    The contested and contingent outcomes of Thatcherism in the UK

    The death of Margaret Thatcher in April 2013 sparked a range of discussions and debates about the significance of her period in office and the political project to which she gave her name: Thatcherism. This article argues that Thatcherism is best understood as a symbolically important part of the emergence of first-phase neoliberalism. It engages with contemporary debates about Thatcherism among Marxist commentators and suggests that several apparently divergent positions can help us now reach a more useful analysis of Thatcherism’s short- and long-term outcomes for British political economy. The outcomes identified include: an initial crisis in the neoliberal project in the UK; the transformation of the party political system to be reflective of the politics of neoliberalism, rather than its contestation; long-term attempts at the inculcation of the neoliberal individual; de-industrialisation and financial sector dependence; and a fractured and partially unconscious working class. In all long-term outcomes, the contribution of Thatcherism is best understood as partial and largely negative, in that it cleared the way for a longer-term and more constructive attempt to embed neoliberal political economy. The paper concludes by suggesting that this analysis can inform current debates on the left of British politics about how to oppose and challenge the imposition of neoliberal discipline today

    Best practices for selection of excipients for paediatrics - Workshop reflection

    The development of age appropriate formulations for the paediatric population has become one of the key areas of focus for the pharmaceutical industry - with a subsequent influence on excipient use. Selection of excipients with appropriate safety and tolerability is a major hurdle in paediatric formulation development. Various factors influence selection of excipients, including target age group, route of administration and dosage form. Evaluation of these factors and a clear rationale and justification is expected by the regulators when it comes to selecting excipients for paediatric formulation. Scientists are encouraged to apply the principle of benefit to risk balance to assess the suitability of excipients to the specific paediatric population for whom the formulation is intended. In order to understand how scientists approach the task of establishing the risk to benefit analysis, a workshop was organised by the European Paediatric Formulation Initiative (EuPFI) to reflect on the current scenario and the different practices employed by formulation scientists in the selection of excipients for paediatric formulations. Aspects assessed by regulators were also canvassed. Finally, the participants were asked to comment on how selecting excipients for use in paediatric formulations may differ from the considerations applied in selecting excipients for formulations for other age groups. Based on the workshop discussion, some recommendations and questions to consider emerged regarding the selection of excipients in paediatric drug development. These best practice recommendations provided a good starting point for a more systematic strategy for selecting excipients for paediatric formulation development

    Have changes in computerised tomography guidance positively impacted detection of cervical spine injury in children? A review of the Trauma Audit and Research Network data

    Background Clinically significant damage to the cervical spine in children is uncommon, but missing this can be life-changing for patients. The balance between rarity and severity leads to inconsistent scanning, with both resource and radiation implications. In 2014, the United Kingdom’s National Institute for Health and Care Excellence updated their computerised tomography neck imaging guidance in children. The aim of this study was to assess if the change in guidance had resulted in a change in diagnosis or imaging rates. Methods A retrospective review of the national Trauma Audit and Research Network’s data for computerised tomography spine imaging in children in 2012–2013 was compared to the same data sample collected in 2015–2016. Results The percentage of children presenting with neck trauma who were imaged reduced from 15.5 to 14.1% with an increase in confirmed cervical spine injury from 1.6 to 2.3% between the two time periods. The specificity of computerised tomography scanning increased from 10 to 16.4%. There was variation in scan rates, with major trauma centres scanning a greater percentage of children of all ages and with all injury scores, than trauma units. Discussion This study suggests national guidance can impact clinical care in a relatively short timeframe. Variation in how guidance is applied, with major trauma centres scanning proportionately more children with a lower yield, could be because scanning is more readily available, or because trauma protocols encourage more scans. Twenty per cent of injuries were not found on the initial computerised tomography, in keeping with previously reported data, because the injuries were ligamentous or cord contusion. This suggests a role for early magnetic resonance imaging in children with suspected spinal injury

