    The legislature has added the responsibility of conflict mediation and resolution to its numerous functions The legislature has established an enviable record of performance in this area For instance since 1999 the legislature has positively intervened and settled several government labour disputes be it over minimum wage ASUU demands for better conditions of service in the Universities or most recently the fuel subsidy strike The timing of the removal of subsidy from petroleum products by the Executive was most inauspicious It came at a time when majority of Nigerians were in their various villages and communities for the Christmas and New Year festivities They were trapped and stranded as they could not afford the huge escalation in fuel price which moved from N65 to N140 per litre of petrol in the average Nigerian community No one anticipated such sudden sharp increase as Nigerians had planned the budget for their trips based on existing cost parameters and indices People were thus thrown into unavoidable economic turmoil and even reduced to the level of destitution and beggary As the representatives of the people The National Assembly were inundated with barrage of calls and protestations from our constituents all over the country on their worsening economic situation occasioned by the subsidy removal Confronted with such a terrible situation the House of Representatives had to convene an emergency session on a Sunday 8th January 2012 the first of its kind in our legislative history This culminated in the decision of the House to set up the Hon Farouk Law an led Ad-Hoc Committee on the Investigation and Monitoring of the Fuel Subsidy regime To address the urgent matter of the impending strike the National Assembly set up the Patrick Ikhariale Committee to reach out to Labour and arrest the situation The findings of the Committee have since revealed that the huge funds being misapplied by a privileged few in our society in the name of

    Stakeholder relations management as a public relations tool for socio-economic development in Nigeria

    No proper organization can function independent of its environment. Each is made up of an internal structure, and exists within a framework of interrelated system of relationships with key stakeholders such as competitors, donors, consumers, regulators, the media, and so on. Therefore, there is the need to depart from the traditional approach of influencing public opinion to a more modern and strategic approach of guarding public moods, disposition and judgement before even attempting to satisfy expectations. The objective of this study was to ascertain whether Stakeholder Relations Management can be used as a Public Relations tool for socio-economic development in Nigeria. The aim was to establish the veracity of the statement that stakeholder relations management is a public relations tool and if it could be used for socio-economic development of Nigeria. Data was collected from available literature on stakeholder relations management and public relations. Also the professional observations of the authors were also used. Good stakeholder relationship management which is one of the tools of modern public relations that foster a sense of joint ownership, prevents undue bureaucracy or industrial disputes, makes resources available, keeps information/knowledge and feedback flowing and enhances cooperation to achieve the desired outcome of socio-economic development. The study proposed that organizations have to evaluate the possibility of adapting and/or integrating the benefit of the emerging stakeholder management trends into their institutional framework. The management of organizations must realize that for their organizations to be competitive in the global economy, they have to leverage on these collaborative relationships with both internal and external systems in their networks to achieve results

    Managing innovations in telecommunications industry in Nigeria

    Of all the challenges faced by managers today, the management of technological innovation (MTI) is one of the most demanding. Get it right and firms create value and profit. Get it wrong and firms can face serious and perhaps terminal problems, losing money, workers, and reputation. This will lead to revenue loss, company closures and increased unemployment. The objective of this study was to assess the level of innovation in Nigeria's telecommunications industry. The aim was to ascertain how innovative the operators in the industry are which in turn determines how competitive the industry is. Data was collected from available literature on the telecommunications industry. The study proved that there are innovative activities being carried out by the various operators but there is still a lot of room for improvement. The study also found out that government and regulatory authorities need to do more in the area of infrastructural development and policy formulation to ensure a level playing field for both the old and new entrants. The study recommended that all stakeholders in the telecommunications industry, especially the regulator, shareholders, sponsors/directors, top management, and the government, should ensure that there is an innovation strategy in place which should be managed to ensure a high level of productivity and competition amongst the various operators. The study concluded that most of the service providers do not have designed corporate innovation strategies or processes. Furthermore, there are no agents of innovation and innovation teams across the various organizations; champions who will assist the project manager with the implementation and tracking of ideas, innovations and changes. Therefore, there is the need by the various service providers to breakdown functional barriers in their various organizations. However, it is equally important for these organizations to minimize the impact of hierarchies so that a seamless flow of ideas is made possible

    Problem of Integration with Respect to Unbounded Measures on the Set of Projections

    We note if j is a normal weight on M, then is a measure on projections and if a measure on projections can be extended to a normal weight, then the problem of constructing an integral with respect to this measure reduces to the problem of constructing an integral with respect to the weight. We therefore present several methods of constructing noncommutative integration which gives a survey of the contemporary state of the theory in the von Neumann algebra (M) with respect to weightj. For every aÎ [0,1], the Banach space is isometrically isomorphic to the space Lp(t) and the space is, by definition, the Banach space completion of  in the norm .We construct the scale of Lp(j) spaces  with respect to a faithful normal semifinite (f.n.s.) weight j on a von Neumann algebra M. These spaces are realized by operators. This is achieved by extending the original algebra M, and the Hilbert space where M originally acted is altered, as well. In the construction of the scale, the concept of an operator-valued weight is used. We discuss the problem of integration with respect to measures on projections which remains open for unbounded measures (m(1) = +¥) and their structure has been studied only for the algebra ?(?).     Modeling the Determinants of Foreign Reserves in Nigeria

    This study evaluated the determinants of foreign reserves in Nigeria. Literature relevant to the subject matter were rigorously reviewed. The model of the study hypothesized that foreign reserve (RESV) in Nigeria is a function of some macroeconomic variables. The Johansen cointegration tests established evidence of a long run relationship among the variables. The results of the estimated short run coefficients based on parsimonious Error Correction Model (ECM) indicated that RGDP, oil exports (OILEXP) are positive and significant determinants of RESV. This significant deterministic value of OILEXPT remained up to the first period lag. Expectedly, EXCH was found to be significant but negative determinant of RESV. FDI inflows positively and significantly determine RESV only in its first period lag while lending rate (LR) was discovered to be a negative and insignificant determinant. Similarly, the coefficient of inflation rate (INFL) was negative and significant. However, the coefficient of non-oil exports (NOILEXP), though positive, was not significant determinant of RESV. The probability of the diagnostic tests conducted reinforced the robustness of the model. On the basis of the empirical findings we recommend that the government incentivise NOILEXP as a means of positively affecting RESV. Keywords: Foreign Reserves, Exchange Rate.     The Challenges of Selection and Acquisition of Grey Literature in Francis Sulemanu Idachaba Federal University of Agriculture Makurdi

    This study was designed to examine the challenges of selection and acquisition of grey literature in Francis Sulemanu Idachaba Federal University of Agriculture Makurdi. Six research questions were answered. The population for this study was 89 subjects comprising all staff both Professionals and Para-professional from University of Agriculture Makurdi library. There was no sampling for the study. The entire population of 89 was used for the study as sample. Findings of the study revealed types of grey Literature provided, processes of selecting grey literature, methods of acquisition of grey literature, methods of processing of grey literature, extent to which grey literature and the strategies for improving on the selection and acquisition of grey literature in Francis Sulemanu Idachaba Library University of Agriculture Makurdi. The study concluded that there are strategies could be adopted for improving the selection and acquisition of grey literature. It was recommended that the government should make provision for adequate funds for acquisition of grey literature, University management should embark on regular review and supply of new grey materials, regular review and supply of new grey materials the library and creation of proper awareness to both teachers and students on the role of grey literature
