The Wicked Machinery of Government: Malta and the Problems of Continuity under the New Model Administration
This is a study focused on the early years of British rule in Malta (1800-1813). It explores the application to the island of the “new model” of colonial government, one based on direct rule from London mediated by the continuation of existing laws and institutions. Systemic deficiencies are identified. These tended to undermine the effectiveness of direct British rule. This study also reveals, in the context of legal and constitutional continuity, unresolved tensions between modernity and tradition. The political stability of the island was damaged and the possibility of continued British possession was threatened
Tunable Superconducting Gravity Gradiometer for Mars Climate, Atmosphere, and Gravity Field Investigation
We are developing a compact tensor superconducting gravity gradiometer (SGG) for obtaining gravimetric measurements from planetary orbits. A new and innovative design gives a potential sensitivity of approximately 10(sup -4) E Hz(sup - 1/2)( 1 E = 10(sup -9 S(sup -2) in the measurement band up to 0.1 Hz (suitale for short wavelength static gravity) and of approximately 10(sup -4) E Hz(sup - 1/2) in the frequency band less than 1 mHz (for long wavelength time-variable gravity) from the same device with a baseline just over 10 cm. The measurement band and sensitiy can be optimally tuned in-flight during the mission by changing resonance frequencies, which allows meaurements of both static and time-variable gravity fields from the same mission. Significant advances in the technologies needed for space-based cryogenic instruments have been made in the last decade. In particular, the use of cryocoolers will alleviate the previously severe constraint on mission lifetime imposed by the use of liquid helium, enabling mission durations in the 5 - 10 year range

How policymakers and other leaders can build a more sustainable post-COVID-19 ‘normal’
The UN 2030 Agenda’s 17 Sustainable Development Goals (SDGs) and the COVID-19 pandemic share two important characteristics. They are global challenges that if not met, pose risks to all citizens. Furthermore, responses need to be system-level, rather than sectoral. COVID-19 has illuminated three complementary, compelling actions that can address these challenges—work across silos; visibly use science in policy; and harness simultaneous global interruption to habits. This commentary describes these using worked examples and suggests actions for policymakers and other leaders. Acknowledging that the full SDG agenda is of much broader multidimensional scope than the COVID-19 pandemic, the SDG examples focus on environmental sustainability

Selective αv integrin depletion identifies a core, targetable molecular pathway that regulates fibrosis across solid organs
Myofibroblasts are the major source of extracellular matrix components that accumulate during tissue fibrosis, and hepatic stellate cells (HSCs) are the major source of myofibroblasts in the liver. To date, robust systems to genetically manipulate these cells have not existed. We report that Pdgfrb-Cre inactivates genes in murine HSCs with high efficiency. We used this system to delete the αv integrin subunit because of the suggested role of multiple αv integrins as central mediators of fibrosis in multiple organs. Depletion of the αv integrin subunit in HSCs protected mice from CCl4-induced hepatic fibrosis, whereas global loss of αvβ3, αvβ5 or αvβ6 or conditional loss of αvβ8 on HSCs did not. Pdgfrb-Cre effectively targeted myofibroblasts in multiple organs, and depletion of αv integrins using this system was also protective in models of pulmonary and renal fibrosis. Critically, pharmacological blockade of αv integrins by a novel small molecule (CWHM 12) attenuated both liver and lung fibrosis, even when administered after fibrosis was established. These data identify a core pathway that regulates fibrosis, and suggest that pharmacological targeting of all αv integrins may have clinical utility in the treatment of patients with a broad range of fibrotic diseases
Two images of Nantes as a ‘Green Model’ of Urban Planning and Governance: The ‘Collaborative City’ Versus the ‘Slow City’
This article examines how the city of Nantes, European Green Capital in 2013, came to promote plans for a new international airport at Notre-Dame-des-Landes. Deploying poststructuralist discourse theory, it analyses how the highly politicised struggle against the airport reveals the limits of the Nantes model of urban sustainability and collaboration, giving rise to a counter model, which we provisionally characterise as the ‘slow city’. While the struggle against the airport can be understood as a rural social movement, we show how its ideals and logics have been progressively displaced to Nantes itself, disclosing new images and possibilities of urban governance
Reply to Guy et al.: Support for a bottleneck in the 2011 Escherichia coli O104:H4 outbreak in Germany
In our paper (1), we analyzed isolates from the Escherichia coli O104:H4 outbreaks in Germany and France in May to July 2011. We concluded that, although the German outbreak was larger, the German isolates represent a clade within the greater diversity of the French outbreak. We proposed several hypotheses to explain these findings, including that the lineage leading to the German outbreak went through a narrow bottleneck that purged diversity.
Guy et al. (2) report the genomes of eight additional E. coli O104:H4 isolates sampled from the German outbreak. By focusing on the numbers of SNPs in their samples, they suggest that the German outbreak is more diverse than we reported and is similar to the French outbreak.
In fact, Guy et al.’s data (2) strongly support our conclusion that the German outbreak represents a clade within the diversity
A plan for play - An Eye View Series report
There is a simple, inexpensive and joyful way to address many of the major challenges facing society and its children; addressing the alarming mental health crisis and obesity epidemic and helping to prepare children for an ever-changing
work force.
The solution that is all too often overlooked and neglected is - play. The right to play is so important that it is enshrined in the UN Convention on the Rights of the Child. Research documents its importance to every aspect of child health, development and wellbeing. Yet many children have little or no access to high quality play opportunities. Play provision should be considered in relation to every aspect of children’s lives – the design of their neighbourhoods, as well as within the services they access, such as child care centres, schools, hospitals, recreation facilities, parks and adventure playgrounds. Play cannot be relegated to the places and context that adults decide are appropriate It should be woven into the fabric of every aspect of children’s lives and the communities they are part of.
Equitable access to play means reducing the insidious gradient of inequity that impacts children’s lives even before they are born and continues across their lifespan. Schools are one important venue to ensure equitable access to play. For some children, it will be the only opportunity they have for this nourishing and necessary activity. Play comprises a quarter of the school year, yet teachers and support staff receive no proper training or support to ensure that children in their care – our society’s future – have fulfilling play time.
We know that early life experiences set the stage for the future, and that early intervention saves unquantifiable and unnecessary suffering and costs later on – for children, families and society as a whole. We owe it to children and ourselves both now and tomorrow, to make a plan for play that sees every child in every place playing every day.
