    State growth empirics: the long-run determinants of state income growth

    Real average U.S. per capita personal income growth over the last 65 years exceeded a remarkable 400 percent. Also notable over this period is that the stark income differences across states have narrowed considerably: In 1939 the highest income state’s per capita personal income was 4.5 times the lowest, but by 1976 this ratio had fallen to less than 2 times. Since 1976, the standard deviation of per capita incomes at the state level has actually risen, as some higher-income states have seen their income levels rise relative to the median of the states. A better understanding of the sources of these relative growth performances should help to characterize more effective economic development strategies, if income growth differences are predictable. In this paper, we look for statistically and economically significant growth factors by estimating an augmented growth model using a panel of the 48 contiguous states from 1939 to 2004. Specifically, we control for factors that previous researchers have argued were important: tax burdens, public infrastructure, size of private financial markets, rates of business failure, industry structure, climate, and knowledge stocks. Our results, which are robust to a wide variety of perturbations to the model, are easily summarized: A state’s knowledge stocks (as measured by its stock of patents and its high school and college attainment rates) are the main factors explaining a state’s relative per capita personal income.Economic development ; Income ; Education - Economic aspects

    The meteorological measurement system on the NASA ER-2 aircraft

    A Meteorological Measurement System (MMS) was designed for the high-altitude ER-2 aircraft (NASA 706). Through dedicated instrumentation installed on the aircraft and repeated calibrations, the MMS provides accurate in situ measurements of free-stream pressure, temperature, and the wind vector. The MMS has participated in two major high-altitude scientific expeditions, the Stratosphere-Troposphere Exchange Project (STEP) based in northern Australia and the Airborne Antarctic Ozone Experiment (AAOE) based in southern Chile. Key MMS subsystems are described. The MMS consists of a dedicated inertial navigation system (INS), a randome differential pressure system, a data acquisition system, and air data instrumentation. The MMS incorporates a high-resolution INS (Litton LIN-72RH model), which is specially configured and is updated at 25 Hz. The differential pressure system, consisting of two sets of pressure ports and transducers, is installed in the ER-2 radome to provide sensitive measurements of the airflow angles (angle of attack and angle of sideslip). The data acquisition system was designed to meet aircraft requirements of compactness and light weight (2 cu ft 50 lb) and for MMS requirements to sample, control, process, and store 45 parameters (some redundant) at a sampling rate up to 10 Hz. The MMS data are stored both in a tape recorder (20 MB) and a hermatically-sealed winchester hard disc (10 MB). Special and redundant instrumentation for temperature and pressure measurements were also installed on the aircraft

    The NASA ER-2 aircraft is used as a platform for high altitude atmospheric missions. The Meteorological Measurement System (MMS) was designed specifically for atmospheric research to provide accurate, fast response, in situ measurements of pressure, temperature, and the three dimensional wind vector. The MMS consists of three subsystems: an air motion sensing system to measure the velocity of the air with respect to the aircraft, a high resolution Inertial Navigation System (INS) to measure the velocity of the aircraft with respect to the Earth, and a Data Acquisition System, to sample, process and record the measured quantities. Details of each of these systems are given. The location of the MMS instrumentation is illustrated. The calibration of the MMS is discussed and results on an intercomparison of MMS measurements, Vaisala radiosonde observation and radar tracking data are given.     At Facilities Having a Research-Training Reactor, such as the University of Missouri-Rolla Reactor (UMRR), One Finds It Necessary to Perform a Large Number of Rod Calibrations during the Course of the Year. in Practice Rod Worths Are Determined by Measuring the Reactor Period Created by an Incremental Withdrawal of the Rod under Calibration. Period is Then Related to Reactivity Thru the Use of a Publication Such as the AEC Publication, ID016485. This Frequent Measurement of Period Makes It Desirable to Have a Simple, Automatic and Accurate Method to Make Such Measurements. at UMRR We Have Designed, Constructed and Installed Such an Instrument. the Instrument Measures Doubling Time Rather Than Period But, Thru the Use of an Internal Time Base Conversion, displays a Four Bit Decimal Number that is the Reactor Period in Seconds. the Instrument is Simple in Concept and Utilizes the 7400 Series Integrated Circuits in the Largest Portion of the Unit. the Instrument is Easy to Operate and Once Initiated, Will Automatically Complete the Measurement of the Period Displaying the Results. Error in the Instrument Can Be Shown to Be Less Than 1.5%. Thus, the Unit Meets the Three Requirements of Simplicity, Accuracy and Ease of Operation and in Addition is Moderately Inexpensive, Less Than $120.     The reproductive cycle of the thorny skate (Amblyraja radiata) in the western Gulf of Maine

    The thorny skate (Amblyraja radiata) is a large species of skate that is endemic to the waters of the western north Atlantic in the Gulf of Maine. Because the biomass of thorny skates has recently declined below threshold levels mandated by the Sustainable Fisheries Act, commercial harvests from this region are prohibited. We have undertaken a comprehensive study to gain insight into the life history of this skate. The present study describes and characterizes the reproductive cycle of female and male thorny skates, based on monthly samples taken off the coast of New Hampshire, from May 2001 to May 2003. Gonadosomatic index (GSI), shell gland weight, follicle size, and egg case formation, were assessed for 48 female skates. In general, these reproductive parameters remained relatively constant throughout most of the year. However, transient but significant increases in shell gland weight and GSI were obser ved during certain months. Within the cohort of specimens sampled monthly throughout the year, a subset of females always had large preovulatory follicles present in their ovaries. With the exception of June and September specimens, egg cases undergoing various stages of development were observed in the uteri of specimens captured during all other months of the year. For males (n=48), histological stages III through VI (SIII−SVI) of spermatogenesis, GSI, and hepatosomatic index (HSI) were examined. Although there appeared to be monthly fluctuations in spermatogenesis, GSI, and HSI, no significant differences were found. The production and maintenance of mature spermatocysts (SVI) within the testes was observed throughout the year. These findings collectively indicate that the thorny skate is reproductively active year round

    Evaluation of XL370A-Derived Maize Germplasm for Resistance to Leaf Feeding by Fall Armyworm

    The fall armyworm, Spodoptera frugiperda (J.E. Smith) (Lepidoptera: Noctuidae), is an economically important insect with larvae damaging maize (Zea mays L.) leaves and ear tissue. The pest has become resistant to several classes of insecticide and Bt-maize grown in some geographical areas. Once discovered and characterized, native sources of maize resistance to this pest could be effectively integrated with existing control tactics. The objective for this study was to test experimental lines derived from maize germplasm XL370A for resistance to leaf feeding by fall armyworm. Plants were grown in the field in 2018 and 2019, artificially infested with fall armyworm, and leaf damage scores recorded. Average 14-day scores for experimental maize lines GEMN-0095 (5.8), GEMN-0096 (5.7), and GEMN-0133 (5.6) were moderately resistant and 7- and 14-day scores for these entries were not significantly different across both years. Cuba 94 was not significantly different from the three entries with the exception of having greater 7-day damage scores in 2019. GEMN-0048 was not resistant but variability was observed in 14-day scores between 4 (resistant) and 8 (susceptible) in individual plants. The experimental lines are adapted for growth in temperate regions and might provide maize breeding programs with useful levels of resistance to fall armyworm
