Επιχειρησιακό σχέδιο Πολιτικής Προστασίας του Δήμου Ιλίου για την αντιμετώπιση φυσικών και τεχνολογικών κινδύνων

Σκοπός της παρούσας διπλωματικής διατριβής σε συνδυασμό με το σκοπό της Πολιτικής Προστασίας, είναι να καθοριστούν όλες οι ενέργειες και δράσεις στις οποίες θα πρέπει να προβούν οι αρμόδιες υπηρεσίες του Δήμου Ιλίου , προκειμένου να αντιμετωπιστούν αποτελεσματικά οι κίνδυνοι από την εκδήλωση φυσικών φαινομένων, με στόχο την προστασία των πολιτών. Βασικοί στόχοι του παρόντος σχεδίου είναι η διαμόρφωση ενός συστήματος αποτελεσματικής προετοιμασίας και κινητοποίησης των αρμόδιων υπηρεσιών του Δήμου Ιλίου και των εμπλεκομένων φορέων για την αντιμετώπιση κινδύνων που μπορεί να προκληθούν ακραία έκτακτα φαινόμενα και η διαχείριση των συνεπειών μετά την εκδήλωσή τους με την παροχή κάθε δυνατής αρωγής στον πληγέντα πληθυσμό, την προστασία της ζωής, της υγείας και της περιουσίας των πολιτών, καθώς και την διασφάλιση λειτουργίας των υπηρεσιών και υποδομών. Οι αντικειμενικοί στόχοι του σχεδίου αποσκοπούν στον άρτιο συντονισμό όλων των εμπλεκομένων υπηρεσιών και φορέων, ώστε με τη σωστή προετοιμασία, την ενεργοποίηση και την ετοιμότητα του ανθρώπινου δυναμικού και των μηχανισμών αντιμετώπισης που διαθέτουν, να επιτευχθεί ο σκοπός του παρόντος σχεδίου. Για την οργάνωση και το συντονισμό, καθοριστικό ρόλο έχουν: − Η συνεργασία με τις αρμόδιες υπηρεσίες και τους εμπλεκόμενους φορείς − Η αξιοποίηση του διαθέσιμου ανθρώπινου δυναμικού, καθώς και των διαθέσιμων μέσων και των υλικών − Η επισήμανση και αλλαγή σημείων που χρειάζονται βελτίωση με βάση την προγενέστερη εμπειρία − Η ανάλυση και αξιολόγηση των στοιχείων όλων των φαινομένων που έχουν εκδηλωθεί στην Αττική.The purpose of this dissertation, in conjunction with the purpose of Civil Protection, is to define all the actions that the responsible authorities of the Municipality of Ilion should undertake in order to effectively address the risks of the occurrence of natural phenomena in order to protect citizens. The main objectives of this project are to set up a system of effective preparation and mobilization of the responsible authorities of the Municipality of Ilion and the bodies involved to address the risks of extreme emergencies and to cope with the consequences after their occurrence by providing all possible assistance to protect the lives, health and property of citizens, and to ensure the operation of services and infrastructure. The objectives of the project are to ensure that all the agencies and services concerned are fully coordinated so that the aim of this project is achieved through proper preparation, activation and readiness of the human resources and their response mechanisms. Εκτίμηση της αποδοτικότητας ναυτιλιακών εταιρειών με χρήση της Περιβαλλουσας Ανάλυσης Δεδομένων (Data Envelopment Analysis)

