SYSTEMATIZATION OF INTERNATIONAL AND DOMESTIC EXPERIENCE IN PROJECT MANAGEMENT AIMED AT ADAPTING PUBLIC-PRIVATE PARTNERSHIPS TO THE IMPLEMENTATION OF SUSTAINABLE ENERGY DEVELOPMENT PROGRAMS

European countries are recognized leaders in the use of public-private partnerships in project management for large-scale infrastructure projects, including those that contribute to energy efficiency in various sectors of the economy. Their experience is a useful example for Ukraine in its quest for energy independence and economic stability. Establishing partnerships with business will increase the resources of the state and promote the involvement of the private sector in the implementation of profitable and image projects for both stakeholders. The development of mechanisms and recommendations for the development of public-private partnership (PPP) should be preceded by an analysis of international experience in creating a favorable and attractive environment in which public-private partnerships can be intensified. Since energy efficiency is the key to the successful functioning of the economy of any state, it is necessary, creating the conditions for the successful functioning of public-private partnership,to develop programs and projects to improve energy efficiency, which will be implemented under the PPP on a priority basis

Методика організації попереднього відбору проектів та робіт до складу бізнес-портфеля мультипрофільного підприємства

A review of the structural and functional model of development and an analysis of market conditions that are taken into account when choosing a project based on a group of influencing factors when choosing project options. The necessity of the analysis of the basic indicators concerning management of a subject area of ​​the project, management of cost, time management, and other component functions of management of the project of development is defined. From the standpoint of the structural approach, the real estate market is analyzed and classified by indices of value, price expectations, etc. It is revealed that the method of distribution of funds from the regional development fund, based on the analysis of a number of indicators of the region, the main of which are industrial output, budget and financial security, the ratio of per capita income and subsistence level, social structure, social security. and engineering infrastructure. The method of the list of criteria concerning the method of selection of projects for realization which consists in conformity of indicators of the project to each criterion is investigated, and on each criterion the expert estimation is given. The method allows to analyze all the advantages and disadvantages of the evaluated projects and ensures that none of the criteria will be forgotten, even if there are difficulties with the initial evaluation or with the formalization of the data. The developed mechanism influencing the project implementation allows to select in the portfolio such projects that are highly likely to be successfully implemented by the enterprise, and will really improve the internal processes at the enterprise and increase its competitiveness in the future, ie the portfolio is not just focused on in the near future, it aims to increase competitiveness in the long run. The advantages for companies that use the developed tools are to increase competitiveness based on accurate calculation of economic indicators of projects, ensuring a clear relationship between current project activities and management of enterprise strategy (due to concentration on strategic goals), use of strengths of internal development. the environment of the enterprise and the leveling of the weak (due to the importance of projects to improve business processes of the enterprise).Здійснено огляд структурно-функціональної  моделі девелопменту і проведено аналіз кон’юктури ринку що враховуються при виборі проекту на основі групи факторів впливу при виборі варіантів проєкту. Визначено необхідність аналізу основних показників стосовно управління предметною областю проекту, управління вартістю, керування часом, та іншими складовими функціями управління проектом девелопменту. З позицій структурного підходу аналізується ринок  нерухомості та класифікується за індексами вартості, цінового очікування та ін. Виявлено, що методика розподілу фінансових коштів з фонду регіонального розвитку, заснована на аналізі ряду показників стану регіону, основними з якими є  обсяг промислової продукції, бюджетно-фінансова забезпеченість, співвідношення середньодушових доходів і прожиткового мінімуму, соціальна структура населення, забезпеченість населення об'єктами соціальної та інженерної інфраструктури. Досліджено метод переліку критеріїв щодо методу відбору проектів для реалізації що полягає  у відповідності показників проекту кожним критерієм, і за кожним критерієм дається експертна оцінка. Метод дозволяє проаналізувати всі переваги та недоліки оцінюваних проектів і гарантує, що жоден з критеріїв не буде забутий, навіть якщо виникають труднощі з початковою оцінкою або з формалізацією даних. Розроблений механізм, що   впливає на реалізацію проекту, дозволяє відібрати в портфель такі проекти, які з високою часткою ймовірності будуть успішно реалізовані мультипрофільним підприємством, та дозволять дійсно поліпшити внутрішні процеси на підприємстві і підвищити його конкурентоспроможність в майбутньому, тобто портфель орієнтований не просто на отримання максимального доходу в найближчому майбутньому, він націлений на підвищення конкурентоспроможності в довгостроковій перспективі. Переваги для мультипрофільних підприємств, що застосовують розроблені інструменти, полягають у підвищенні конкурентоспроможності на основі точного розрахунку економічних показників проектів, забезпечення досить чіткого взаємозв'язку між поточною проектною діяльністю та управлінням реалізацією стратегії підприємства (завдяки концентрації зусиль на стратегічних цілях), використання сильних сторін розвитку внутрішнього середовища підприємства і нівелювання слабких (внаслідок обліку значимості проектів для поліпшення бізнес-процесів підприємства)

Гігієнічне навчання та виховання дітей є обов’язковим компонентом усіх профілактичних програм. Існуючі групові програми профілактики найбільш доступні, економічно вигідні і представляють собою найбільш ефективні методи профілактики основних стоматологічних захворювань. Але адекватна індивідуальна гігієна порожнини рота так само є невід’ємним компонентом профілактики карієсу зубів і патології тканин пародонту. Тому метою нашого дослідження стало визначення ефективності гігієнічного навчання у дітей дошкільного віку
