    HRM and social legitimacy in the public sector

    There is a dearth of studies of HRM in a public sector context that examine the legitimacy of HRM and its contribution to public service performance. This neglect is striking because public management studies acknowledge that public service performance is a contested concept involving many stakeholders with different views on what good performance is. The chapter describes how the classic bureaucracy and the NPM models of public governance embody different logics of legitimacy that have affected HRM policies differently. The legitimacy of today’s HRM policies and their public service outcomes are examined distinguishing between internal and external stakeholders. The literature review shows a range of significant HRM-related issues, including job insecurity, role overload, and mixed progress in equal-employment opportunities. These affect the internal legitimacy of HRM as perceived by employees but are also endangering the sustainability of various public services, thereby creating severe risks for HRM’s external legitimacy

    The distinctiveness of public sector HRM: A four-wave trend analysis

    Given the rhetoric that human resource management (HRM) models adopted by public and private organisations are becoming more similar, this study questions whether the traditional distinction between public and private sector HRM is still relevant. Building from institutional theory, we study continuity and change using four-wave data from eight European countries. We find that the traditional public sector investment in employee well-being continues to be distinctive only for HRM practices aimed at equal opportunities. Private sector organisations, on the other hand, make greater use of performance-oriented HRM practices including compensation and benefits, performance appraisal data, and modern development and career management practices. Cross-sector convergence is explained through coercive and mimetic isomorphic change, while persistent differences indicate that time-honoured public sector values are less susceptible to change. This study provides a much-needed update of the public-private comparison and a trend analysis of developments over time

    Investigating the Structure and Meaning of Public Service Motivation across Populations: Developing an International Instrument and Addressing Issues of Measurement Invariance

    The growth in international research on public service motivation (PSM) raises a number of important questions about the degree to which the theory and research developed in one country can contribute to our understanding of PSM in other counties. To help address this issue, this study revisits the conceptual and operational definitions of PSM to address weaknesses previously noted in the literature. Although some important steps have been taken to both improve and internationalize the PSM scale, this work has been done incrementally. In contrast, this study takes a more systematic and comprehensive approach by combining the efforts of international PSM scholars to develop and then test a revised measurement instrument for PSM in 12 countries. Although the resulting four dimensional 16-item measure of PSM reported here provides a better theoretical and empirical foundation for the measurement of PSM, our results suggest that the exact meaning and scaling of PSM dimensions are likely to differ across cultures and languages. These results raise serious concerns regarding the ability to develop a single universal scale of PSM, or making direct comparisons of PSM across countrie

    Economic crisis and municipal public service employment : comparing developments in seven EU Member States

    This article examines the impact of austerity policies in seven EU Member States on municipal employment and the ways in which social dialogue can influence consequences for employees. It provides a comparative institutional framework, looking at municipal tasks and powers, and the social dialogue institutions available in the respective countries. In addition, the outcomes of austerity policies are compared with regard to wages, employment levels and the public service provision, as well as the influence of social dialogue institutions on these outcomes. Trade unions and workplace employee representatives face a dilemma, having to choose between concession bargaining and opposition to employer plans in order to preserve public sector employment. Between and within countries there seem to be significant differences in their success. Generally speaking, however, these are tough times for municipal workers, their representatives and citizens dependent on the services municipalities offer
