    Enlargement of the European Union (EU) will take place on May 1, 2004. Nine countries from Eastern Europe will become full fledged members of the union. While these countries have met the EU accession criteria many are not really ready to compete with Western European companies. One of the major impediments for firms in the East is the hidden costs of joining the union. This paper explores some of the case of the Czech Republic, what hidden costs are currently apparent, and suggests changes that would make the Czech Republic more competitive in Western Europe

    Finite-size effects in heavy halo nuclei from effective field theory

    Halo/Cluster Effective Field Theory describes halo/cluster nuclei in an expansion in the small ratio of the size of the core(s) to the size of the system. Even in the point-particle limit, neutron-halo nuclei have a finite charge radius, because their center of mass does not coincide with their center of charge. This point-particle contribution decreases as 1 / Ac, where Ac is the mass number of the core, and diminishes in importance compared to other effects, e.g., the size of the core to which the neutrons are bound. Here we propose that for heavy cores the EFT expansion should account for the small factors of 1 / Ac. As a specific example, we discuss the implications of this organizational scheme for the inclusion of finite-size effects in expressions for the charge radii of halo nuclei. We show in particular that a short-range operator could be the dominant effect in the charge radius of one-neutron halos bound by a P-wave interaction. The point-particle contribution remains the leading piece of the charge radius for one-proton halos, and so Halo EFT has more predictive power in that case

    Linear Response, Validity of Semi-Classical Gravity, and the Stability of Flat Space

    A quantitative test for the validity of the semi-classical approximation in gravity is given. The criterion proposed is that solutions to the semi-classical Einstein equations should be stable to linearized perturbations, in the sense that no gauge invariant perturbation should become unbounded in time. A self-consistent linear response analysis of these perturbations, based upon an invariant effective action principle, necessarily involves metric fluctuations about the mean semi-classical geometry, and brings in the two-point correlation function of the quantum energy-momentum tensor in a natural way. This linear response equation contains no state dependent divergences and requires no new renormalization counterterms beyond those required in the leading order semi-classical approximation. The general linear response criterion is applied to the specific example of a scalar field with arbitrary mass and curvature coupling in the vacuum state of Minkowski spacetime. The spectral representation of the vacuum polarization function is computed in n dimensional Minkowski spacetime, and used to show that the flat space solution to the semi-classical Einstein equations for n=4 is stable to all perturbations on distance scales much larger than the Planck length.Comment: 22 pages: This is a significantly expanded version of gr-qc/0204083, with two additional sections and two new appendices giving a complete, explicit example of the semi-classical stability criterion proposed in the previous pape

    Limits on precursor and afterglow radio emission from a fast radio burst in a star-forming galaxy

    We present a new fast radio burst at 920 MHz discovered during commensal observations conducted with the Australian Square Kilometre Array Pathfinder (ASKAP) as part of the Commensal Real-time ASKAP Fast Transients (CRAFT) survey. FRB 191001 was detected at a dispersion measure (DM) of 506.92(4) pc cm3^{-3} and its measured fluence of 143(15) Jy ms is the highest of the bursts localized to host galaxies by ASKAP to date. The sub-arcsecond localisation of the FRB provided by ASKAP reveals that the burst originated in the outskirts of a highly star-forming spiral in a galaxy pair at redshift z=0.2340(1)z=0.2340(1). Radio observations show no evidence for a compact persistent radio source associated with the FRB 191001 above a flux density of 15μ15\muJy. However, we detect diffuse synchrotron radio emission from the disk of the host galaxy that we ascribe to ongoing star formation. FRB 191001 was also detected as an image-plane transient in a single 10-s snapshot with a flux density of 19.3 mJy in the low-time-resolution visibilities obtained simultaneously with CRAFT data. The commensal observation facilitated a search for repeating and slowly varying radio emissions 8 hrs before and 1 hr after the burst. We found no variable radio emission on timescales ranging from 1 ms to 1.4 hr. We report our upper limits and briefly review FRB progenitor theories in the literature which predict radio afterglows. Our data are still only weakly constraining of any afterglows at the redshift of the FRB. Future commensal observations of more nearby and bright FRBs will potentially provide stronger constraints.Comment: 12 pages, 6 figures, Accepted for publication in ApJ Letter

    Bi-allelic loss-of-function OBSCN variants predispose individuals to severe recurrent rhabdomyolysis

