    Legislators, Bureaucrats, and Interest Groups in Korea: A Review Essay

    The purpose of this essay is to review existing research on legislative-administrative bureaucratic and legislative-interest group relations from the 1970's until the late 1990's in Korea. From a critical viewpoint, the extant literature on the relationship between legislators and bureaucrats or interest groups in Korea is meager, shallow, and outdated. Korean legislative politics is in the process of transition. Although the inertia of old political practices may be still strong, there also exist increasingly significant undercurrents militating against it. The future direction is toward a stronger legislature in a more competitive regime. The current research practices, however, are not likely to measure up to these possible changes. The existing research lacks the diversity in theoretical perspectives and investigative strategies. The tradition of descriptive-therapeutic studies with rudimentary empirical evidence is deep rooted. There exist only some systematically executed behavioral-empirical studies. In addition, the studies drawing on formal deductive theories are a rare breed. It is imperative that old research practices should be overhauled with the introduction of alternative theoretical perspectives and research strategies. The research needs reorientation and innovation. At this juncture, the field of Korean legislative studies probably stands in need of a Fenno who serves as a bridge connecting detailed descriptive studies to those based on deductive theoretical perspectives

    Erosion of Public Confidence in the Korean National Assembly

    Using recent survey data, this paper aims to empirically investigate the state and source of Korean citizens' trust and confidence in the National Assembly. Roughly speaking, the National Assembly is trusted only by one out of ten citizens. Since the country's democratization, citizens' trust and confidence has been eroding. Presently, the National Assembly is the least trusted among the key public or private institutions. A cross-national comparison of liberal democracies in the world shows that only a few national legislatures are less trusted by their citizens than the Korean National Assembly. Furthermore, this study confirms the empirical validity of performance-based explanation about what factors generate citizens' trust and confidence in the National Assembly. At the aggregate level, an erosion of citizens' trustful attitude toward the legislature is matched by their decreased positive evaluation of the overall job performance by the legislature. At the individual level, a citizen's legislative trust and confidence depends mainly on his or her evaluation of the performance of the legislature itself, the executive interacting with it, or the democratic regime as a whole. Most Koreans pass an unfavorable judgment on the performance of the legislature, not because they think it is a simply idle institution but because politicians are seen to pursue partisan interests too frantically within the institution. Given its drained reservoir of citizens' favorable attitudes toward it, the present National Assembly, even with its heightened constitutional status and emerging policy activism, may not be likely to serve as a key agent for facilitating democratic consolidation on Korean soil

    Polarity engineering in polycrystalline ZnO by inversion boundaries

    Two distinctive polarity-engineered microstructures were obtained in polycrystalline ZnO ceramics by inducing two different types of inversion boundaries (IBs) inside individual grains to examine the effect of the different polarities on the varistor performances. The presence of head-to-head IBs induced by the addition of Sb and tail-to-tail IBs by doping Ti was directly confirmed by the characteristic geometry of the chemical etch pits. It was proposed that a consequent polarity on the grain boundary planes, which are affected by the presence of head-to-head IBs is crucial in exhibiting the superior performance of ZnO varistors.open2

    Fetal inflammatory response is positively correlated with the progress of inflammation in chorionic plate

    Introduction: No information exists about the relationship among the progress of inflammation in chorionic-plate, fetal inflammatory response (FIR), funisitis, amnionitis and early-onset neonatal sepsis (EONS) in patients with either preterm labor or preterm premature rupture of membranes (preterm-PROM). The objective of current study is to examine this issue. Methods: Study population included 247 singleton preterm gestations (21.6 weeks <= gestational age at delivery <= 36 weeks) who had either preterm-labor or preterm-PROM with acute placental inflammation. We examined the intensity of FIR, and the frequency of fetal inflammatory response syndrome (FIRS), funisitis, amnionitis and proven or suspected EONS according to the progress of inflammation in chorionic-plate. The intensity of FIR was measured with umbilical cord plasma (UCP)-CRP concentration (ng/ml) at birth, and FIRS was defined as an elevated UCP-CRP concentration (>= 200 ng/ml). The progress of inflammation in chorionic-plate was divided with a slight modification from previously reported-criteria as follows: stage-0, inflammation-free chorionicplate; stage-1, inflammation restricted to subchorionic fibrin (SCF); stage-2, inflammation in the connective tissue (CT) of chorionic-plate without chorionic vasculitis; stage-3, chorionic vasculitis. Results: 1) Stage-0, stage-1, stage-2 and stage-3 of inflammation in chorionic-plate were present in 36.8% (91/247), 29.6% (73/247), 25.5% (63/247), and 8.1% (20/247) of cases; 2) UCP-CRP concentration at birth was significantly and positively correlated with the progress of inflammation in chorionic-plate (Spearman's rank correlation test, P<.000001, gamma = 0.391 and Kruskal-Wallis test, P<.001); 3) Moreover, FIRS, funisitis, amnionitis, and EONS were significantly more frequent as a function of the progress of inflammation in chorionic-plate. Discussion: The intensity of FIR and the frequency of FIRS were positively correlated with the progress of inflammation in chorionic-plate in patients with either PTL or preterm-PROM. This suggests chorionic-plate may be an independent compartment for the analysis of inflammation.N

