    Accessing emergency rest centres in the UK - lesson learnt

    Emergency rest centres (ERC) are premises that are used for the temporary accommodation of evacuees during an emergency situation. They form an important part of emergency response, by providing a focal point for receiving people and providing food, shelter, information and support. The Disability Discrimination Act 2005 creates a legislative right for ā€˜reasonableā€™ access to goods and services for disabled people. This legislation does not differentiate between emergency and non emergency situations which means that those with a responsibility for emergency planning need to consider the accessibility of ERCs. This article examines ERC provision and reviews access for disabled people. It focuses on a study of three ERCs that were established in different local authority areas within the Yorkshire and Humber region in the UK during a flooding event on 25th June 2007. While uncovering many instances of good practise, the results from the research also identified a number of lessons to be learnt, in particular it was noted that the main barriers to access were encountered with: ā€¢ Facilities and elements that did not comprise part of the buildings normal operation, such as the provision of bedding, medical assistance and effective communication; and ā€¢ Facilities that would not normally be expected to be used to the extent, or duration, whilst the emergency rest centre was in operation, such as the provision of adequate welfare facilities. The research also noted that Civil Protection Legislation within the UK contains limited instruction or guidance to those with responsibility for Emergency Rest Centre provision. This provides little impetus for Emergency Planners to consider the needs of disabled people. This research has broad implications for local authorities and national government representatives. It identifies a need for those with responsibility for emergency planning and response to strengthen their knowledge of disabled people, and to adopt a more holistic approach to the provision of emergency planning and response

    This is the final versionThe derivation of generic constitutive rules for Problem Structuring Methods (PSMs) was motivated by the observation of everyday problem structuring in organisations (Yearworth & White, 2014). The existence of a ā€˜problem structuring mentalityā€™ naturally provokes questions about appropriate underlying theory. There is already a nexus around the practice of problem structuring and theorising about it and social practice theory offers a way forward (Ormerod, 2008, 2014, 2016). This might provide the means for connecting research into OR practice with wider debates in the management literature. The workshop nature of PSM engagements provides a unique insight into the particular place and particular time of management decision making when dealing with messy problems.     Endocrine disruption in aquatic systems: up-scaling research to address ecological consequences

    Endocrine-disrupting chemicals (EDCs) can alter biological function in organisms at environmentally relevant concentrations and are a significant threat to aquatic biodiversity, but there is little understanding of exposure consequences for populations, communities and ecosystems. The pervasive nature of EDCs within aquatic environments and their multiple sub-lethal effects make assessments of their impact especially important but also highly challenging. Herein, we review the data on EDC effects in aquatic systems focusing on studies assessing populations and ecosystems, and including how biotic and abiotic processes may affect, and be affected by, responses to EDCs. Recent research indicates a significant influence of behavioural responses (e.g. enhancing feeding rates), transgenerational effects and trophic cascades in the ecological consequences of EDC exposure. In addition, interactions between EDCs and other chemical, physical and biological factors generate uncertainty in our understanding of the ecological effects of EDCs within aquatic ecosystems. We illustrate how effect thresholds for EDCs generated from individual-based experimental bioassays of the types commonly applied using chemical test guidelines [e.g. Organisation for Economic Co-operation and Development (OECD)] may not necessarily reflect the hazards associated with endocrine disruption. We argue that improved risk assessment for EDCs in aquatic ecosystems urgently requires more ecologically oriented research as well as field-based assessments at population-, community- and food-web levels

    An observational prospective study of topical acidified nitrite for killing methicillin-resistant Staphylococcus aureus (MRSA) in contaminated wounds

    Background Endogenous nitric oxide (NO) kills bacteria and other organisms as part of the innate immune response. When nitrite is exposed to low pH, NO is generated and has been used as an NO delivery system to treat skin infections. We demonstrated eradication of MRSA carriage from wounds using a topical formulation of citric acid (4.5%) and sodium nitrite (3%) creams co-applied for 5 days to 15 wounds in an observational prospective pilot study of 8 patients. Findings Following treatment with topical citric acid and sodium nitrite, 9 of 15 wounds (60%) and 3 of 8 patients (37%) were cleared of infection. MRSA isolates from these patients were all sensitive to acidified nitrite in vitro compared to methicillin-sensitive S. aureus and a reference strain of MRSA. Conclusions Nitric oxide and acidified nitrite offer a novel therapy for control of MRSA in wounds. Wounds that were not cleared of infection may have been re-contaminated or the bioavailability of acidified nitrite impaired by local factors in the tissue

    The effects of riparian forestry on invertebrate drift and brown trout in upland streams of contrasting acidity

