    Overview of V.A. Plotnikov’s research on averaging of differential inclusions

    In this review, we will first look in detail at Plotnikov’s results on the substantiation of full and partial schemes of averaging of differential inclusions of the standard form on finite and infinite intervals. Then we will consider the algorithms where it is not possible to find the average, but there is a possibility to find its estimation from below and from above. Such an approach is also used when the average can be found only approximately. This situation is common for differential inclusions with fast and slow variables. In the end, we will present the results on the substantiation of the full and partial averaging methods for impulsive differential inclusions on finite and infinite intervals

    Statistical analysis of the total magnetic flux decay rate in solar active regions

    We used line-of-sight magnetograms acquired by the Helioseismic and Magnetic Imager on board the Solar Dynamics Observatory to derive the decay rate of total unsigned magnetic flux for 910 ephemeral and active regions (ARs) observed between 2010 and 2017. We found that: i) most of the ARs obey the power law dependence between the peak magnetic flux and the magnetic flux decay rate, DRDR, so that DRΦ0.70DR\sim \Phi^{0.70}; ii) larger ARs lose smaller fraction of their magnetic flux per unit of time than the smaller ARs; iii) there exists a cluster of ARs exhibiting significantly lower decay rate than it would follow from the power law and all of them are unipolar sunspots with total fluxes in the narrow range of (28)×1021(2 - 8) \times 10^{21} Mx; iv) a comparison with our previous results shows that the emergence rate is always higher than the decay rate. The emergence rate follows a power law with a shallower slope than the slope of the decay-rate power law. The results allowed us to suggest that not only the maximum total magnetic flux determines the character of the decaying regime of the AR, some of the ARs end up as a slowly decaying unipolar sunspot; there should be certain physical mechanisms to stabilize such a sunspot

    The Medical Tourism Development Possibilities in the Eurasian Space

    The article discusses the features of the organization of sanatorium-resort complexes of the Russian Federation and the countries of the Commonwealth of Independent States (CIS). The positive impact of the development of sanatorium-resort service systems on the preservation and development of human capital was noted. The authors analyze the possibilities and development trends of medical and health, including sanatorium-resort, tourism in Russia and in the territory of the CIS participating countries.Aim. To determine the potential and promising directions for the development of health tourism (including sanatorium and medical) in the Eurasian space.Tasks. To consider the stages of development of health and wellness tourism (including health, spa and medical) in Russia and the CIS member countries, to study the current state of the spa complex and natural healing resources in Russia and the CIS member countries, to analyze tourist flows in the Eurasian space.Methods. The study used statistical data obtained from open sources, such as the Unified Interdepartmental Information and Statistical System, the official website of the Federal Agency for Tourism, the official websites of government agencies of the member countries of the Commonwealth of Independent States, etc. sources. Standard scientific methods of analysis and synthesis, expertanalytical, structural-logical, modeling and forecasting methods were used to process the obtained initial data.Results. The study showed that for integration in the field of health and wellness and sanatoriumresort tourism, it seems to us expedient to create a single information portal that combines information about natural healing resources, sanatorium-resort organizations, their profile, material and technical base and accommodation conditions (possibly with a booking function). This will create an information technology basis for further integration in the field under consideration. Within the framework of the same direction, the authors recommend taking measures to harmonize the forms and procedures for obtaining documents for sanatorium treatment (sanatorium cards), including electronic ones. Due to the fact that, subject to further development of integration processes in the considered area, the issue of staffing will become acute, in connection with which the authors propose to develop network master’s programs on the organization and management of health tourism (including medical tourism and sanatorium tourism), implemented on the basis of universities of the member countries of the Commonwealth of Independent States. At the same time, it is supposed to include in the competence of network master’s programs such competencies as knowledge of the profiles of sanatoriums, natural healing resources, balneology, the ability to use digital platforms in work.Conclusions. During the period of “post-normality”, under the influence of the anti-Russian sanctions policy of the “collective West”, prerequisites arise for closer integration of the CIS countries in the field of health and wellness (including wellness, sanatorium and medical) tourism. In order to facilitate integration processes, it is proposed to create a single digital platform, unify information technology support, as well as develop network educational programs for the training of specialized personnel

    Purpose: Ensuring the rule of law, human rights, the principles of constitutionalism and the democratization of society, the factor analysis of legislation remains relevant during the period of transformation of state and public institutions. Methodology: The study of factors is present at the theoretical and applied levels: the subject of the theory of law traditionally captures the laws and trends in the formation of the legislative system, primarily in connection with the factors that determine the boundaries and scope of legal regulation. 50 surveys conducted to investigate the factors of impact on content and dynamic of legislation evolution Result: The analysis of the impact factors of influence on the content, structure, and dynamics of the legislation, which is always conditioned by the development of objective and subjective circumstances, is in the focus of the paper. The study of factors is especially relevant in the period of society's and its legal system transformation in the direction of ensuring the rule of law and human rights. Research puts emphasis on the development of forecasting principles of legislation evolution dynamics. Applications: This research can be used for the universities, teachers, and students.
