Subsampling needlet coefficients on the sphere
In a recent paper, we analyzed the properties of a new kind of spherical
wavelets (called needlets) for statistical inference procedures on spherical
random fields; the investigation was mainly motivated by applications to
cosmological data. In the present work, we exploit the asymptotic uncorrelation
of random needlet coefficients at fixed angular distances to construct
subsampling statistics evaluated on Voronoi cells on the sphere. We illustrate
how such statistics can be used for isotropy tests and for bootstrap estimation
of nuisance parameters, even when a single realization of the spherical random
field is observed. The asymptotic theory is developed in detail in the high

Asymptotics for spherical needlets
We investigate invariant random fields on the sphere using a new type of
spherical wavelets, called needlets. These are compactly supported in frequency
and enjoy excellent localization properties in real space, with
quasi-exponentially decaying tails. We show that, for random fields on the
sphere, the needlet coefficients are asymptotically uncorrelated for any fixed
angular distance. This property is used to derive CLT and functional CLT
convergence results for polynomial functionals of the needlet coefficients:
here the asymptotic theory is considered in the high-frequency sense. Our
proposals emerge from strong empirical motivations, especially in connection

Decomposition of Triebel-Lizorkin and Besov spaces in the context of Laguerre expansions
A pair of dual frames with almost exponentially localized elements (needlets)
are constructed on \RR_+^d based on Laguerre functions. It is shown that the
Triebel-Lizorkin and Besov spaces induced by Laguerre expansions can be
characterized in terms of respective sequence spaces that involve the needlet

Blockwise SVD with error in the operator and application to blind deconvolution
We consider linear inverse problems in a nonparametric statistical framework.
Both the signal and the operator are unknown and subject to error measurements.
We establish minimax rates of convergence under squared error loss when the
operator admits a blockwise singular value decomposition (blockwise SVD) and
the smoothness of the signal is measured in a Sobolev sense. We construct a
nonlinear procedure adapting simultaneously to the unknown smoothness of both
the signal and the operator and achieving the optimal rate of convergence to
within logarithmic terms. When the noise level in the operator is dominant, by
taking full advantage of the blockwise SVD property, we demonstrate that the
block SVD procedure overperforms classical methods based on Galerkin projection
or nonlinear wavelet thresholding. We subsequently apply our abstract framework
to the specific case of blind deconvolution on the torus and on the sphere
Molecular mechanisms of cross-talk between growth factors and nuclear receptor signaling
Signaling pathways can be linear, but more complex patterns are common. Growth factors and many other extracellular signals cannot directly enter cells and transduce their information via membrane-bound receptors. In contrast, steroid receptors are members of the nuclear receptor superfamily and await their cognate hormones inside the cells. These two types of signaling pathways are extensively intertwined and crosstalk at many different levels. A wide range of extra- and intracellular signals, including a variety of growth factors, can activate the transcriptional activity of steroid receptors in the absence of their cognate hormones. Conversely, steroid receptors lead a double life. By coupling to signaling molecules that mediate signal transduction of extracellular factors, they can elicit very rapid nongenomic responses. The signaling pathways of steroid-independent activation of steroid receptors, on the one hand, and of nongenomic signaling by steroid receptors, on the other, display a remarkable reciprocal relationship suggesting that these two modes of signaling crosstalk may be two faces of the same coi
Practical quantum realization of the ampere from the electron charge
One major change of the future revision of the International System of Units
(SI) is a new definition of the ampere based on the elementary charge \emph{e}.
Replacing the former definition based on Amp\`ere's force law will allow one to
fully benefit from quantum physics to realize the ampere. However, a quantum
realization of the ampere from \emph{e}, accurate to within in
relative value and fulfilling traceability needs, is still missing despite many
efforts have been spent for the development of single-electron tunneling
devices. Starting again with Ohm's law, applied here in a quantum circuit
combining the quantum Hall resistance and Josephson voltage standards with a
superconducting cryogenic amplifier, we report on a practical and universal
programmable quantum current generator. We demonstrate that currents generated
in the milliampere range are quantized in terms of
( is the Josephson frequency) with a measurement uncertainty of
. This new quantum current source, able to deliver such accurate
currents down to the microampere range, can greatly improve the current
measurement traceability, as demonstrated with the calibrations of digital
ammeters. Beyond, it opens the way to further developments in metrology and in
fundamental physics, such as a quantum multimeter or new accurate comparisons

Constitutive association of BRCA1 and c-Abl and its ATM-dependent disruption after irradiation
BRCA1 plays an important role in mechanisms of response to double-strand breaks, participating in genome surveillance, DNA repair, and cell cycle checkpoint arrests. Here, we identify a constitutive BRCA1-c-Abl complex and provide evidence for a direct interaction between the PXXP motif in the C terminus of BRCA1 and the SH3 domain of c-Abl. Following exposure to ionizing radiation (IR), the BRCA1-c-Abl complex is disrupted in an ATM-dependent manner, which correlates temporally with ATM-dependent phosphorylation of BRCA1 and ATM-dependent enhancement of the tyrosine kinase activity of c-Abl. The BRCA1-c-Abl interaction is affected by radiation-induced modification to both BRCA1 and c-Abl. We show that the C terminus of BRCA1 is phosphorylated by c-Abl in vitro. In vivo, BRCA1 is phosphorylated at tyrosine residues in an ATM-dependent, radiation-dependent manner. Tyrosine phosphorylation of BRCA1, however, is not required for the disruption of the BRCA1-c-Abl complex. BRCA1-mutated cells exhibit constitutively high c-Abl kinase activity that is not further increased on exposure to IR. We suggest a model in which BRCA1 acts in concert with ATM to regulate c-Abl tyrosine kinase activity
