    Regulation-supervision: the post-crisis outlook.

    Following the G20 summit in April 2009, the principles defined by the Heads of State and Government must be turned into operational rules. Over the coming period, the weaknesses of the regulation-supervision system need to be considered and the associated risks integrated into any new measures that are defined in the current environment. The current system has four major weaknesses: • limited coverage; • fragmentation; • heterogeneity; • pro-cyclicality There are five risks that need to be managed: • coordination between numerous bodies at multiple levels can render the system opaque and unresponsive; • the potential accumulation of regulatory capital requirements; • difficulty in establishing the relevant liquidity management tools; • the increasing complexity of prudential supervision rules may hamper financial innovation; • macroeconomic and microeconomic approaches are too frequently considered separately, preventing a proper assessment of the efficiency of monetary policy and its impact on the real economy.

    Capitalisation of the history of a technology, a technique or a concept within an industrial company is relevant to historians. However it largely exceeds the historical problems from a Knowledge Management point of view. In this context, it can be the subject of specific approaches especially Knowledge Engineering. However, it faces two types of difficulties: - The techniques in History have few modelling tools, and are even rather reticent with the use of such tools. - Knowledge Engineering doesn't often address historical knowledge modelling, for tracing knowledge evolution.     International audienceUsing an exploratory study, we try to understand why the outsourcing is little used among french hostpitals. We show that if the actors have nothing against the ousourcing process, it can be linked to the concept of sacrality. It can break their conception of the sacrality causing some difficult situations for the health professionals.A l'aide d'une étude exploratoire, nous cherchons à comprendre pourquoi l'externalisation hospitalière est peu utilisée. Nous montrons que les acteurs ne sont en majorité pas hostiles au principe d'externalisation. Toutefois, celui-ci peut causer une rupture dans la conception que les professionnels de santé se font de la sacralité entrainant des situations parfois difficiles pour les acteurs dans les organisations

    Coulomb blockade for an oscillating tunnel junction

    9 pagesInternational audienceWe consider a tunnel junction formed between a fixed electrode and an oscillating one. Accumulation of the charge on the junction capacitor induces a force on the nano-mechanical oscillator. The junction is voltage biased and connected in series with an impedance Z(ω)Z(\omega). We discuss how the picture of Coulomb blockade is modified by the presence of the oscillator. Quantum fluctuations of the mechanical oscillator modify the II-VV characteristics particularly in the strong Coulomb blockade limit. We show that the oscillator can be taken into account by a simple modification of the effective impedance of the circuit. We discuss in some details the case of a single inductance Z(ω)=iLωZ(\omega)=iL\omega and of a constant resistance Z(ω)=RZ(\omega)=R. With little modifications the theory applies also to incoherent transport in Josephson junctions in the tunneling limit

    Chemical extractions and predicted free ion activities fail to estimate metal transfer from soil to field land snails.

    International audienceThis study investigates the relevance of several soil chemical extractions (calcium chloride, acetic acid, citric acid and a four-step sequential procedure) and predicted free metal ion activities in the soil solution to characterise the transfer of trace metals (Cd, Pb, and Zn) from soil to snail soft tissues over a large smelter-impacted area (Metaleurop Nord, Nord-Pas-de-Calais, France). The study was first performed on six snail species together and then specifically on Cepaea sp. and Oxychilus draparnaudi. When the six species were considered together, the accumulation of metals depended mostly on the species. When significant, total or extractable metal concentrations, or the predicted free ion activities, accounted for less than 7% of the variation of the metal concentrations in the snail tissues. Species-specific analyses showed that extractable concentrations explained approximately 25% of the variation of the metal concentrations in O. draparnaudi, and up to 8% in Cepaea snails. When using total soil concentrations and soil properties as explanatory variables, the models were generally slightly better, explaining up to 42% of the variance. The soil extraction procedures and predicted free ion activities used in this study did not accurately estimate the metal transfer from soil to snails and could not be used in risk assessment