    Promising And Anomalous Structural And Electrochemical Properties Of Polyanionic Phosphates In Sodium Ion Batteries

    This work presents a recent progress on the polyanionic phosphate family that functions as cathode materials in sodium ion batteries (SIBs). Firstly, this study will cover vanadium-containing frameworks that show very stable voltage curves in different potential regimes with advantageous behaviors such as single flat voltage plateaus and the presence of intermediate phases that are beneficial for cell kinetics. In the second part of our study, some anomalous manganese activation in the SIBs pyrophosphate family that overcomes the chronic Jahn-Teller distortion, in contrast to the Li counterparts will be introduced. By employing density functional theory (DFT) calculations, it is figured out that such anomalous activation is originated from its unique crystal structure where corner-sharing is the main structural change during the phase transformation in the charge-discharge processes. In addition, unique SIBs properties will be compared to the lithium ion batteries (LIBs) analogues even for the same chemical formulae.qscienc

    Successful Vaginal Delivery of a Pregnant Woman with Cantrell's Pentalogy

    Cantrell's Pentalogy is a rare condition that consists of defects involving the abdominal wall, lower sternum, anterior diaphragm, pericardium, and heart. In the literature to date, pregnant women with Cantrell's Pentalogy have not been discussed. We performed successful vaginal delivery of a 23-yr-old nulliparous, primigravid woman who had been diagnosed with this condition. Diagnosis was based on cardiac catheterization, angiography, and echocardiogram, and abdominopelvic CT. Vaginal delivery may be an option for women with Cantrell's Pentalogy and may be attempted with caution

    Comparison of the Ratio of Upper to Lower Chest Wall in Children with Spastic Quadriplegic Cerebral Palsy and Normally Developed Children

    The upper chest wall does not grow properly in children with spinal muscular atrophy (SMA) with paradoxical breathing. This suggests that long-term inability to take a deep breath in developing children may result in underdevelopment of the upper chest wall. In addition, a rapid and paradoxical breathing pattern is frequently observed in children with severe cerebral palsy (CP), which often corresponds to the underdevelopment of the upper chest wall. The present study is designed to evaluate the ratio of the upper to lower chest wall in children with severe spastic quadriplegic CP, compared with normal children. We compared normal children with children that had spastic quadriplegic CP who did not have kyphosis or scoliosis. Test subjects were matched in terms of age, height, and weight. The diameters of upper chest (Dapex) and of lower chest (Dbase) were measured on the anteroposterior (AP) view of a chest X-ray and the Dapex to Dbase ratio was calculated. In selected cases the forced vital capacity (FVC) was measured using a Wright Respirometer. The Dapex to Dbase ratio was significantly lower in the CP group than in the control group (p<0.001). The ratio increased linearly with age (p<0.001) in both CP (R = 0.372) and control groups (R = 0.477). The FVC/preFVC showed significant correlation with the Dapex to Dbase ratio (R = 0.542, p<0.01).     Establishment of feeder-free culture system for human induced pluripotent stem cell on DAS nanocrystalline graphene

    The maintenance of undifferentiated human pluripotent stem cells (hPSC) under xeno-free condition requires the use of human feeder cells or extracellular matrix (ECM) coating. However, human-derived sources may cause human pathogen contamination by viral or non-viral agents to the patients. Here we demonstrate feeder-free and xeno-free culture system for hPSC expansion using diffusion assisted synthesis-grown nanocrystalline graphene (DAS-NG), a synthetic non-biological nanomaterial which completely rule out the concern of human pathogen contamination. DAS-NG exhibited advanced biocompatibilities including surface nanoroughness, oxygen containing functional groups and hydrophilicity. hPSC cultured on DAS-NG could maintain pluripotency in vitro and in vivo, and especially cell adhesion-related gene expression profile was comparable to those of cultured on feeders, while hPSC cultured without DAS-NG differentiated spontaneously with high expression of somatic cell-enriched adhesion genes. This feeder-free and xeno-free culture method using DAS-NG will facilitate the generation of clinical-grade hPSC.ope
