Profesionalni razvoj socijalnih radnika u Republici Srbiji u kontekstu celoživotnog uÄenja
Profesionalni razvoj je znaÄajan za unapreÄenje kompetentnosti socijalnih radnika,
organizovanje i pružanje kvalitetnih usluga u socijalnom radu. Ciljevi rada su: a)
analiza kljuÄnih aspekata profesionalnog razvoja socijalnih radnika u kontekstu
celoživotnog uÄenja, b) analiza meÄunarodnih i nacionalnih dokumenata u ovoj
oblasti i c) analiza istraživanja profesionalnog razvoja. U radu se daje pregled razvoja
koncepta celoživotnog uÄenja i profesionalnog razvoja, analiziraju se kljuÄni
aspekti i njihova mesta u meÄunarodnim i nacionalnim dokumentima. Ukazuje se
na znaÄaj kontinuiranog profesionalnog razvoja za obrazovanje i praksu socijalnih
radnika. Pokazuje se usaglaŔenost nacionalnih dokumenata Republike Srbije (RS)
sa meÄunarodnim kroz uvoÄenje sistema licenciranja i zakonske obaveze struÄnog
usavrÅ”avanja socijalnih radnika s ciljem profesionalnog razvoja. MeÄutim, RS nedostaju
obavezujuÄi nacionalni standardi koji reguliÅ”u profesionalni razvoj tokom
i nakon formalnog obrazovanja socijalnih radnika. Diskutuju se moguÄi pravci daljeg
razvoja ove oblasti. Profesionalni razvoj socijalnih radnika je slabo istražen
kod nas i u svetu. Radi usaglaŔavanja kvaliteta profesionalnog razvoja socijalnih
radnika potrebno je zakonski regulisati obavezno sprovoÄenje standarda u visokoÅ”kolskim
ustanovama za obrazovanje socijalnih radnika i u vladinom i nevladinom
sektoru koji zapoŔljava socijalne radnike. Interesantno bi bilo istražiti uslove za
profesionalni razvoj socijalnih radnika u RS radi unapreÄenja kvaliteta kontinuiranog
profesionalnog razvoja i prakse socijalnog rada
The Role of the Government in Supporting SME Development in Croatia
The article focuses on the specific role of Government in the transition process with special emphasis on the policy towards the small and medium-sized enterprises (SME), as well as regional development in Croatia. Authors point out to the specifics of transitional countries, noting that the role of the Government in such circumstances should be more supportive regarding stimulation of the SME development by way of supporting the development of the economic support infrastructure. Further, the reasons for a more active role of the Government regarding SME development policy are discussed and specific policy recommendations are offered

Procena aspekata i efekata realizacije terenske prakse od strane studenata socijalne politike i socijalnog rada
Field practice is considered as an important part of academic education, but the researches of its aspects and effects are underrepresented. The paper is aimed at: examination of the representation of field practice aspects among undergraduate students of social politics and social work at the Faculty of Political Sciences - University of Belgrade (FPS-UB) and its effects on development of students' professional competencies, an analysis of differences between students of various academic years and an analysis of the association the effects of practice has with characteristics of work organization - teaching base and cooperation with mentors. Research was conducted by TPS1 questionnaire among 201 students within all four years of academic studies. About four-fifths off all questioned students gave positive answers on majority of aspects of cooperation with mentors, practice organization by FPS-UB and teaching base and practice effects, but there were also some deficiencies. Cooperation with mentors and teaching base organization of practice are highly associated with practice effects and both variables combined have independent impact on variance of practice effects. Findings are discussed in the lights of contemporary researches.Terenska praksa je važan deo savremenog univerzitetskog obrazovanja, ali su istraživanja njenih aspekata i efekata nedovoljno zastupljena. Ciljevi rada su: analiza zastupljenosti aspekata terenske prakse i zadovoljstva ovim aspektima iz perspektive studenata osnovnih studija socijalne politike i socijalnog rada na Fakultetu politiÄkih nauka Univerziteta u Beogradu (FPN-UB), njenih