    ANALYSIS OF CONSTRAINTS WITH ACCESS TO SECURE PROPERTY RIGHTS REGISTRATION IN AKURE, NIGERIA

    A reasonable proportion of economic achievement is derivable from an active land market system that is supported with improved and formalized land right registration. However, there are still constraints with access to secure property rights registration in many states of Nigeria in contrast with the experience in developed economies. This situation inhibits a healthy real estate property market development. The paper elicited data from 150 professionals in the built environment within Akure, the capital of Ondo state, using a structured questionnaire. Factor analysis by principal components was adopted in the data analysis to classify identified twenty-one variables that constitute constraints to property rights registration in the study area. The results show that six components accounted for 77.23% of the total variance explained and a total of six factors were extracted which converged in 10 iterations.  Time taken in achieving land title registration, the bureaucratic procedure involved, inappropriate document to work with, poor knowledge of ICT among officials and poor internet connectivity are among inhibiting factors.  There is need to introduce modern Land Information System (LIS) and Geographic Information System (GIS) into property right registration process to make data more secure, enhance huge data storage, easy access and retrieval

    Adequate Compensation as a Tool for Conflict Resolution in Oil-Polluted Wetlands of Niger Delta Region of Nigeria

    Nigeria as a nation is battling with conflicts in virtually all geopolitical zones of the country. A major conflicting region is Niger Delta, where oil and gas resource of the nation domicile and this has become a major threat to the national development as well as the economic base of the nation. The conflict in Niger Delta has many dimensions to it and has given birth to unrepentant militant whose aim is to truncate the nation if their demands were not met. Although attempts have been made by the government at various levels as well as the multinational oil companies to address the problems emanating from the negative effect of oil and gas exploration, production and transportation in the region, the desired peace is yet to be fully realized. As part of the solution to the conflict in Niger Delta, this paper argued that adequate compensation to oil pollution victim is a right step in right direction. However, to arrive at such compensation value, there is need to review the legal framework, composition of heads of claim, as well as the procedural guide to the conduct of compensation valuation among the Nigerian Estate Surveyors and Valuers

    Investigating Dispute and its Effect on Real Estate Transactions: Evidence from Traditional Urban City in Nigeria

    Clash of interest seems to be unavoidable in real estate matters. This could be due to the market’s complexity and the heterogeneous participants involved. The study examined the causes of dispute and its implication on real estate transactions in Akure (a traditional urban city), Nigeria. Data were collected through questionnaires administered to the target respondents, which comprise disputant residents and Estate Surveyors, and Valuers. The results were analyzed with mean item score and agreement analysis. Findings are that multiple allocations of land and boundary conflicts are the significant factors causing disputes within the study area. It was also discovered that development delay and market interruptions are the substantial implication in the disputes arising from real estate transactions. The study recommends that the concerned authority on land matters should ensure proper land record-keeping. This will help put to check the problem of multiple land allocations. Also, the appropriate land boundary mapping should be done to mitigate issues arising from boundary conflicts

    A REVIEW OF THE EFFECTS OF LAND-USE CHANGE ON SOCIAL SUSTAINABILITY IN AN EMERGING ECONOMY

    Purpose: The purpose of this study is to review the quest for physical development and economic viability which has overshadowed the social aspect of sustainable development that produces a liveable urban settlement in many emerging economies. Many of the urban areas of developing countries are characterized by sporadic/unguided land-use changes as a result of urbanization coupled with poor planning and management of land-use. Unfortunately, these changes are impacting negatively on the social fabric of sustainable and this calls for urgent attention. Methodology: The study is based on an extensive review of literature on land-use changes and social sustainability in both the developed and emerging economies in order to identify gaps in practice and management of urban land development. Main Findings: The results showed that although a considerable investment has been made and enormous efforts geared towards achieving sustainable development in Nigeria urban areas, little or no attention devoted to social sustainability in the planning and execution of these projects has rather led to unsustainable development. Many developmental projects and planning were politicized and thereby jettisoned social sustainability in the process. Implication: It is important that urban land-use change should be appropriately monitored, purposively driven, and stakeholders must be responsive to promoting social sustainability to achieve a wholesome urban development. Novelty: This study to the best of our knowledge is the first attempt that links urban land-use change and social sustainability especially in Nigeria. It has also provided information to guide the land-use planners, the policymakers and other stakeholders towards achieving a wholesome urban land-use development

