An adaptive learning algorithm using laser velocity meter is proposed for the process control of tandem cold mills. This method is used for on-line adaptive learning calculation of deformation resistance of strip and rolling friction models. The reverse calculation values of deformation resistance and friction coefficient as variables of non-linear equations can be obtained by introducing the measured rolling force and forward slip into the calculation model individually. Using Newton-Raphson iterative calculation to solve the non-linear equations, the reverse calculation values can be calculated. The actual forward slip obtained from the measured strip rolling speed using laser meter makes it possible that the deformation resistance of strip and friction coefficient can be uncoupled for model adaptive learning calculation. The inverse calculation and adaptive learning can improve whole control system of tandem cold mills significantly

УДОСКОНАЛЕННЯ ОРГАНІЗАЦІЙНО-ПРАВОВОГО МЕХАНІЗМУ ДЕРЖАВНОГО УПРАВЛІННЯ ЕКОНОМІКОЮ: ЄВРОПЕЙСЬКИЙ ДОСВІД ДЛЯ УКРАЇНИ

In the article it is investigated that today the important scientific and practical task that corresponds to the most modern tendencies and tasks of state policy is the analysis of issues in the organizational and legal provision of public administration, the identification of ineffective legal instruments for stimulating development in the country and the presentation of concrete proposals on ways to solve these problems. . The experience of transition economies in reforming the state management of the economy, which is taking place in an unprecedented crisis of management and a significant narrowing of the spectrum of services guaranteed by the state, is researched. It is determined that introduction of quality standards and creation of a quality management system in state authorities will not only increase administrative capacity and provide improvement and strategic development. It is proved that for Ukraine, European integration is primarily related to internal reforms: the adaptation of Ukrainian legislation to EU legislation, the implementation of European values, the reform of institutions, the transition to European standards, procedures and norms.It is grounded that the introduction of quality standards and the establishment of a quality management system in public authorities will not only increase administrative capacity and provide improvement and strategic development, but also ensure: openness of management, public interaction through public consultations; focusing on the consumer, feedback through the study of public opinion when making a management decision or providing public service; prognostic rationale and prediction of the consequences of making managerial decisions; process approach, when the process is analyzed and adjusted, and not the defects of the final product are fixed; the level of organization of public administration will increase, and the efficiency and effectiveness of public authorities will increase accordingly; increasing the role and administrative capacity of local self-government bodies, and hence the possibility of delegation of authority (decentralization); involving all employees and stakeholders in the organization's activities, enabling the team to work and move along a common direction of development, rather than rushing apart.Исследовано, что на сегодня важным научно-практическим заданием, которое соответствует наиболее современным тенденциям и задачам государственной политики, выступает анализ вопросов в организационно-правовом обеспечении государственного управления, выявление неэффективных правовых инструментов стимулирования развития в стране и представление конкретных предложений о путях решения этих проблем. Исследован опыт стран с переходной экономикой в реформировании государственного управления экономикой, что происходит в условиях неслыханного кризиса управления и существенного сужения спектра услуг, гарантированных государством. Определено, что введение стандартов качества и создание системы управления качеством в органах государственной власти не только повысит административную способность, но и обеспечит усовершенствование и стратегическое развитие. Доказано, что для Украины европейская интеграция связана прежде всего с внутренними реформами: адаптацией украинского законодательства к законодательству ЕС, реализацией европейских ценностей, реформированием институтов, переходом к европейским стандартам, процедур и норм.Обосновано мнение о том, что введение стандартов качества и создание системы управления качеством в органах государственной власти не только повысит их административную способность и обеспечит усовершенствование и стратегическое развитие, а также обеспечит: открытость управления, взаимодействие с общественностью путем публичных консультаций; ориентируясь на потребителя, обратную связь путем изучения общественного мнения при принятии того или иного управленческого решения или предоставлении государственной услуги; прогностическое обоснование и предвидение последствий принятия управленческого решения; процессный подход, когда анализируется и корректируется процесс, а не исправляются недостатки конечного продукта; повысится уровень организации государственного управления, а соответственно возрастет действенность и эффективность органов государственной власти; повышение роли и административной способности органов местного самоуправления, а следовательно, возможность делегирования полномочий власти (децентрализация) привлечение всех работников и заинтересованных сторон в деятельности организации, позволяет команде работать и двигаться по общим направлением развития, а не бросаться в разные стороны.Досліджено, що на сьогодні важливим науково-практичним завданням, яке відповідає найбільш сучасним тенденціям і завданням державної політики виступає аналіз питань у організаційно-правовому забезпеченні державного управління, виявлення неефективних правових інструментів стимулювання розвитку у країні та подання конкретних пропозицій про шляхи розв’язання цих проблем. Досліджено досвід країн із перехідною економікою в реформуванні державного управління економікою, що відбувається за умов нечуваної кризи управління та суттєвого звуження спектра послуг, гарантованих державою. Визначено, що запровадження стандартів якості та створення системи управління якістю в органах державної влади не тільки підвищить адміністративну спроможність, а й забезпечить удосконалення і стратегічний розвиток. Доведено, що для України європейська інтеграція пов’язана насамперед із внутрішніми реформами: адаптацією українського законодавства до законодавства ЄС, реалізацією європейських цінностей, реформуванням інституцій, переходом до європейських стандартів, процедур та норм.Обґрунтовано думку про те, що запровадження стандартів якості та створення системи управління якістю в органах державної влади не тільки підвищить адміністративну спроможність та забезпечить удосконалення і стратегічний розвиток, а також забезпечить: відкритість управління, взаємодію з громадськістю шляхом публічних консультацій; орієнтуючись на споживача — зворотний зв’язок шляхом вивчення громадської думки при прийнятті того чи іншого управлінського рішення чи наданні державної послуги; прогностичне обґрунтування та передбачення наслідків ухвалення управлінського рішення; процесний підхід, коли аналізується і коригується процес, а не виправляються недоліки кінцевого продукту; підвищиться рівень організації державного управління, а відповідно зросте дієвість та ефективність органів державної влади; підвищення ролі й адміністративної спроможності органів місцевого самоврядування, а отже, можливість делегування повноважень влади (децентралізація); залучення всіх працівників і зацікавлених сторін до діяльності організації, що дозволяє команді працювати та рухатися за спільним напрямком розвитку, а не кидатися урізнобіч