efekata na razvoj profesionalnih kompetencija studenata, razlika izmeÄu studenata razliÄitih studijskih godina i povezanosti efekata prakse sa karakteristikama radne organizacije (nastavne baze za praksu) i sa saradnjom sa mentorima. Istraživanje je sprovedeno upitnikom TPS1 meÄu 201 studentom sa sve Äetiri godine studija. Oko Äetiri petine studenata je pozitivno ocenilo veÄinu aspekata saradnje sa mentorom, organizacije prakse od strane FPN-UB i nastavne baze i efekata prakse, ali su se pokazali i nedostaci. Saradnja sa mentorom i organizacija prakse u nastavnoj bazi visoko su povezane s efektima prakse i obe varijable daju nezavisan uticaj na varijansu efekata prakse. Nalazi su diskutovani u svetlu savremenih istraživanja
Supervision of employees within alternative care of children and youths in the system of social welfare
Supervizija je znaÄajna za sprovoÄenje i unapreÄenje profesionalnog rada u sistemu socijalne zaÅ”tite, pružanje kvalitetnih usluga korisnicima i dalji razvoj vladinog i nevladinog sektora u ovoj oblasti. Ciljevi rada su: a) analiza kljuÄnih funkcija i aspekata supervizije u okviru socijalne zaÅ”tite, i b) analiza zakonskih regulativa i istraživanja supervizije u ustanovama za alternativno staranje o deci i mladima Republike Srbije (RS). Daje se pregled funkcija supervizije u socijalnoj zaÅ”titi. Ukazuje se na kompetencije uspeÅ”nog supervizora kao važan aspekat supervizijskog rada i na glediÅ”te socijalnog konstruktivizma na interekciju izmeÄu superviziranog i supervizanta. VažeÄi Pravilnik o bližim uslovima i standardima pružanja usluga u socijalnoj zaÅ”titi predviÄa da pružalac usluge obezbeÄuje odgovarajuÄu struÄnu podrÅ”ku svim licima angažovanim na pružanju usluge koja ukljuÄuje superviziju. MeÄutim, regulativa koja dalja ureÄuju realizaciju supervizije alternativnog staranja o deci i mladima uglavnom nedostaje, sa izuzetkom Centra za porodiÄni smeÅ”taj i usvojenje Beograd. Zanemarivanje supervizije u podzakonskim aktima dovodi do razliÄitih tumaÄenja i slabe primene u praksi. Supervizija alternativnog staranja o deci i mladima malo je istražena u svetu, a kod nas joÅ” manje. O njoj viÅ”e posredno zakljuÄujemo na osnovu istraživanja u Å”irem ili u srodnom kontekstu. Radi unapreÄenja i ujednaÄavanja kvaliteta supervizije, potrebno je zakonski regulisati obavezno sprovoÄenje supervizije u okviru svih oblika alternativnog staranja i definisati poslove i kompetencije supervizora, kao i podstaÄi istraživanja supervizije u ovoj oblasti. Interesantno bi bilo istražiti supervizijski odnos izmeÄu savetnika za hraniteljstvo i hranitelja, i izmeÄu struÄnih radnika i korisnika usluga.Supervision is important for the implementation and promo-

PROMIÅ LJANJA STUDENATA SOCIJALNE POLITIKE I SOCIJALNOG RADA O UVEDENIM MJERAMA I MEDIJSKOM IZVJEÅ TAVANJU TIJEKOM PANDEMIJE COVID-19
Introduced measures to deal with COVID-19 pandemic in Serbia affected everyday life of people. Media coverage during the pandemic played a significant role in providing verified information, protecting human health and well-being. In order to gain insight into the reactions of social work students on introduced measures and media coverage about these measures during the state of emergency in Republic of Serbia, an analysis of reflective journals is presented. Eighty reflective journals were analyzed, where students\u27 reactions on introduced measures and media coverage related to these measures are monitored and linked to the electronic archive of the public media service Radio Television of Serbia news. Students\u27 thoughts on several identified measures are presented and analyzed together with their reactions on media coverage about these measures. Findings indicate the important role of the content and ways of media reporting in creation of reflections, as well as the importance of using reflective journals in both education and preservation of mental health. Possible directions of mental health improvement through media coverage in crisis situations and recommendations for education of social workers are presented.Mjere koje su uvedene zbog pandemije COVID-19 u Srbiji utjecali