Gentrification and affordability of housing in UK and global metropolitan areas raises issues of equality and segregation of social housing tenants, foregrounded by the recent Grenfell Tower disaster. Government policies such as Right to Buy have resulted in a reduction in the amount of social housing, created long waiting lists, and necessitated long stays for families in temporary accommodation (TA) while waiting for permanent housing. Many local authorities struggle to meet the need for TA, and increasingly are adopting a strategy of buying less expensive housing sites 'out of borough.' (LGA, 2017). Families in TA may therefore have little choice about moving miles away from informal and formal social supports.
In the south of England, a large housing site in one local authority was bought by another local authority for use as 'Out of Borough' TA. Two councils bid against each other for the rights to the site. The authority where the site is located was outbid, creating a situation where one ‘sending borough’ (SB) re-located a number of families eligible for social housing in TA to another 'receiving borough' (RB). The RB then becomes responsible for the health and social care needs of the incoming residents.
The current research examines the impact of this phenomenon on the RB and the community in which the site is located. An instrumental case study methodology is used to examine various perspectives on this phenomenon to increase understanding of the fine grain detail SB-RB scenario, and generate wider understanding of the issue. Purposive sampling was used to identify key stakeholders. Data were double coded, analysed and organised thematically (Attride-Stirling, 2001).
Two relevant theoretical approaches are applied –Social Geography and complexity theory. The former assists in understanding issues related to space, place, and resources (Massey, 1995). The latter refers to the organisation of complex adaptive systems (Johnson, 2014) and 'attractors' which influence them.
Arising Global themes include: Integration and social relationships; Social work services and community support; and Policy and market influences. Areas of convergence and divergence are discussed. Suggestions are made for practice which can act as 'attractors' to support positive outcomes in SB-RB complex systems

The Color-Magnitude Relation in Coma: Clues to the Age and Metallicity of Cluster Populations
We have observed three fields of the Coma cluster of galaxies with a narrow
band (modified Stromgren) filter system. Observed galaxies include 31 in the
vicinity of NGC 4889, 48 near NGC 4874, and 60 near NGC 4839 complete to
M_5500=-18 in all three subclusters. Spectrophotometric classification finds
all three subclusters of Coma to be dominated by red, E type (ellipticals/S0's)
galaxies with a mean blue fraction, f_B, of 0.10. The blue fraction increases
to fainter luminosities, possible remnants of dwarf starburst population or the
effects of dynamical friction removing bright, blue galaxies from the cluster
population by mergers. We find the color-magnitude (CM) relation to be well
defined and linear over the range of M_5500=-13 to -22. After calibration to
multi-metallicity models, bright ellipticals are found to have luminosity
weighted mean [Fe/H] values between -0.5 and +0.5, whereas low luminosity
ellipticals have [Fe/H] values ranging from -2 to solar. The lack of CM
relation in our continuum color suggests that a systematic age effect cancels
the metallicity effects in this bandpass. This is confirmed with our age index
which finds a weak correlation between luminosity and mean stellar age in
ellipticals such that the stellar populations of bright ellipticals are 2 to 3

The evaluation of a shuttle borne lidar experiment to measure the global distribution of aerosols and their effect on the atmospheric heat budget
A shuttle-borne lidar system is described, which will provide basic data about aerosol distributions for developing climatological models. Topics discussed include: (1) present knowledge of the physical characteristics of desert aerosols and the absorption characteristics of atmospheric gas, (2) radiative heating computations, and (3) general circulation models. The characteristics of a shuttle-borne radar are presented along with some laboratory studies which identify schemes that permit the implementation of a high spectral resolution lidar system
Polyharmonic approximation on the sphere
The purpose of this article is to provide new error estimates for a popular
type of SBF approximation on the sphere: approximating by linear combinations
of Green's functions of polyharmonic differential operators. We show that the
approximation order for this kind of approximation is for
functions having smoothness (for up to the order of the
underlying differential operator, just as in univariate spline theory). This is
an improvement over previous error estimates, which penalized the approximation
order when measuring error in , p>2 and held only in a restrictive setting