Planar channelling of relativistic electrons in half-wave silicon crystal and corresponding radiation

New experimental data on planar channeling of 255 MeV electrons in a 0.74 µm Si Half-Wave Crystal (HWC) obtained at SAGA-LS facility are presented. The computer simulation showed that the angular distribution of electrons after penetration through the HWC revealed the number of unknown before peculiarities is connected with specific electron trajectories in HWC. These specific trajectories lead to specific radiation, the properties of which are analyzed

Mathematical processing of the set of protein strips taken with the help of electrophoresis

The program of mathematical processing of the electrophoregramm of protein strips is suggested. It is intended for definition of weight of proteins in a researched sample and has the purpose to automatically establish coordinates of the maximal concentration of proteins in investigated strips and to calculate the area under their peak using the algorithm of integration with an adaptive choice of a step, after reading the scanned strip of electrophoresis with expansion (.pcx) and processing of the received digital matrix

Reconstruction of heavy quark current correlators at O(\alpha_s^3)

We construct approximate formulas for the O(\alpha_s^3) QCD contributions to vector, axial-vector, scalar and pseudo-scalar quark current correlators, which are valid for arbitrary values of momenta and masses. The derivation is based on conformal mapping and the Pade approximation procedure and incorporates known expansions in the low energy, threshold and high energy regions. We use our results to estimate additional terms in these expansions.Comment: 24 pages, 4 figure
