Esses Acordos, que em Princípio Teriam Caráter Excepcional no Sistema Multilateral de Comércio, Espalharam-Se por Várias Partes do Mundo E, Atualmente, são Raros os Casos de Países que não Participam de Pelo Menos um Acordo Preferencial. este Artigo tem como Objetivo Analisar os Acordos Preferenciais e suas Implicações no Sistema Multilateral de Comércio E, para Tanto, são Considerados os Aspectos Normativos e Econômicos Relacionados ao Tema. Além Disso, Apresenta-Se a Sistematização das Principais Questões Alusivas À Interpretação das Regras da Omc Relativas Aos Acordos Regionais de Comércio. Finalmente, com o Intuito de Fornecer Elementos Adicionais para a Avaliação do dos Acordos Preferenciais Serão Analisados os Impactos Econômicos de Alguns dos Principais Acordos para o Mercosul.

Sol-gel TiO2-SiO2 films as protective coatings against corrosion of 316L stainless steel in H2SO4 solutions

Sol-gel TiO2-SiO2 films were deposited on 316L stainless steel by dip coating process from a sono-catalysed sol of composition 30TiO2-70SiO2 prepared from a mixture of Ti(OC2H5)4 and Si(OC2H5)4, absolute ethanol C2H5OH and glacial acetic acid CH3COOH as precursors and solvents. The films, densified at 800° C in air for 2 h, are composed of small orthorhombic titania (anatase) crystallites embedded in a SiO2 amorphous matrix as identified by X-ray diffraction. The temperature dependence of the film morphology was observed using scanning electron microscopy (SEM) and the content was determined by FTIR reflection spectroscopy. The corrosion behaviour of 316L stainless steel samples coated with densified 30TiO2-70SiO2 films was studied in 15% H2SO4 by potentiodynamic polarization curves at 25, 40 and 50°C. The measured corrosion rates show a considerable decrease for the protected steel samples in comparison to the bare substrate. The effect of time of heat treatment of the films on the corrosion parameters is also reported

A SUSTENTABILIDADE EMPRESARIAL COMO CRITÉRIO DE EFETIVIDADE DE JUSTIÇA DISTRIBUTIVA

O presente artigo tem por objetivo verificar em que medida a sustentabilidade empresarial poderá ser vista como critério de efetividade de justiça distributiva. Assim, o trabalho está dividido em quatro partes, onde após a base introdutória apresentação no capítulo 2 a ilusão da justiça; capítulo 3 a aplicação da justiça no âmbito empresarial como também aborda-se acerca da ética e da responsabilidade social empresarial. No quarto e último capítulo estuda-se sobre o desenvolvimento sustentável como critério de efetividade de justiça distributiva. Como metodologia utilizou-se uma abordagem indutiva e o procedimento hipotético cumulado com a pesquisa bibliográfica buscando identificar as partes do objeto de estudo, de forma a ter uma percepção geral do tema. O objetivo foi atingido na medida em que a sustentabilidade empresarial pode ser vista como critério de efetividade da justiça distributiva

DAS FORMAS DE EXCLUSÃO DO CRÉDITO TRIBUTÁRIO: : A ISENÇÃO À LUZ DOS DIREITOS FUNDAMENTAIS DOS CONTRIBUINTES

The positivism-legalism overcoming process ocurred in the last century, with the fundamental human rights reinforcement and the influence of the repersonalism of new Constitutions, could not pass unnoticed to the Tax Law. Thus it imposed changes in the way the State relates with the taxpayer, having this one greater legal protection to his interests, through the limitations of the power to tax. In this scene, one of the exclusion forms of the tributary credit is discussed: the tax exemption. With the improvement of the constitutional tools for the taxpayers protection, the interpretation in tax law suffered some real paradigmatic overturn. Since the exemption subject was always an interminable doctrinal polemic, by the light of the new parameters, it must be understood in order to realize the taxpayers’ rights and guarantees, in perfect accordance, therefore, with theconstitutional commandments.Ao processo de superação do positivismo-legalismo no século passado, com o fortalecimento dos direitos humanos fundamentais e da influência repersonalista das Constituições, não poderia passar despercebido o Direito Tributário. Assim foi que se impuseram mudanças na forma de o Estado se  relacionar com o contribuinte, gozando este de maior blindagem jurídica aos  seus interesses, através das limitações ao direito de tributar. Nesse cenário é que se discute uma das formas de exclusão do crédito tributário: a isenção. Com o aperfeiçoamento dos instrumentos constitucionais de proteção da pessoa humana do contribuinte, a interpretação em matéria tributária sofreu verdadeira reviravolta paradigmática. Sendo a isenção tema sempre afeito às intermináveis controvérsias doutrinárias, sob a luz dos novos parâmetros, esta deve ser entendida de maneira a concretizar os direitos e garantias dos contribuintes, em perfeita consonância, portanto, com os mandamentos constitucionais

Sol-gel coatings for chemical protection of stainless steel

Sol-gel thin coatings of ZrO2, SiO2, 70SiO2-30TiO2 and 88SiO2-12Al2O3 compositions (mole %) have been prepared from sonocatalyzed sols and deposited by dip-coating technique on 316L stainless steel foils. The influence of the coatings on the chemical corrosion of the substrate has been measured through potentiodynamic polarization curves in aqueous 15% H2SO4 solution between 25 and 50°C. The values of the corrosion potential, polarization resistance and corrosion rate have been determined. Analysis of the data combined with scanning electron microscopy studies indicate that the films act as a geometric blocking against exposure to the corrosive media and increase the lifetime of the substrate up to a factor 8.5
