    The Strategy of the European Association of National Metrology Institutes (EURAMET) defines the key directions for the development of regional and national metrology systems, taking into account current trends in the development of science, technology and needs of society and economies. The Strategy notes that due to the complexity and large scale of tasks their solutions is possible only by uniting the efforts of a number of countries and with regard to cost optimisation. In recent years, economic criteria hold an important place among the choice criteria for optimal ways for development of national metrology systems of member countries of Euro-Asian Cooperation of National Metrological Institutions (COOMET). There is a growing interest in research and development of methods for quantitate assessment of the economic feasibility of a particular options of implementation of the general strategy with regard to the primary measurement standards of the units of physical quantities at national, regional and international levels. This paper substantiates methodology and presents new algorithms for the evaluation of economic feasibility and cost optimisation for financing metrological activity, such as, for making a decision on the creation or improvement of the national primary measurement standards

    The use of autoregression model for maintaining the national time scale of Ukraine

    The report presents the results of maintaining the national time scale of Ukraine, UTC (UA), using the prediction recursive lattice filters that indicate high effectiveness results of the proposed algorithms for internal comparisons. Analysis of the data shows that the use of lattice filters allows to keep the national time scale within ± 10 ns, that is comparable with the time scales of countries, which have about ten and more hydrogen and cesium standards as well as cesium fountains and generators on cold strontium atoms as part of their primary measurement standards of time and frequency. In the future, the results will be used by the Service of Universal Time and Reference Frequencies of Ukraine

    Verification of the Indicating Measuring Instruments Taking into Account their Instrumental Measurement Uncertainty

    The specific features of the measuring instruments verification based on the results of their calibration are considered. It is noted that, in contrast to the verification procedure used in the legal metrology, the verification procedure for calibrated measuring instruments has to take into account the uncertainty of measurements into account. In this regard, a large number of measuring instruments, considered as those that are in compliance after verification in the legal metrology, turns out to be not in compliance after calibration. In this case, it is necessary to evaluate the probability of compliance of indicating measuring instruments. The procedure of compliance probability determination on the basis of the Monte Carlo method is considered. An example of calibration of a Vernier caliper is given

    This article provides a report of the recent workshop on “The metrology of quantities which can be counted” organised jointly by the International Committee for Weights and Measures’ Consultative Committees for Amount of Substance (CCQM) and for Units (CCU). The workshop aimed to trigger a discussion on counting and number quantities across the metrological community so that a common understanding of counting and a common nomenclature could be achieved and there was clarity on the differences between these increasingly important concepts. This article details the background to the workshop, provides a summary of the presentations given and the discussions on the topics raised. It also reports the conclusions, agreed actions and next steps resulting from the workshop

    Large-Scale Dimensional Metrology for Geodesy : First Results from the European GeoMetre Project

    In a joint effort, experts from measurement science and space-geodesy develop instrumentation and methods to further strengthen traceability to the SI definition of the metre for geodetic reference frames (GRF). GRFs are based on space-geodetic observations. Local-tie surveys at co-location sites play an important role for their computation. Novel tools are hence developed for reference point monitoring, but also for local tie vector determination and ground truth provision. This contribution reports on the instrumental approaches and achievements after 24 months project duration and discusses the remaining work in the project