su na svakodnevni život ljudi. Medijsko izvjeÅ”tavanju tijekom pandemije odigralo je znaÄajnu ulogu u pružanju provjerenih informacija i zaÅ”titi ljudskih prava i dobrobiti. Kako bi se stekao uvid u reakcije studenata socijalnog rada na uvedene mjere i medijsko izvjeÅ”Äivanje o tim mjerama tijekom izvanrednog stanja u Republici Srbiji, u radu se predstavlja analiza refleksivnih dnevnika. Analizirano je osamdeset refleksivnih dnevnika putem kojih su se reakcije studenata na uvedene mjere i na medijsko izvjeÅ”Äivanje povezano s tim mjerama pratile i povezivale s elektronskom arhivom javne medijske usluge novosti Radio Televizije Srbije. Studentska miÅ”ljenja o nekoliko uvedenih mjera se prikazuju i analiziraju zajedno s njihovim reakcijama na medijsko izvjeÅ”tavanje o tim mjerama. Rezultati ukazuju na važnu ulogu sadržaja i naÄina medijskog izvjeÅ”tavanja u stvaranju miÅ”ljenja, kao i na važnost koriÅ”tenja refleksivnih dnevnika u obrazovanju i u oÄuvanju duÅ”evnog zdravlja. Predstavljaju se moguÄe smjernice za poboljÅ”anje duÅ”evnog zdravlja putem medijskog izvjeÅ”tavanja tijeom izvanrednog stanja kao i preporuke za obrazovanje socijalnih radnika
Methodological problems of the application of renewable energy sources in cultural heritage protection
Heritologija kao nauka o zaÅ”titi kulturnog nasleÄa, multidisciplinarna je oblast, u kojoj pitanje energije ima izuzetan znaÄaj u domenu zaÅ”tite nepokretnog kulturnog nasleÄa, odnosno arheoloÅ”kih lokaliteta. Modeli savremene prezentacije nasleÄa zasnovani su na primeni novih tehnologija, kao i na ekoloÅ”koj bezbednosti u koju je ukljuÄena i primena obnovljivih izvora energije. U ovom radu istražuju se metodoloÅ”ki problemi u formulisanju paradigme zasnovane na principima intentio operis i intentio auctoris, koja u projektovanju modela prezentacije kulturnog nasleÄa uvažava pitanja jedinstvenosti, originalnosti i ekskluziviteta autorskih prostornih reÅ”enja, zbog Äega je veoma osetljivo i pitanje modela primene obnovljivih izvora energije.Heritology, as a science for the protection of cultural heritage, is a multidisciplinary field in which the issue of energy is of great importance in terms of protection of immovable cultural herit-age, that is, archaeological sites. Models of contemporary heritage presentation are based on the application of new technologies, as well as on environmental safety, which includes the use of re-newable energy sources. This paper explores methodological problems of formulating a paradigm based on the principles of intentio operis and intentio auctoris, which in designing a model for the presentation of cultural heritage takes into account the uniqueness, originality and exclusivity of author's spatial solutions, which makes the model of renewable energy application very sensitive
A multivariate methodology for modelling regional development in Croatia
This paper proposes a multivariate statistical approach based on covariance structure analysis for assessment of the regional development level with an application to development ranking of 545 Croatian municipalities. Municipality-level data ware collected on economic, structural, and demographic dimensions and preliminary factor and principal component analysis were computed to analyse empirical groupings of the variables. Next, confirmatory factor analytic models were estimated with the maximum likelihood technique and subsequently their implied structure was formally tested. Testing was extended to a joint model including all three dimensions (economic, structural and demographic) and their covariance structure was modelled with a recursive structural equation model. Finally, scores were estimated for latent variables thereby allowing (i) estimation of the latent development level of the territorial units, (ii) ranking of all units on an interval scale in respect to their latent development level, and (iii) selection of a given percentage of units for inclusion into special state-care subsidy programme
Protection System of Persons in Migration during the State of Emergency due to Covid-19 in Serbia
