    A framework for medical records appraisal as a first gear towards an eventual efficient disposal to support effective healthcare service delivery

    The importance of records appraisal in the public healthcare sector is worth prioritising during healthcare business planning. If records are not properly appraised may lead to storage congestion, which lead to untidy filing that results in misfiling or no filing at all, resulting in retrieval difficulties or impossible retrieval during healthcare service delivery. In the healthcare institutions, that may lead to patients receiving poor service or no service at all. This study sought to investigate and recommend a framework for medical records appraisal to eventual disposal as a means to ensure support to effective healthcare service delivery in the public hospitals of the Limpopo province of South Africa. This predominantly quantitative study used the questionnaire supported by documents analysis and observation to collect data in 40 hospitals in Limpopo. The study discovered that retention periods for different categories of medical records in the public healthcare sector of the Limpopo province was conducted and populated into the policy and filing plans but no disposal was implemented. Instead, these appraisal products which are policy, procedure manual and filing plans, are not implemented due to a lack of key resources. Officials are still struggling with the search for medical records required by doctors in a pool of useless records that should have being disposed of many years ago. The study recommended a framework for medical records appraisal to eventual disposal to ensure effective support to healthcare service delivery and appropriate management support with the required resources

    Fraud interpretation and disclaimer audit opinion: Evidence from the Solomon Islands public sector (SIPS)

    PURPOSE: Financial transactions fraud (FTF) and financial statements fraud (FSF) grew exponentially during the past decades coupled with complex and sophisticated technological developments. This study aims to investigate the practitioners’ interpretation of fraud with recurring audit issues in the disclaimer audit opinions (DAOs) reports within the Solomon Islands public sector (SIPS). // DESIGN/METHODOLOGY/APPROACH: The empirical study involves qualitative data analysis. The analysis alongside theoretical developments is informed by the “fraud triangle” theory. // FINDINGS: The research results revealed the practitioners’ acknowledgement of FSF, FTF and fraud in the SIPS, as generally prevalent and aligned to some components of the fraud triangle theory. This study is sceptic about the good intentions of the International Public-Sector Accounting Standards –Cash-basis framework and favours the Provincial Government Act 1997 and the Public Finance Management Act 2013 requirements. It further suggests that fraud is positively linked to repeated audited report issues and the executive management when DAOs issues appear repeatedly in annual audit reports. // ORIGINALITY/VALUE: This study contributes to the literature on fraud and attempts to link the interpretation of fraud with recurring audit issues in the DAOs reports in the SIPS. It views fraud awareness and knowledge from the perspective of the audit practitioner. There is an increasing need to understand how fraud knowledge impacts decision making and the actions of auditors and others, an area that is underdeveloped

    The major purpose of this dissertation is the construction of a curriculum model for the teaching of autobiography. The study is based on the contention that learning is rendered more meaningful when instructional practices attend to both the cognitive and affective development of the student. It offers a methodology which utilizes the personal experience of the learner while teaching a traditional discipline. Chapter One establishes a need for student-centered curricula and suggests autobiography as a viable vehicle for exposing students to conventional subject matter and allowing them to explore their own existence at the same time

    No Curs Allowed: Exploring the Subculture of Dogmen

    The aim of this research project was to explore and provide some insight concerning the otherwise clandestine, underground, subculture of dogfighting. More specifically, dogmen and dogfighting was examined using cinema, electronic media-outlets, and video websites. Apparently, the dogfighting phenomenon has been identified as a morally depraved subculture by mainstream society and sanctions against individuals identified as engaging in dogfighting is arguably non-utilitarian. It logically follows that the social and legal outcomes associated with the dogfighting phenomenon would force the subculture further underground where it could become a haven for illicit behavior and violence against people, property, and dogs. The results indicate that being a dogman and endorsing dogfighting is related to Pit Bull ownership, relative knowledge of dogfighting, deprivation, and access to the opportunity and willingness to enter the social world of dog-fighting. Additionally, the data suggests that the Pit Bull subculture is far from chaotic. The dogfighting subculture has internal systems and processes designed to regulate how the subculture operates. These systems and processes allow the subculture to not only survive, but to also thrive
