    The political relationship between Norway and Russia will influence the development of Barents Sea oil and gas. The state plays a decisive role in both the Norwegian and Russian parts of the sea. It does so as a regulator, through taxation, and through the national oil and gas companies, Gazprom, Rosneft, and Statoil. Thus, if the two states have a good relationship characterized by mutual trust, they can coordinate, search for complementarities, and mitigate issues that arise. Furthermore, due to the rising cost of oil and gas production in the Arctic, many oil and gas fields there may deliver small returns on investments. Scale economies brought about by coordinated development, joint infrastructure, and information sharing can tip projects from being commercially unviable to viable. But this depends on the ability and willingness of the two states to actively work together

    Russia is the world's largest energy exporter by a wide margin. The Russian invasion of Ukraine and the Western sanctions against Russia will therefore affect many parts of the global energy system. Worldwide investments in renewable energy will be incentivized by the higher fossil fuel prices. Petrostates will likely benefit from higher oil and gas prices for a few years, only to eventually experience a steeper decline than previously foreseen. Germany and other European countries may find that they are no longer suitable locations for energy-intensive industries. China might find itself in an advantageous position, importing fossil fuels cheaply from Russia even as international demand for clean energy equipment made in China skyrockets.     Chapter 20 OPEC and Russia

    Russia has long been a potential dream partner for the Organization of the Petroleum Exporting Countries (OPEC). Russia could greatly enhance the cartel’s market power and has several allies among the OPEC member states. During the 2010s, it seemed that the potential of the OPEC–Russia relationship was finally being realized as they grew closer. However, in this chapter we argue that the strengthened dialogue has little impact on physical oil output and the level of mutual commitment remains low. What they do share is an interest in the semblance of cooperation to push oil prices upward through impacting market psychology. This strategy is in line with the postmodern turn in Russian foreign policy, as proclaimed by Vladislav Surkov and others. It also has some important foreign policy side benefits for Russia, such as weakening its international isolation after the conflict in Ukraine and making it possible to simultaneously befriend various Middle Eastern countries that are at odds with each other. The OPEC–Russia dalliance is also convenient for a third party – the USA. Although the USA is still a net oil importer and its consumers dislike high oil prices, they benefit American oil companies and their employees and investors, especially in the shale oil sector. Arrangements between OPEC and Russia are thus not only a happy pro forma marriage, but also a successful ménage à trois

    The Arctic region contains large amounts of natural resources considered necessary to sustain global economic growth, so it is unsurprising that it is increasingly susceptible to political, economic, environmental, and even military conflicts. This book looks in detail at the preconditions and outlook for international cooperation on the development of Arctic petroleum resources, focusing on Norwegian–Russian cooperation in the Barents Sea towards 2025. The authors provide a cross-disciplinary approach including geopolitical, institutional, technological, corporate and environmental perspectives to analyse the underlying factors that shape the future development of the region. Three future scenarios are developed, exploring various levels of cooperation and development influenced by and resulting from potential political, commercial and environmental circumstances. Through these scenarios, the book improves understanding of the challenges and opportunities for Arctic petroleum resource development and promotes further consideration of the possible outcomes of future cooperation. The book should be of interest to students, scholars and policy-makers working in the areas of Arctic studies, oil and gas studies, energy security, global environmental governance, environmental politics and environmental technology.     The misallocation of climate research funding

    The window of opportunity for mitigating climate change is narrow. Limiting global warming to 1.5 °C will require rapid and deep alteration of attitudes, norms, incentives, and politics. Some of the key climate-change and energy transition puzzles are therefore in the realm of the social sciences. However, these are precisely the fields that receive least funding for climate research. This article analyzes a new dataset of research grants from 332 donors around the world spanning 4.3 million awards with a cumulative value of USD 1.3 trillion from 1950 to 2021. Between 1990 and 2018, the natural and technical sciences received 770% more funding than the social sciences for research on climate change. Only 0.12% of all research funding was spent specifically on the social science of climate mitigation

    "This chapter reviews the development of the legal framework for renewable energy in Russia and discusses the current state of renewable energy in the country. The Russian support scheme for renewable energy is elaborated in detail for both the wholesale and retail energy markets, and the outcomes of the policy are assessed based on the current state of renewable energy in Russia. Russia has introduced an unusual scheme to promote renewable energy: compensating investments in capacity installed and guaranteeing investors a certain return on their investments. This instrument is known in the literature as a ‘capacity-based mechanism’ or simply a ‘capacity mechanism’. The capacity mechanism also imposes some restrictions and incentives to motivate renewable-energy production and attempts to minimise the cost burden of the subsidies on the taxpayer. Renewable-energy investments in other countries are commonly supported by paying projects for the electricity produced, rather than the installed capacity. The Russian approach has practical relevance from the policymakers’ perspective because, in contrast to conventional power plants that can be operated non-stop to produce electricity, many forms of renewable energy are not able to guarantee production on command. Paying for actual electricity production encourages investors to select appropriate sites for renewable energy generation. However, the Russian case demonstrates that renewables can also be supported through installed capacity. In this chapter, we present a short overview of Russian renewable-energy policy, review the academic literature on this topic, and analyse the outcomes of the policy in terms of the current state of renewable energy in Russia, paying particular attention to the effect of the capacity mechanism.

    While most hydrogen research focuses on the technical and cost hurdles to a full-scale hydrogen economy, little consideration has been given to the geopolitical drivers and consequences of hydrogen developments. The technologies and infrastructures underpinning a hydrogen economy can take markedly different forms, and the choice over which pathway to take is the object of competition between different stakeholders and countries. Over time, cross-border maritime trade in hydrogen has the potential to fundamentally redraw the geography of global energy trade, create a new class of energy exporters, and reshape geopolitical relations and alliances between countries. International governance and investments to scale up hydrogen value chains could reduce the risk of market fragmentation, carbon lock-in, and intensified geo-economic rivalry
