Abstract: Research demonstrates that some government agencies are far more accomplished than others when it comes to E-government. More generally, various scholars suggest that Egovernment is moving forward at a relatively slow pace. With these issues in mind, this research examines the institutional and administrative processes affecting E-government. It utilizes interviews with members of state public utility commissions to explore their agencies' experiences with staffing, funding, coordinating, maintaining, and prioritizing their Egovernment efforts, particularly their Web site activities. This research concludes that, as is often the case with policy implementation, implementing E-government is multi-faceted if not complex. E-government underperformance is likely and common because of the limited human resources dedicated to such activities and difficulties stemming from lack of administrative coordination. This research also finds, however, that for some agencies, a varying mix of key elements contributes to relatively more effective E-government performance
