    A simplex-like search method for bi-objective optimization

    We describe a new algorithm for bi-objective optimization, similar to the Nelder Mead simplex algorithm, widely used for single objective optimization. For diferentiable bi-objective functions on a continuous search space, internal Pareto optima occur where the two gradient vectors point in opposite directions. So such optima may be located by minimizing the cosine of the angle between these vectors. This requires a complex rather than a simplex, so we term the technique the \cosine seeking complex". An extra beneft of this approach is that a successful search identifes the direction of the effcient curve of Pareto points, expediting further searches. Results are presented for some standard test functions. The method presented is quite complicated and space considerations here preclude complete details. We hope to publish a fuller description in another place

    All two-dimensional expanding Ricci solitons

    The second author and H. Yin have developed a Ricci flow existence theory that gives a complete Ricci flow starting with a surface equipped with a conformal structure and a nonatomic Radon measure as a conformal factor. This led to the discovery of a large array of new expanding Ricci solitons. In this paper we use the recent uniqueness theory in this context, also developed by the second author and H. Yin, to give a complete classification of all expanding Ricci solitons on surfaces. Along the way, we prove a converse to the existence theory: every complete Ricci flow on a surface over a time interval (0,T)(0,T) admits a t0t\downarrow 0 limit within the class of admissible initial data

    Targeted Deposits in Pennsylvania’s Keystone Scholars Child Development Account Program

    In 2018, Pennsylvania became the first state to legislate a statewide, automatic CDA for all children at birth. In 2021, Pennsylvania achieved another first: an automatic targeted deposit within the Keystone Scholars program to build wealth for financially vulnerable children. This brief examines two new targeted policy initiatives being piloted for Pennsylvania mothers who participate in WIC, the Special Supplemental Nutrition Program for Women, Infants, and Children. The Bright Future Booster and Milestone pilots represent important steps in expanding the Keystone Scholars program and serving as models for other states. Pennsylvania Treasury and the PA 529 make this CDA policy innovation possible through strong partnerships with the Pennsylvania Department of Health, numerous, engaged community organizations, and several committed private foundations

    Multi-objective engineering shape optimization using differential evolution interfaced to the Nimrod/O tool

    This paper presents an enhancement of the Nimrod/O optimization tool by interfacing DEMO, an external multiobjective optimization algorithm. DEMO is a variant of differential evolution – an algorithm that has attained much popularity in the research community, and this work represents the first time that true multiobjective optimizations have been performed with Nimrod/O. A modification to the DEMO code enables multiple objectives to be evaluated concurrently. With Nimrod/O’s support for parallelism, this can reduce the wall-clock time significantly for compute intensive objective function evaluations. We describe the usage and implementation of the interface and present two optimizations. The first is a two objective mathematical function in which the Pareto front is successfully found after only 30 generations. The second test case is the three-objective shape optimization of a rib-reinforced wall bracket using the Finite Element software, Code_Aster. The interfacing of the already successful packages of Nimrod/O and DEMO yields a solution that we believe can benefit a wide community, both industrial and academic

    Evidence of retinal degeneration in Wolfram syndrome

    Purpose: Wolfram syndrome is characterized by early onset diabetes mellitus, diabetes insipidus, deafness, and optic atrophy, but retinal degeneration has not been described as a major component of the phenotype. We present two cases with Wolfram syndrome and evidence of retinal degeneration. Materials and Methods: Observational case series. Patients underwent complete ocular examinations as well as retinal imaging and electroretinography. Results: Both patients had electroretinographic evidence of retinal dysfunction/degeneration in addition to optic atrophy with an otherwise normal-appearing retina. Conclusions: Some patients with Wolfram syndrome have a mild retinal degeneration that may be a manifestation of the neuronal involvement that is present in this condition

    KM Capability Assessment: A Qualitative Approach

    The knowledge management (KM) literature highlights both the desire of organizations to assess KM capability and the need to create better methodologies and tools to do so. Although some progress has been made in developing valid assessment tools, the topic still remains inadequately explored. Answering a call for the exploration of KM capability maturity assessment across a variety of organizations (Kulkarni & St Louis, 2003), this research uses the Knowledge Management Capability Assessment (KMCA) methodology (Kulkarni & Freeze, 2004) and Freeze & Kulkarni (2005; 2006) as a guiding framework to qualitatively assess the KM capability of the Secretary of the Air Force Financial Management and Comptroller (SAF/FM) organization—a military organization recognized for exceptional KM efforts. The research resulted in rich, contextual findings with regard to the specific KM efforts underway within SAF/FM. Interestingly, the nature of these efforts translated into KM capability levels lower than expected; however, precise areas for improvement were identified