    Rhabdomyolysis is the acute breakdown of skeletal myofibres in response to an initiating factor, most commonly toxins and over exertion. A variety of genetic disorders predispose to rhabdomyolysis through different pathogenic mechanisms, particularly in patients with recurrent episodes. However, most cases remain without a genetic diagnosis. Here we present six patients who presented with severe and recurrent rhabdomyolysis, usually with onset in the teenage years; other features included a history of myalgia and muscle cramps. We identified 10 bi-allelic loss-of-function variants in the gene encoding obscurin (OBSCN) predisposing individuals to recurrent rhabdomyolysis. We show reduced expression of OBSCN and loss of obscurin protein in patient muscle. Obscurin is proposed to be involved in sarcoplasmic reticulum function and Ca2+ handling. Patient cultured myoblasts appear more susceptible to starvation as evidenced by a greater decreased in sarcoplasmic reticulum Ca2+ content compared to control myoblasts. This likely reflects a lower efficiency when pumping Ca2+ back into the sarcoplasmic reticulum and/or a decrease in Ca2+ sarcoplasmic reticulum storage ability when metabolism is diminished. OSBCN variants have previously been associated with cardiomyopathies. None of the patients presented with a cardiomyopathy and cardiac examinations were normal in all cases in which cardiac function was assessed. There was also no history of cardiomyopathy in first degree relatives, in particular in any of the carrier parents. This cohort is relatively young, thus follow-up studies and the identification of additional cases with bi-allelic null OBSCN variants will further delineate OBSCN-related disease and the clinical course of disease. Cabrera-Serrano et al. show that biallelic loss-of-function variants in the gene encoding obscurin (OBSCN) predispose individuals to recurrent and severe episodes of rhabdomyolysis, typically with onset in the teenage years.Peer reviewe

    Spatio-temporal dynamics of total suspended sediments in the Belize Coastal Lagoon

    Increased tourism in Belize over the last decade and the growth of the local population have led to coastal development and infrastructure expansion. Land use alteration and anthropogenic activity may change the sediment and nutrient loads in coastal systems, which can negatively affect ecosystems via mechanisms such as reducing photosynthetically active radiation fields, smothering sessile habitats, and stimulating eutrophication events. Accurate monitoring and prediction of water quality parameters such as Total Suspended Sediments (TSS), are essential in order to understand the influence of land-based changes, climate, and human activities on the coastal systems and devise strategies to mitigate negative impacts. This study implements machine learning algorithms such as Random Forests (RF), Extreme Gradient Boosting (XGB), and Deep Neural Networks (DNN) to estimate TSS using Sentinel-2 reflectance data in the Belize Coastal Lagoon (BCL) and validates the results using TSS data collected in situ. DNN performed the best and estimated TSS with a testing R2 of 0.89. Time-series analysis was also performed on the BCL’s TSS trends using Bayesian Changepoint Detection (BCD) methods to flag anomalously high TSS spatio-temporally, which may be caused by dredging events. Having such a framework can ease the near-real-time monitoring of water quality in Belize, help track the TSS dynamics for anomalies, and aid in meeting and maintaining the sustainable goals for Belize

    Integrated global assessment of the natural forest carbon potential

    Forests are a substantial terrestrial carbon sink, but anthropogenic changes in land use and climate have considerably reduced the scale of this system 1. Remote-sensing estimates to quantify carbon losses from global forests 2–5 are characterized by considerable uncertainty and we lack a comprehensive ground-sourced evaluation to benchmark these estimates. Here we combine several ground-sourced 6 and satellite-derived approaches 2,7,8 to evaluate the scale of the global forest carbon potential outside agricultural and urban lands. Despite regional variation, the predictions demonstrated remarkable consistency at a global scale, with only a 12% difference between the ground-sourced and satellite-derived estimates. At present, global forest carbon storage is markedly under the natural potential, with a total deficit of 226 Gt (model range = 151–363 Gt) in areas with low human footprint. Most (61%, 139 Gt C) of this potential is in areas with existing forests, in which ecosystem protection can allow forests to recover to maturity. The remaining 39% (87 Gt C) of potential lies in regions in which forests have been removed or fragmented. Although forests cannot be a substitute for emissions reductions, our results support the idea 2,3,9 that the conservation, restoration and sustainable management of diverse forests offer valuable contributions to meeting global climate and biodiversity targets
