    Investigation of nonlinear absorption processes with femtosecond light pulses in lithium niobate crystals

    The propagation of high-power femtosecond light pulses in lithium niobate crystals (LiNbO3) is investigated experimentally and theoretically in collinear pump-probe transmission experiments. It is found within a wide intensity range that a strong decrease of the pump transmission coefficient at wavelength 388 nm fully complies with the model of two-photon absorption; the corresponding nonlinear absorption coefficient is betap~=3.5 cm/GW. Furthermore, strong pump pulses induce a considerable absorption for the probe at 776 nm. The dependence of the probe transmission coefficient on the time delay Deltat between probe and pump pulses is characterized by a narrow dip (at Deltat~=0) and a long (on the picosecond time scale) lasting plateau. The dip is due to direct two-photon transitions involving pump and probe photons; the corresponding nonlinear absorption coefficient is betar~=0.9 cm/GW. The plateau absorption is caused by the presence of pump-excited charge carriers; the effective absorption cross section at 776 nm is sigmar~=8×10^–18 cm^2. The above nonlinear absorption parameters are not strongly polarization sensitive. No specific manifestations of the relaxation of hot carriers are found for a pulse duration of ~=0.24 ps

    Ellipsoid embeddings and symplectic packing stability

    We prove packing stability for any closed symplectic manifold with rational cohomology class. This will rely on a general symplectic embedding result for ellipsoids which assumes only that there is no volume obstruction and that the domain is sufficiently thin relative to the target. We also obtain easily computable bounds for the Embedded Contact Homology capacities which are sufficient to imply the existence of some volume preserving embeddings in dimension 4.Comment: 18 pages, 3 figure

In collinear pump-probe experiments the probe transmission at the double pump wavelength 2lambda_p=776 nm is controlled by two different processes: A direct absorption process involving pump and probe photons (beta_r ~ or = 0.9 cm/GW) leads to a pronounced short-duration transmission dip, whereas the probe absorption by pump-excited charge carriers results in a long-duration plateau. Coherent pump-probe interactions are of no importance. Hot-carrier relaxation occurs on the time scale of < or ~0.1 ps

    Infrastructure for the Coupling of Dune Grids

    We describe an abstract interface for the geometric coupling of finite element grids. The scope of the interface encompasses a wide range of domain decomposition techniques in use today, including nonconforming grids and grids of different dimensions. The couplings are described as sets of remote intersections, which encapsulate the relationships between pairs of elements on the coupling interface. The abstract interface is realized in a module dune-grid-glue for the software framework dune. Several implementations of this interface exist, including one for general nonconforming couplings and a special efficient implementation for conforming interfaces.     Advancing the Right to Health Through Global Organizations: The Potential Role of a Framework Convention on Global Health

    Organizations, partnerships, and alliances form the building blocks of global governance. Global health organizations thus have the potential to play a formative role in determining the extent to which people are able to realize their right to health. This article examines how major global health organizations, such as WHO, the Global Fund to Fight AIDS, TB and Malaria, UNAIDS, and GAVI approach human rights concerns, including equality, accountability, and inclusive participation. We argue that organizational support for the right to health must transition from ad hoc and partial to permanent and comprehensive. Drawing on the literature and our knowledge of global health organizations, we offer good practices that point to ways in which such agencies can advance the right to health, covering nine areas: 1) participation and representation in governance processes; 2) leadership and organizational ethos; 3) internal policies; 4) norm-setting and promotion; 5) organizational leadership through advocacy and communication; 6) monitoring and accountability; 7) capacity building; 8) funding policies; and 9) partnerships and engagement. In each of these areas, we offer elements of a proposed Framework Convention on Global Health (FCGH), which would commit state parties to support these standards through their board membership and other interactions with these agencies. We also explain how the FCGH could incorporate these organizations into its overall financing framework, initiate a new forum where they collaborate with each other, as well as organizations in other regimes, to advance the right to health, and ensure sufficient funding for right to health capacity building. We urge major global health organizations to follow the leadership of the UN Secretary-General and UNAIDS to champion the FCGH. It is only through a rights-based approach, enshrined in a new Convention, that we can expect to achieve health for all in our lifetimes