Kao rezultat pandemije COVID-19, profesionalci koji rade u sistemu socijalne zaÅ”tite suoÄavali su se sa viÅ”estrukim izazovima ā zbog zdravstvene krize bili su zabrinuti, ne samo za živote svojih korisnika, vecĢ i za svoju porodicu, prijatelje, ali i za sopstveni život. U cilju analize i razumevanja promena koje je epidemija COVID-19 donela u sistemu socijalne zaÅ”tite osoba u migracijama u Srbiji, sprovedeno je kvalitativno istraživanje sa profesionalcima u sistemu. Sprovedene su fokus grupe sa 13 profesionalaca i sedam intervjua sa kljuÄnim informatorima. Rezultati istraživanja pokazuju da je pandemija COVID-19 osvetlila nedostatak kapaciteta prilagoÄavanja u sistemu zaÅ”tite i nespremnost za kriznu situaciju ā poÄev od izazova u obezbeÄivanju opreme za zdravstvenu zaÅ”titu dosledno i podjednako do nedostatka struÄnog nadzora.As a result of the COVID-19 pandemic, professionals working in the social
protection system are confronted with multiple challenges ā due to the health crisis, they are worried not only for the lives of their beneficiaries but
for their own families, friends, including their own lives. In order to analyze
and understand the changes that the COVID-19 pandemic brought to the social protection system of persons in migration in Serbia, qualitative research
with professionals in the system has been conducted. Focus groups with 13
professionals and 7 interviews with key informants were conducted. Results
have shown that the COVID-19 pandemic had lightened up the lack of adapting capacities in the social protection system and unpreparedness for situations of crisis ā starting from challenges of consistent and equal provision of
health protection equipment to lack of competent supervision
Mentorsā perspective of the field education of social policy and social work students
Mentori su kljuÄni prenosioci praktiÄnog znanja i veÅ”tina tokom terenske prakse studenata pomažuÄih profesija. Kod nas nema dovoljno istraživanja njihove perspektive i potreba. U svrhu daljeg unapreÄenja terenske prakse buduÄih socijalnih radnika, sprovedeno je istraživanje sa ciljem poveÄanja razumevanja perspektive i potreba mentora terenske prakse, procesa procene studenata na terenskoj praksi od strane mentora i povezanosti perspektive mentora sa edukacijom za mentorski rad. Istraživanje je sprovedeno upitnikom SPM1 meÄu 50 mentora terenske prakse studenata socijalne politike i socijalnog rada Fakulteta politiÄkih nauka Univerziteta u Beogradu. Pokazalo se zadovoljstvo mentora veÄinom aspekata terenske prakse studija socijalne politike i socijalnog rada. Najizrazitiji nedostaci su vezani sa podrÅ”ku mentora od strane visokoÅ”kolske ustanove i nastavne baze. Analizirana je povezanost izmeÄu razliÄitih aspekata procene mentora koji se odnose na studente. Procene mentora koji imaju formalnu obuku za mentorstvo su bile pozitivnije u brojnim aspektima terenske prakse. Nalazi su diskutovani u svetlu nalaza savremenih istraživanja.Mentors are the key carriers of practical knowledge and skills during helping
professions studentsā field education. in Republic of Serbia there are insuffi-
cient research of its perspective and needs. in purpose to further advance the
field education of future social workers, research has been conducted with
the aim to improve understanding of the perspective and the needs of men-
tors regarding different field education aspects, student assessment process
and association between of mentorsā perspective with the mentors educa-
tion. Research has been conducted by SPM1 questionnaire among 50 field
education mentors of social policy and social work students of the Faculty of
Political science of the University of Belgrade. given results has shown that
mentors are satisfied with the majority of field education aspects at social
policy and social work studies. The most noticeable deficiencies are related
to support of mentors by higher education institution where the field edu-
cation takes place. The associations between different aspects of mentorsā
assessment related to students has been analyzed. Formally educated mentor were more positive in numerous field education aspects. Findings are discu-