    A before and after study of integrated training sessions for children's health and care services

    Recent UK policy drivers such as the National Collaboration for Integrated Care and Support and Making Every Contact Count prioritise integrated care, an approach that seeks to provide more coordinated and seamless health and social care. In children's services, despite many partners, there are challenges around integrating care. A deprived borough of London ran short training and networking sessions for services supporting children and young people. This study examined whether intersectoral training would improve participants' knowledge of local services and joint working (including communication, navigation and confidence in collaboration). As part of a service evaluation, the study utilised a pre–post Likert scale survey design for each training session, a 1‐month follow‐up survey, and telephone interviews with a subsample of participants. The educational intervention was three sets of 1.5 hr educational workshops from December 2016 to February 2017. There were 302 attendances from 202 individuals from the health (n = 99), education (n = 145), social care (n = 39) and voluntary (n = 19) sectors. The pre and post surveys found significant increases in self‐assessed knowledge of health/education/social care/voluntary services and in some elements of joint working. However, these increases were not sustained in any domain after 1 month of follow‐up. There was also no difference in self‐assessments amongst those who attended three sessions compared to those who attended one or two. Telephone interviewees highlighted networking as being helpful and suggested that informative tasks and diverse attendance would be beneficial in future. To conclude, this study suggests that although short‐learning sessions may seem to improve immediate knowledge and some elements of joint working in the short term, any gains are not sustained in the long term. The cost effectiveness of such schemes is in doubt but may be improved by a more targeted delivery of content

    Retinoid isomerase inhibitors impair but do not block mammalian cone photoreceptor function

    Visual function in vertebrates critically depends on the continuous regeneration of visual pigments in rod and cone photoreceptors. RPE65 is a well-established retinoid isomerase in the pigment epithelium that regenerates rhodopsin during the rod visual cycle; however, its contribution to the regeneration of cone pigments remains obscure. In this study, we use potent and selective RPE65 inhibitors in rod- and cone-dominant animal models to discern the role of this enzyme in cone-mediated vision. We confirm that retinylamine and emixustat-family compounds selectively inhibit RPE65 over DES1, the putative retinoid isomerase of the intraretinal visual cycle. In vivo and ex vivo electroretinography experiments in Gnat1-/- mice demonstrate that acute administration of RPE65 inhibitors after a bleach suppresses the late, slow phase of cone dark adaptation without affecting the initial rapid portion, which reflects intraretinal visual cycle function. Acute administration of these compounds does not affect the light sensitivity of cone photoreceptors in mice during extended exposure to background light, but does slow all phases of subsequent dark recovery. We also show that cone function is only partially suppressed in cone-dominant ground squirrels and wild-type mice by multiday administration of an RPE65 inhibitor despite profound blockade of RPE65 activity. Complementary experiments in these animal models using the DES1 inhibitor fenretinide show more modest effects on cone recovery. Collectively, these studies demonstrate a role for continuous RPE65 activity in mammalian cone pigment regeneration and provide further evidence for RPE65-independent regeneration mechanisms

    The Influence of Neighborhood Poverty on Blood Glucose Levels: Findings from the Community Initiative to Eliminate Stroke (CITIES) program

    Objectives:  To examine the relationship between both individual and neighborhood level characteristics and non-fasting blood glucose levels.Study design: This study used a cross sectional design using data from the Community Initiative to Eliminate Stroke Program in NC (2004-2008).  A total of 12,809 adults nested within 550 census block groups from two adjacent urban counties were included in the analysis.Methods:   Participants completed a cardiovascular risk factor assessment with self-reported demographics, stroke-risk behaviors, and biometric measurements.  Neighborhood level characteristics were based upon census data.  Three multilevel models were constructed for data analysis.Results:  Mean blood glucose level of this sample population was 103.61mg/dL.  The unconditional model 1 suggested a variation in mean blood glucose levels among the neighborhoods (τ00 = 13.39; P < .001).  Both models 2 and 3 suggested that the neighborhood composite deprivation index had a significant prediction on each neighborhood’s mean blood glucose level (¡01= .69; P < 0.001,¡01= .36; P = .004).  Model 3 also suggested that across all the neighborhoods, on average, after controlling for individual level risk factors, deprivation remained a significant predictor of blood glucose levels.Conclusions:  The findings provide evidence that neighborhood disadvantage is a significant predictor of neighborhood and individual level blood glucose levels.  One approach to diabetes prevention could be for policymakers to address the problems associated with environmental determinants of health