    Covid-19 protocols:assessing construction site workers compliance

    Purpose: This paper aims to investigate construction site workers’ compliance with various coronavirus (Covid-19) protocols while working on construction sites. Design/methodology/approach: This survey was conducted at the end of the imposed lockdown following Nigeria’s upsurge of the Covid-19 pandemic. The survey research method was adopted for the study using a structured questionnaire administered to 246 construction site workers under strict Covid-19 preventive measures. The data was complemented through personal observations of the study site activities. The results were analysed using frequency tables and a factor analytical approach. Findings: The preventive measures in place on construction sites can be classified into personal protective measures, good etiquette/manners, contact precautions and prompt actions. Although the workers claimed to be aware of the Covid-19 pandemic, their disposition towards the preventive measures on construction sites is worrisome. Hence, their level of compliance with the protocols could mitigate the spread of the virus. Originality/value: This paper fulfils an identified gap to study the need to promote public health by mitigating the global pandemic’s spread in areas where social distancing cannot be easily observed

    INTEGRATING BUILDING INFORMATION MODELING FOR IMPROVING FACILITY MANAGEMENT OPERATIONS:A FUZZY SYNTHETIC EVALUATION OF THE CRITICAL SUCCESS FACTORS

    Building information modelling (BIM) is a novel technological advancement in the built environment. Despite the potentials of BIM, its adoption and implementation are undermined in facility management operations. This might be because of limited information on the critical success factors that can enhance its adoption. The study seeks to assess the critical success factors (CSFs) required to influence the successful adoption and implementation of BIM for facility management (FM) operations. Data for the study were sourced from practicing and registered facility managers within Lagos metropolis, Nigeria. The data collected were analysed using a combination of methods which include mean item score, factor analysis, and Fuzzy Synthetic Evaluation (FSE). The factor analysis results showed that six underlying groups of CSFs would enhance the effective adoption of BIM in facility operations. The FSE results showed that out of the six groups, the three topmost important CSFgrouping (CSFG) in the decision rule would enhance the effectiveness of BIM adoption for FM operations. The result of this study provides a credible road map for facility managers, policymakers, and other stakeholders in facility management operations on the CSFs and CSFG required for the adoption of BIM. Previous studies that aimed at integrating BIM into facility management are limited. Hence, this study provides a broad perspective on the CSF required for BIM adoption and implementation in FM operations using the FSE approach

    Guidelines on Asset Management of Offshore Facilities for Monitoring, Sustainable Maintenance, and Safety Practices

    Recent activities in the oil and gas industry have shown an increasing need for monitoring engagements, such as in shipping, logistics, exploration, drilling, or production. Hence, there is a need to have asset management of these offshore assets (or facilities). Much of the offshore infrastructure is currently approaching or past its operational life expectancy. The study presents an overview on asset management of offshore facilities towards monitoring, safe practices, maintenance, and sustainability. This study outlines the major considerations and the steps to take when evaluating asset life extensions for an aging offshore structure (or asset). The design and construction of offshore structures require some materials that are used to make the structural units, such as offshore platform rigs, ships, and boats. Maintaining existing assets in the field and developing new platforms that are capable of extracting future oil and gas resources are the two key issues facing the offshore sector. This paper also discusses fault diagnosis using sensors in the offshore facilities. The ocean environment is constantly corrosive, and the production activities demand extremely high levels of safety and reliability. Due to the limited space and remote location of most offshore operations, producing cost-effective, efficient, and long-lasting equipment necessitates a high level of competence. This paper presents the guidelines on asset monitoring, sustainable maintenance, and safety practices for offshore structures. In this study, the management of offshore structures were also presented with some discussions on fault monitoring using sensors.
