    Alan Plaunt was born in Ottawa, in 1904, shortly after Marconi\u27s successful experiments resulted in the development of wireless communication. The first Canadian radio station began operation in 1918 and, for the next fourteen years, broadcaster-businessmen dominated this new industry. These radio pioneers were eventually forced to accept a higher level of government involvement in broadcasting. Plaunt\u27s unrelenting efforts to fashion a new form of broadcasting, which would transcend the exploitation of radio solely for private gain, helped to establish the Canadian Radio Broadcasting Commission (CRBC) in 1932 and its successor, the Canadian Broadcasting Corporation (CBC), in 1936. The CBC was the product of his dedication and commitment to the leadership of the movement for public broadcasting in Canada. Plaunt was an influential figure, throughout the various parliamentary stages, leading to the passage of this legislation which governed Canadian broadcasting for almost a quarter of a century. It was his view that a publicly-owned system was essential if Canada\u27s cultural independence, which appeared threatened by her powerful neighbour to the south, was to be preserved. Plaunt\u27s organizing of the New Canada Movement, his philanthropy shown toward such nationalist publications as the Canadian Forum, and his assertion of Canada\u27s right to determine her own foreign policy, were further manifestations of his particular brand of Canadian nationalism. But it was radio that consumed most of Plaunt\u27s interest and enthusiasm, because he saw this new medium with an enormous capacity to both educate and unify Canadians. His vision of the CBC, as a national institution representative of various social groups and free from partisan influence, was darkened during the Second World War when the Corporation almost totally fell under the control of the federal government. Plaunt died in 1941, with the CBC\u27S future uncertain, but his years of public service established the foundation for the present day broadcasting system in Canada. His central notion of the symbiotic relationship between broadcasting and culture was to be reiterated in subsequent legislation governing both radio and television in Canada

    The Influence of Elections on the Accounting Choices of Governmental Entities

    This paper investigates whether gubernatorial elections affect state governmentsā€™ accounting choices. We identify two accounts, the compensated absence liability account and the unfunded pension liability account, which provide incumbent gubernatorial candidates with flexibility for manipulation. We find that, in an election year, the liability associated with compensated absences and unfunded pension liabilities are both systematically lower. We also find that the variation in these employment-related liabilities is correlated with proxies for the incumbent's incentives and ability to manipulate their accounting reports. Jointly, these results suggest that state governments manipulate accounting numbers to present a healthier financial picture in an election year

    Ripening Kinetics of Iron Sulfides in the Presence/Absence of a Carbonyl Group

University of Missouri--Kansas City, 2018The ripening of mackinawite (Feā‚+ā‚“S) to pyrite (FeSā‚‚) or greigite (FeĀ²āŗFeĀ³āŗ ā‚‚Sā‚„) was examined at temperatures between 23 and 90Ā°C to better understand the kinetics of low temperature iron sulfide crystallization in the presence or absence of aldehydes. Mackinawite starting material was synthesized in a glass, thermostatted reaction vessel from aqueous hydrogen sulfide and ferrous ammonium sulfate. Formaldehyde, which acts as an organic switch leading to greigite formation instead of pyrite, was added to the reaction vessel to explore changes in kinetics which produce greigite and suppress pyrite production in the presence of carbonyls. Samples of iron sulfides were collected at predetermined intervals and analyzed by powder XRD. Two distinct ripening pathways were found: if a carbonyl (formaldehyde) was present, mackinawite ripened to greigite. If a carbonyl was absent, the mackinawite ripened to pyrite with small amounts of smythite and pyrrhotite produced along the way. Application of the Johnson-Mehl-Avrami-Kolmogorov equation to better understand the solid-state reaction kinetics suggests that nucleation of the greigite or pyrite begins at the surface of the mackinawite grains. That is consistent with oxidation of the FeĀ²āŗ by the carbonyl group to form greigite, or oxidation of the SĀ²ā» by Hā‚‚S to form pyrite as suggested by previous workers.Introduction -- Previous works -- Methods -- Results -- Discussion -- Conclusion -- Appendi

    Reach-Scale Model of Aquatic Vegetation Quantifies N Fate in a Bedrock-Controlled Karst Agroecosystem Stream

    In-stream fate of nutrients in karst agroecosystems remains poorly understood. The significance of these streams is recognized given spring/surface water confluences have been identified as hotspots for biogeochemical transformations. In slow-moving streams high in dissolved inorganic nutrients, benthic and floating aquatic macrophytes are recognized to proliferate and drastically impact nutrient fate; however, models that quantify coupled interactions between these pools are limited. We present a reach-scale modeling framework of nitrogen dynamics in bedrock-controlled streams that accounts for coupled interactions between hydrology, hydraulics, and biotic dynamics and is validated using a multi-year, biweekly dataset. A fluvial N budget with uncertainty was developed to quantify transformation dynamics for the dissolved inorganic nitrogen (DIN) pool using a GLUE-like modeling framework, and scenario analyses were run to test for model function over variable environmental conditions. Results from a 10,000 run uncertainty analysis yielded 195 acceptable parameter sets for the calibration period (2000ā€“2002), 47 of which were acceptable for the validation period (2003) (Nash-Sutcliffe Efficiency (NSE) \u3e 0.65; percent bias (PBIAS) \u3c Ā±15), with significantly different posterior parameter spaces for parameters including denitrification coefficients and duckweed growth factors. The posterior solution space yielded model runs with differing biomass controls on DIN, including both algae and duckweed, but suggested duckweed denitrifies at a rate that would place the bedrock agroecosystem stream on the high-end of rates reported in the literature, contradicting the existing paradigm about bedrock streams. We discuss broader implications for watershed-scale water quality modeling and implementation strategies of management practices for karst agroecosystems, particularly with respect to stream restoration

    This article presents a critique of chapter 1 of the Proposed Restatement of Employment Law. The critique is organized to follow the organization of the proposed Restatement, which begins with a provision of black letter law, a series of comments and illustrations explaining the meaning and application of the black letter law, and the reporters\u27 notes providing support for the black letter law and the commentary. This critique will follow that structure, with each part focusing on a section of the chapter: the introductory note; section 1.01; section 1.02; section 1.03; and section 1.04. The subdivisions of the parts will, likewise, generally follow the subdivisions of the sections in the chapter, although sometimes a critique of the reporters\u27 notes will be its own subpart, and sometimes it will be discussed in the subsections analyzing the comments