    The report is one of a series of outputs from the national evaluation of the CBP, being undertaken by a team of researchers at the Policy Research Institute (PRI) at Leeds Metropolitan University and the Cities Research Unit at the University of West of England. The Capacity Building Programme for local government was launched in 2003 as a joint Department for Communities and Local Government (DCLG) / Local Government Association (LGA) initiative to support capacity building and improvement activities within local authorities in England. The evaluation of the Capacity Building Programme has been underway since late 2004. A scoping phase was conducted until May 2005, including a short evaluation of the Pilot Programmes. The main phase of the evaluation commenced in September 2005 and encompassed four main phases (see Section 1.3: p10)

    Interfacing GHz-bandwidth heralded single photons with a room-temperature Raman quantum memory

    Photonics is a promising platform for quantum technologies. However, photon sources and two-photon gates currently only operate probabilistically. Large-scale photonic processing will therefore be impossible without a multiplexing strategy to actively select successful events. High time-bandwidth-product quantum memories - devices that store and retrieve single photons on-demand - provide an efficient remedy via active synchronisation. Here we interface a GHz-bandwidth heralded single-photon source and a room-temperature Raman memory with a time-bandwidth product exceeding 1000. We store heralded single photons and observe a clear influence of the input photon statistics on the retrieved light, which agrees with our theoretical model. The preservation of the stored field's statistics is limited by four-wave-mixing noise, which we identify as the key remaining challenge in the development of practical memories for scalable photonic information processing

    High-speed noise-free optical quantum memory

    Quantum networks promise to revolutionise computing, simulation, and communication. Light is the ideal information carrier for quantum networks, as its properties are not degraded by noise in ambient conditions, and it can support large bandwidths enabling fast operations and a large information capacity. Quantum memories, devices that store, manipulate, and release on demand quantum light, have been identified as critical components of photonic quantum networks, because they facilitate scalability. However, any noise introduced by the memory can render the device classical by destroying the quantum character of the light. Here we introduce an intrinsically noise-free memory protocol based on two-photon off-resonant cascaded absorption (ORCA). We consequently demonstrate for the first time successful storage of GHz-bandwidth heralded single photons in a warm atomic vapour with no added noise; confirmed by the unaltered photon statistics upon recall. Our ORCA memory platform meets the stringent noise-requirements for quantum memories whilst offering technical simplicity and high-speed operation, and therefore is immediately applicable to low-latency quantum networks

    The political economy of Public Employment Services: measurement and disempowered empowerment?

    Active Labour Market Policies (ALMPs) and Public Employment Services (PES) are related components of the European Union and member state labour market policy. Typically, PES are analysed in terms of a narrow concern with efficiency and effectiveness of service. In this paper, we argue that PES are constituents in broader processes. They are not just means to facilitate employment, they are also part of transmission mechanisms for a political economy of competitiveness. They play a particular role in governance processes, and so serve to produce and reproduce power relations that are intrinsic to those processes. We argue that the technical ways that PES have been managed over recent decades has contributed to broader processes of disempowering labour, through depoliticized management practices. We argue that attempts at even limited re-empowerment of labour would require a repoliticization of these management practices

    The moderation effect of secure attachment on the relationship between positive events and wellbeing

    Positive events can reduce depression as well as enhance wellbeing. The role of secure attachment style in moderating the relationship between positive events and wellbeing is examined to further understand wellbeing models. Participants (n = 490) included two midlife groups and a student group from the UK. They completed the online Computerised Life Event Assessment Record (CLEAR), a measure of life events, the Vulnerable Attachment Style Questionnaire (VASQ) and the Warwick Emotional Wellbeing Scale (WEMWBS). Age was associated with higher rates of wellbeing and secure attachment style. A significant relationship was found between number of positive events and wellbeing, number of people close, and secure attachment score. Hierarchical multiple regression indicated a significant interaction between secure attachment style, number of positive life events and wellbeing. Simple slopes analysis demonstrated the association between positive life events and wellbeing was significant for secure attachment (B = 1.27, p = .003) but not insecure attachment (B = .04, n.s.). This suggests securely attached individuals are better able to take advantage of positive life events than insecurely attached individuals and experience a greater increase in wellbeing