Στόχος της διπλωματικής εργασίας είναι να υπολογίσει και να αναλύσει την αποδοτικότητα ναυτιλιακών εταιρειών με την χρήση της μεθόδου Data Envelopment Analysis (DEA). Το δείγμα αποτελείται από τις δεκαεπτά κορυφαίες ναυτιλιακές εταιρείες, διαφόρων μεγεθών, εισηγμένες στα διεθνή χρηματιστήρια. Η DEA αποτελεί μία μέθοδο μέτρησης της σχετικής αποδοτικότητας, περιλαμβάνει χρήση μεθόδων γραμμικού προγραμματισμού και παρουσιάζει συγκριτικά πλεονεκτήματα έναντι παραδοσιακών μεθόδων μέτρησης αποδοτικότητας, όπως οι χρηματοοικονομικοί δείκτες. Η ανάλυση γίνεται για το έτος 2015. Το μοντέλο που αναπτύσσεται χρησιμοποιεί ως εισροές την χωρητικότητα του στόλου και τα διοικητικά έξοδα και ως εκροές τα κέρδη προ φόρων και τα έσοδα από την μεταφορά εμπορευμάτων. Λόγω της ιδιαιτερότητας των μεγεθών των εταιρειών η αξιολόγηση των εταιρειών έγινε κάτω από την παραδοχή σταθερών ή μεταβαλλόμενων αποδόσεων κλίμακας. Τα αποτελέσματα περιλαμβάνουν την κατάταξη των εταιρειών με βάση την αποδοτικότητά τους, το αν υπάρχουν ή όχι αποδόσεις κλίμακας και τους στόχους βελτίωσης των λιγότερο αποδοτικών εταιρειών. Από την ανάλυση του «Πίνακα Κερδοφορία- αποδοτικότητα»/ Efficiency Profitability Matrix, γίνεται φανερό ποιες εταιρείες έχουν τη δυνατότητα να αυξήσουν τα κέρδη τους μέσω της βελτίωσης της αποδοτικότητας. Συμπερασματικά, προκύπτει ότι η επίδραση των αποδόσεων κλίμακας στην αποδοτικότητα των ναυτιλιακών εταιρειών είναι σημαντική και ότι η μέθοδος DEA προσφέρει μία χρήσιμη, αποτελεσματική και αξιόπιστη μέθοδο για την σύγκριση της αποδοτικότητας των εταιρειών στον κλάδο της ναυτιλίας.The aim of this diploma thesis is to calculate and analyze the efficiency of shipping companies using the Data Envelopment Analysis (DEA) method. The sample consists of the top 17 shipping companies listed on international stock exchanges which are of different size. DEA is a method of measuring relative efficiency, involves the use of linear programming methods and presents comparative advantages over traditional efficiency measurement methods such as financial indicators. The analysis is made for the year 2015. The developed model uses as inputs the fleet capacity and the operative expenses and as outputs the profits before tax and the revenues from the transportation of goods. Due to the specificity of the sizes of the companies, the model is applied for both the case of fixed economies of scale and the case of variable economies of scale. The results include the ranking of companies based on their efficiency, the possible existence of economies of scale and the objectives of improving the least profitable companies. From the analysis of the “efficiency profitability matrix” it becomes evident which companies can still increase their profit through efficiency improvement. In conclusion, the effect of economies of scale on the profitability of shipping companies is significant and the DEA method provides a useful, effective and reliable method for comparing the efficiency of shipping companies

Trait Emotional Intelligence and Multiple Intelligences as Predictors of Academic Success in Serbian and Greek IT Students

Even though research on predicting the academic achievement of IT students is not scarce, the inclusion of trait emotional intelligence and multiple intelligences as predictive factors is somewhat novel. The research examined associations between identified profiles of trait emotional intelligence and multiple intelligences, and academic success in the sample of 288 IT students, 208 from Serbia and 80 from Greece. The results show that trait emotional intelligence and multiple intelligences profile both proved to be important predictors of academic success. Another predictor of IT students’ academic success was related to their prior schooling success. The results indicate that fostering a student-centered learning model through tertiary education, with special emphasis on students’ personal dispositions and traits, could be crucial for their academic success, especially in the multidisciplinary field of information technology

MEL-IRIS: An Online Tool for Audio Analysis and Music Indexing

Chroma is an important attribute of music and sound, although it has not yet been adequately defined in literature. As such, it can be used for further analysis of sound, resulting in interesting colorful representations that can be used in many tasks: indexing, classification, and retrieval. Especially in Music Information Retrieval (MIR), the visualization of the chromatic analysis can be used for comparison, pattern recognition, melodic sequence prediction, and color-based searching. MEL-IRIS is the tool which has been developed in order to analyze audio files and characterize music based on chroma. The tool implements specially designed algorithms and a unique way of visualization of the results. The tool is network-oriented and can be installed in audio servers, in order to manipulate large music collections. NotationBased Ancient Greek Music Synthesis with

This paper describes an instrument that can compose a song using predicates of Ancient Greek Music. It employs the methodology and musical notation of this specific music system and at the same time, it provides a mapping mechanism that depicts the whole process to composition predicates of the usual notation of Western Music. The aim of this application is to facilitate the efforts of Ancient Greek Music researchers in getting closer to what Ancient Greek Music really was by parametrically performing melodic pieces. ARION provides ethnomusicology with an experimental tool for notation-based Ancient Greek Music synthesis. The project approaches Ancient Greek Music by introducing a virtual Ancient Greek singer, who is able to sing in the Ancient Greek accent, while a musical instrument accompanies him. An easy-to-use and functional interface is provided for adding music and lyrics in a composition, using modern or Ancient Greek symbols of writing and music. like West [15] and Pöhlmann [13] have managed to collect and organize a very large amount of documents and actual music scores and have given a scientific insight for a music system over 2000 years old. This project takes their work and tries to make a connection between that music and prevailing modern Western Music.