    International audienceVariations in macroinvertebrate drift and benthic invertebrate abundance were assessed in 30 upland Welsh streams of varying acidity (pH 6.0) and riparian land-use (conifer, moorland or native broadleaf). The consequences for the diet and condition of wild brown trout Salmo trutta were also assessed. As expected from previous studies, there were significant reductions in benthic invertebrate abundance, aquatic drift density (by >60%), aquatic drift biomass (by >35%), total drift density (by >35%) and total drift biomass (by >20%) at acid sites by comparison with circumneutral sites due largely to the scarcity of mayflies. Absolute drift from terrestrial sources was unrelated to stream pH but formed a significantly greater proportion of total drift at acid sites (30-65% of density) than at circumneutral sites (20-40%) as aquatic contributions declined. Most of this apparent land use effect reflected significantly increased terrestrial drift under broadleaves. There was no significant reduction in terrestrial or aquatic drift at conifer forest sites per se after accounting for low pH. Trout diet varied substantially between locations partly reflecting variations in drift: significantly fewer mayflies and stoneflies were eaten at acid sites, and significantly more terrestrial prey were eaten under broadleaves. However, acidity did not reduce trout condition or gut-fullness. Unexpectedly, trout condition was significantly enhanced at conifer sites, irrespective of their pH. Hence, acidity has greater effects on the benthic abundance and drift density of invertebrates in upland streams than does riparian land use. However, trout forage flexibly enough to offset any possible food deficit, for example by switching to chironomids and terrestrial invertebrates. Enhanced terrestrial contributions to invertebrate drift from riparian broadleaf trees may be important in supplementing foraging opportunities for trout where aquatic prey are scarce.     Microplastic ingestion by riverine macroinvertebrates

    Although microplastics are a recognised pollutant in marine environments, less attention has been directed towards freshwater ecosystems despite their greater proximity to possible plastic sources. Here, we quantify the presence of microplastic particles (MPs) in river organisms upstream and downstream of five UK Wastewater Treatment Works (WwTWs). MPs were identified in approximately 50% of macroinvertebrate samples collected (Baetidae, Heptageniidae and Hydropsychidae) at concentrations up to 0.14 MP mg tissueāˆ’1 and they occurred at all sites. MP abundance was associated with macroinvertebrate biomass and taxonomic family, but MPs occurred independently of feeding guild and biological traits such as habitat affinity and ecological niche. There was no increase in plastic ingestion downstream of WwTW discharges averaged across sites, but MP abundance in macroinvertebrates marginally increased where effluent discharges contributed more to total runoff and declined with increasing river discharge. The ubiquity of microplastics within macroinvertebrates in this case study reveals a potential risk from MPs entering riverine food webs through at least two pathways, involving detritivory and filter-feeding, and we recommend closer attention to freshwater ecosystems in future research

    Biological traits and the transfer of persistent organic pollutants through river food webs

    Freshwater organisms remain at risk from bioaccumulation and biomagnification of persistent organic pollutants (POPs), but factors affecting their transfer through food webs are poorly understood. Here, we investigate transfer pathways of polychlorinated biphenyls, polybrominated diphenyl ethers, and organochlorine through a river food web, assessing the distribution and flux between basal resources (n = 3), macroinvertebrates (n = 22), and fish (n = 1). We investigate the effects of biological traits on the observed patterns and use trait-based models to predict POP bioaccumulation. Transfer pathways differed among POPs and traits such as habitat affinity, feeding behavior, and body size explained some variation in POP burdens between organisms. Trait-based models indicated that relationships between POPs, trophic transfers, and traits were relatively well conserved across a wider array of river food webs. Although providing more consistent predictions of POP bioaccumulation than steady-state models, variability in bioaccumulation across food webs limited the accuracy of trait-model predictions. As some of the first data to illustrate how ecological processes alter the flux of pollutants through river food webs, these results reveal important links between POPs and contrasting energetic pathways. These data also show the utility of trait-based methods in the assessment of persistent contaminants, but further field validations are required

    Understanding participant actions in OR interventions using practice theories: a research agenda

In this paper we examine the intellectual development of practice theory, highlighting the importance of the key ideas that have shaped thinking on organisational activities and show their relevance to OR. In particular, we examine the social theories that OR researchers have adopted, what data was captured, and how it was analysed in order to establish empirical grounding in case studies involving workshops and meetings published by OR researchers. The cases thus provide a useful empirical basis for comparison to outline the prospects for the use of practice theories by OR academic researchers. Finally, we propose an agenda to advance the understanding of practice theories and their contribution to the theory and practice of OR
