    A three-dimensional turbulent separated flow and related mesurements

    The applicability of and the limits on the applicability of 11 near wall similarity laws characterizing three-dimensional turbulent boundary layer flows were determined. A direct force sensing local wall shear stress meter was used in both pressure-driven and shear-driven three-dimensional turbulent boundary layers, together with extensive mean velocity field and wall pressure field data. This resulted in a relatively large number of graphical comparisons of the predictive ability of 10 of these 11 similarity models relative to measured data over a wide range of flow conditions. Documentation of a complex, separated three-dimensional turbulent flow as a standard test case for evaluating the predictive ability of numerical codes solving such flows is presented

Components that could not be replaced from the NASA approved component list are identified.     La restauration du patrimoine aux États-Unis : évaluation critique et orientations

    L'objectif de cet article est, d'une part de dresser un bilan des résultats de la sauvegarde et de la restauration du patrimoine architectural urbain des États-Unis, et d'autre part de définir les divers concepts qui sont invoqués par les défenseurs du patrimoine.L'auteur constate d'abord, qu'à de rares exceptions, les paysages urbains des XVIIIe et XIXe siècles ont été détruits. L'une des principales causes de l'échec de la sauvegarde du patrimoine aux États-Unis est l'absence de conscience historique chez les Américains. L'histoire et les objets qui s'y rattachent sont considérés comme une marchandise.Mais il existe cependant un certain attachement romantique pour le passé qui s'exprime, souvent maladroitement, faute de pouvoir s'appuyer sur des concepts de restaurationbien définis.L'auteur analyse ensuite les divers concepts utilisés par les défenseurs des paysages historiques :— la « mémoire culturelle », qui invoque la fidélité au passé ;— la « patine du temps » qui est l'expression d'une perception esthétique et sensuelle des vieux objets ;— la « proxémie », qui est en relation avec la notion de voisinage et la qualité de l'environnement social ;— la « diversification de l'environnement », telle qu'elle existait autrefois, est un paliatif à la motonomie de l'architecture moderne ;— la valeur économique est un concept qui vise à appliquer les analyses coûts-bénéfices aux opérations de restauration.Le cas de la sauvegarde du Vieux-Carré, à la Nouvelle-Orléans, est ensuite présentécomme une réussite sur le plan architectural, mais un succès discutable sur leplan social, puisque la population pauvre, des noirs en majorité, a été chassée du quartier par les loyers trop élevés. En conclusion l'auteur insiste sur ia nécessité de bien définir les principes directeurs dans toute opération de restauration du patrimoine.In this paper, the author defines the various concepts and positions taken by different groups of preservationists in the U.S. « The historic preservation movement », he asserts, « has been and continues to be, a thundering failure ». Despite all the efforts, and with rare exception, urban landscapes of the eighteenth and nineteenth centuries have been destroyed. One of the principal causes for the failure of the historic preservation movement in the U.S. is the absence of a reverence for the past, and the counter current of those with « romantic attachment » to the past has not been able to surmount the ongoing destruction, mostly due to the lack of clear, well-defined arguments for preservation.The author analyses five elemental arguments used by preservationists. The arguments are :1) Cultural Memory — Fidelity to the past can lead to the danger of preserving history like « a fly in amber ».2) Antique Texture — the expression of an aesthetic and sensual perception of objects as an argument for preservation is done at the risk of being called elitist.3) Successful Proximics — The preservation of old neighborhoods on the grounds that is will maintain the quality of the social environment is alluring, but such arguments cannot be universally applied and must be carefully studied.4) Environmental Diversity — Environments of the past were more diverse than the present. However, « If you justify historic preservation on the grounds of environmental variety, you cannot complain if your variety cornes in unexpected forms ».5) Economic Gain — Applying cost/benefit analysis to historic preservation is certainly the strongest of the five arguments. The profits from various restoration projects have been very interesting, but the costs are paid more in terms of alienating the poor (by relocating them) and turning history into a nightly show à la Disneyland (Old Quarter of New Orleans).The author concludes by insisting on the necessity of well-defined principles that carry with them a vision of the future

    Philippine Foreign Investment Efforts: The Foreign Investments Act and the Local Governments Code

    The Philippine Government\u27s efforts to attract foreign direct investments have been ineffectual, especially when compared with the efforts of its Southeast Asian neighbors. Foreign investment incentive legislation has been relatively ineffectual in attracting the investment the Philippines sought due to the ambiguous and arbitrary execution of its investment laws and policies. The Philippine Judiciary\u27s unsettled attitude toward foreign investment further enhanced the overall impression that the Philippines was not a safe or stable investment host country. The Philippines\u27 most recent legislative attempt to lure foreign investment is the Foreign Investments Act of 1991. The Foreign Investments Act goes much further than its predecessors in liberalizing access to the Philippine economy by promoting more transparent and efficient investment laws and regulations. However, the Foreign Investments Act is potentially marginalized by the Local Governments Code, which diffuses much of the central government\u27s powers to lure and to control foreign investment to local government units, most of whom have diverse development and investment priorities. Thus, the Foreign Investments Act alone is not likely to attract and keep the desired investment. To lure foreign investment, the Philippines should provide some form of efficient investor services that will account for the central and local governments\u27 priorities, differences and needs. This would promote productive and equitable foreign investment by building on the strengths of the Foreign Investments Act while preserving the integrity of local decisions mandated by the Local Governments Code

    Identifying single nucleotide polymorphisms associated with beef cattle terrain-use in the western United States

    2019 Spring.Includes bibliographical references.Beef cattle are drawn to areas with gentle terrain, which may result in heavy grazing near riparian zones and minimal grazing on rugged terrain. Traditional management tools to improve grazing distribution can be costly; therefore, genomic selection has been proposed as a means of improving beef cattle grazing patterns. The objective of this thesis was to identify single nucleotide polymorphisms (SNP) associated with beef cattle terrain-use in the western U.S. Variant detection using RNA-sequencing data obtained from Angus cardiovascular tissues and Brangus reproductive tissues revealed 48 potential causative mutations in five genes that were previously associated with terrain-use indices: SDHAF3, RUSC2, SUPT20H, MAML3, and GRM5. In an additional study, Bayesian multiple-regression was performed using BovineHD genotypes and global positioning system (GPS) data collected from 80 beef cows managed in Arizona, Montana, and New Mexico. Results of this analysis suggested that beef cattle terrain-use was polygenic; however, additional observations were needed to validate the quantitative trait loci (QTL) identified. Subsequent genome-wide association studies (GWAS) were performed for six terrain-use traits using BovineSNP50 genotypes and distribution data collected from a multi-breed population of cattle (n = 330) managed in the western U.S. These analyses identified 32 QTL and 29 putative candidate genes with diverse functions related to hypoxia, heat stress, feed efficiency, weight traits, energy metabolism, and lactation. In conclusion, results presented in this thesis suggested that terrain-use is polygenic and may be improved with genetic selection; however, additional studies are needed to further elucidate the genetic mechanisms underlying terrain-use of beef cattle
