settlements

This paper presents the authors’ vision about the planning foundation for the new residential areas from the large cities outskirts, in a sustainable development framework. One considers the great generation potential of the high and very high income population in case of the used products with remained reuse value, or new and undesired products, available in the residential places. We propose a space allocation model with a hexagonal hierarchical structure for the centralized return centers in a reverse logistics. The space allocation model for the recovery centers implementation takes into consideration: the recovery habits, environmental care and sustainable development education, “moral” compensations, centralized recovery centers facilities, walking willingness of the average inhabitant of the considered area, decision makings involvement at the local Public Authority level, and local community. One reveals the importance of the data collecting stage for the potential and availability of the exhausted products (having reuse value) in a specific area with high and very high income populationreverse logistics; centralized return centres; recovery potential; space allocation

Background: The main cause of death of tuberculosis patients is the progression of tuberculosis, but the presence of associated diseases decreases the outcome of treatment of both the underlying and the associated disease, and the latter is the cause of death. Thus, reducing the mortality of tuberculosis patients can be solved by increasing the therapeutic success rate of tuberculosis as well as associated diseases. Material and methods: A selective, descriptive and retrospective study was carried out in 3 time periods: period I (2001-2003) – implementation of the DOTS strategy in Chisinau municipality; period II (2007-2009) characterized by the tense epidemiological situation, the high TB mortality indicator and the implementation of the STOP TB strategy; period III (2013-2015) characterized by a shift to “End TB” strategy and a marked decrease in tuberculosis mortality. Results: Analyzing the reference periods, we found that in the 1st period 1/4 of the total deaths were caused by tuberculosis, associated diseases and other causes, in the 2nd period there was a decrease in the number of deaths, and in the 3rd period there was about 2 times increase in the number of deaths. Conclusions: The most common concomitant diseases were: oncological, cardiovascular, hepatic cirrhosis and other causes. The number of deaths with the post-mortem tuberculosis diagnosis was decreasing; half of them occurred at home, ½ of the deceased were without a stable place of living

(Conducător ştiinţific - Aurelia Ustian – d.ş.m., conf. univer.) Catedra Pneumoftiziologie, USMF „Nicolae Testemiţanu”A number of 582 of cases of death in pulmonary tuberculosis was studied in the municipality of Chisinau in the year 2007-2009. B/G connection is of 3,25/1, prevailing the age able to work. Only 40,8% of patients died in the specialized hospitals, 31,0%- at home,12,2% in other hospitals and 16,0% in other place. Among new cases of tuberculosis 36,6% died, and 18,2% among the chronic ones. The main reason of the death was the progressive process of tuberculosis.

Constraints on non-thermal Dark Matter from Planck lensing extraction

Distortions of CMB temperature and polarization anisotropy maps caused by gravitational lensing, observable with high angular resolution and sensitivity, can be used to constrain the sterile neutrino mass, offering several advantages against the analysis based on the combination of CMB, LSS and Ly\alpha forest power spectra. As the gravitational lensing effect depends on the matter distribution, no assumption on light-to-mass bias is required. In addition, unlike the galaxy clustering and Ly\alpha forest power spectra, the projected gravitational potential power spectrum probes a larger range of angular scales, the non-linear corrections being required only at very small scales. Taking into account the changes in the time-temperature relation of the primordial plasma and the modification of the neutrino thermal potential, we compute the projected gravitational potential power spectrum and its correlation with the temperature in the presence of DM sterile neutrino. We show that the cosmological parameters are generally not biased when DM sterile neutrino is included. From this analysis we found a lower limit on DM sterile neutrino mass m_s >2.08 keV at 95% CL, consistent with the lower mass limit obtained from the combined analysis of CMB, SDSS 3D power spectrum and SDSS Ly\alpha forest power spectrum (mνs>1.7m_{\nu_s}>1.7 keV). We conclude that although the information that can be obtained from lensing extraction is rather limited due to the high level of the lensing noise of Planck experiment, weak lensing of CMB offers a valuable alternative to constrain the dark matter sterile neutrino mass.Comment: 15 pages, 6 figure
