    Una matriz te贸rico-anal铆tica para el estudio de pol铆ticas: el caso de la formaci贸n y capacitaci贸n de cuadros pol铆ticos en Argentina

    This paper describes the methodological process by which an analytical matrix for the study of political rank and file in democracy training policies was built, implemented by the Argentine State. The study covers the successive periods of Government 1994-2011, through which it seeks to identify and analyze what have been State policies formulated and implemented from the sanction of article 38 of the Constitution, which recognizes the political parties as central institutions of the democratic system. The Matrix allowed to collect and systematize the existing documentation and analyze and interpret the process of formulation and implementation of these policies. The study concludes that in the case of Argentina repeated successive confusion between the roles and needs of the State with those of Government, that has prevented the stabilisation of a model of education and political training as prescribed by the constitutional mandate.El presente trabajo expone el proceso te贸rico-metodol贸gico por medio del cual se construy贸 una matriz anal铆tica para el estudio de las pol铆ticas de capacitaci贸n de cuadros pol铆ticos en democracia, implementadas por el Estado argentino. El estudio abarca los sucesivos per铆odos de gobierno entre 1994 y 2011, a trav茅s de los cuales se busca identificar y analizar cu谩les han sido las pol铆ticas estatales formuladas e implementadas a partir de la sanci贸n del art铆culo 38 de la Constituci贸n Nacional, que reconoce a los partidos pol铆ticos como instituciones centrales del r茅gimen democr谩tico. La matriz permiti贸 recopilar y sistematizar la documentaci贸n existente y analizar e interpretar el proceso de formulaci贸n e implementaci贸n de estas pol铆ticas. Concluyendo que en el caso argentino se evidencian sucesivas confusiones entre los roles y necesidades del Estado con las de Gobierno, lo que ha impedido la estabilizaci贸n de una modelo de formaci贸n y capacitaci贸n pol铆tica tal como lo prescribe el mandato constitucional
