    Efficiency of zakat institutions in Malaysia: an application of data envelopment analysis

    The aim of this paper is to measure the efficiency of zakat institutions in Malaysia during the period of 2003 to 2007. Using a Data Envelopment Analysis (DEA) technique, the results show that zakat institutions have exhibited mean technical efficiency of 80.6%. The results also suggest that pure technical inefficiency dominates the scale inefficiency effects in determining technical efficiency of zakat institutions in Malaysia. Further analysis of Spearman and Pearson correlation coefficients suggests that while higher Muslim population states tend to positively correlated to zakat collection, its correlation with efficiency score does not indicate a strong relationship, implying that it does not promise efficiency of zakat organization

    Productivity growth of zakat institutions in Malaysia: An application of data envelopment analysis

    Purpose – The purpose of this paper is to analyze the changes in productivity of zakat institutions in Malaysia from 2003 to 2007. The data consist of a panel of 14 State Islamic Religious Councils (SIRCs) in Malaysia. Efficiency is measured by the Malmquist Index, using a data envelopment analysis (DEA) technique. Design/methodology/approach – This paper uses Malmquist Productivity Index, using a DEA technique. The Malmquist productivity measures are decomposed into two components: efficiency change and technical change index. Findings – The results showed that total factor productivity (TFP) has increased slightly for the whole industry, which is mainly due to the technical change rather than the efficiency change. Further decomposition of the efficiency change into its pure technical and scale efficiency components suggest that the pure efficiency is found to be a more important source of efficiency change than scale efficiency component. Originality/value – This paper investigates the productivity and efficiency of zakat institutions in Malaysia. It will be of value to provide evidence to the policy makers to improve the efficiency of the institutions

    A framework to analyse the efficiency and governance of zakat institutions

    Purpose – This paper aims to present a conceptual model on the efficiency and governance of zakat institutions that are responsible in collecting, managing and distributing zakat in Malaysia.Zakat is an Islamic religious “tax” charged on the rich and well-to-do members of the community for distribution to the poor and the needy as well as other beneficiaries based on certain established criteria according to the Qur'an. The main aim of zakat is to protect the socio-economic welfare of the poor and the needy.Design/methodology/approach – The paper reviews and synthesises the relevant literature on efficiency, governance and zakat. The paper then developed and proposed a conceptual model to study the efficiency and governance of zakat institutions. Findings – The paper identifies the appropriate methods to evaluate efficiency and governance of zakat institutions. Such evaluations are crucial for the Islamic financial system to function effectively in order to achieve the noble objectives of socio-economic justice through proper distribution of wealth.Originality/value – This paper presents a conceptual model of efficiency and governance of zakat institutions which would be useful for further empirical research in this area.The findings are not only relevant and applicable to Malaysia but also to other Muslim countries

    Determinants of efficiency of zakat institutions in Malaysia: A nonparametric approach

    Paying zakat is an obligation of the rich Muslims to give a specific amount of their wealth (with certain conditions and requirements) to beneficiaries called al-mustahiqqin with the main objective of the achievement of socioeconomic justice.Zakat institutions are trusted bodies that manage zakat in Muslim countries. In Malaysia, such zakat institutions are State Islamic Religious Councils (SIRCs).The institutions are expected to play a key role in promoting the socio-economic objectives of zakat in Malaysia. Thus, it is of prime importance that these institutions are being managed efficiently.The purpose of this paper is to analyse the efficiency of zakat institutions in Malaysia.This study uses the Malmquist Productivity Index to estimate productivity and efficiency of zakat institutions in Malaysia and the Tobit model to determine the factors affecting efficiency of zakat institutions in Malaysia.The data consists of a panel of fourteen zakat institutions in Malaysia during the period of 2003 to 2007.Our results suggest that Total Factor Productivity (TFP) of zakat institutions in Malaysia increased at an average rate of 2.4 per cent during the study period and is mainly attributed to technical progress rather than efficiency components.The empirical findings based on the Tobit regression suggest that zakat payment system, computerized zakat system, board size, audit committee and decentralization significantly affect the efficiency of zakat institutions in Malaysia

    Nature and symbol through useable approach in the novel Harga Sebuah Maruah

    Since centuries ago, the Malay community is synonym with nature that has a bonding tie. The nature becomes part of the lives for the Malay community and both rely on each other for living. Thus, this bonding makes the Malay community very sensitive towards the surrounding, incident or event that happens. In this context the Malay community will immediately reacts and connect towards whatever is happening in nature as an exemplary on their daily lives. Therefore, this article is to show that element of nature as a symbol in describing something meaningful or things. This research is based on the novel of Harga Sebuah Maruah (2007) authored by Azizi Haji Abdullah. This journal uses Usable Approach which is in the theory of Pengkaedahan Melayu as an analysing framework. It points on literature as a nature object which events has its course and functions in a way to benefits in the daily living of mankind. The theory of Pengkaedahan Melayu generated by Hashim Awang emphasizes on the way of live, believe and culture of the Islam community. This research shows that Usable Approach is appropriate to be absorbed in this research in showing that element of nature as a symbol in describing something meaningful or things by using the principle which is in the Usable Approach