    Comparison of methods to estimate ruminal degradation and intestinal digestibility of protein in hydrolyzed feather meal with or without blood

    Hydrolyzed feather meal (HFM) is a feedstuff high in rumen undegraded protein (RUP) that can be used as an effective source of metabolizable protein for dairy cattle. Because the production process may vary, the rumen degradability and intestinal digestibility of HFM may also vary. Additionally, some processes may incorporate additional blood into the final product to result in feather meal with poultry blood. To determine the rumen degradability and intestinal digestibility of these products, several laboratory assays can be used; the common assays are the mobile bag (MOB), modified three-step (MTS), and Ross (ROS) assays. Although all 3 assays determine RUP digestibility, they vary in whether they are performed in situ, in vitro, or both. The objective of this study was to evaluate the ruminal degradability and intestinal digestibility of HFM originating from processes that differ in their inclusion of blood, and to compare the MOB, MTS, and ROS assays. Ten samples of HFM, which were identified by the suppliers as HFM with little blood (n = 5) and with more blood (n = 5), were spot-sampled, collected from 10 production plants across the United States, and subjected to all 3 assays. Assay type had an effect on RUP, total-tract crude protein (CP) digestibility, and the amount of RUP digested. A significant effect was observed on RDP and RUP concentrations for blood inclusion; no effect was detected for total-tract CP digestibility. We found no difference in RUP digestibility for assay or blood inclusion. There was also no interaction of the effect of assay or blood inclusion. Results suggest that even though there are differences in chemical composition in HFM associated with the inclusion of blood, such as ash and crude fat, few if any differences are observed in intestinal digestion of protein. Although the assays varied in their estimates of rumen undegraded protein, MOB and MTS yielded the most similar values. However, all 3 assays resulted in similar estimates of RUP digestibility

    Perioperative administration of fibrinogen does not increase adverse cardiac and thromboembolic events after cardiac surgery

    Background Although infusion of fibrinogen concentrate is increasingly used in bleeding patients after cardiac surgery, safety data are scarce. We aimed to evaluate the effect of perioperative administration of fibrinogen concentrate on postoperative morbidity and mortality in patients undergoing cardiac surgery. Methods During a 2 yr study period, 991 patients underwent cardiac surgery at a single university centre and were eligible for propensity score (PS) matching. We matched 190 patients with perioperative infusion of fibrinogen concentrate (median dose 2 g) with 190 controls without fibrinogen administration. After PS matching, crude outcome was analysed. Further, a multivariate logistic regression including additional risk factors for adverse outcome was performed. The primary endpoint was a composite of mortality and the occurrence of major cardiac and thromboembolic events within 1 yr. Secondary outcomes included mortality after 30 days and 1 yr and the composite of mortality and adverse events after 30 days. Results The administration of fibrinogen concentrate was not associated with an increased risk for mortality and thromboembolic or cardiac events within 1 yr after cardiac surgery [unadjusted hazard ratio (HR) 0.91; 95% confidence interval (CI) 0.55-1.49; P=0.697]. When using multivariate logistic regression model, the HR for adverse outcome in patients with administration of fibrinogen concentrate was 0.57 (95% CI 0.25-1.17; P=0.101). Similarly, the administration of fibrinogen concentrate did not adversely affect the secondary outcomes when applying unadjusted and multivariate regression analyses. Conclusions Our study strongly suggests that the administration of fibrinogen concentrates at low dose is not associated with thromboembolic complications or adverse outcomes after cardiac surger

This paper describes a principled systems architecture---Encode, Shuffle, Analyze (ESA)---for performing such monitoring with high utility while also protecting user privacy.
