IMPLEMENTASI KEBIJAKAN PENGELOLAAN PAJAK RUMAH SEWA DI KOTA JAYAPURA

This study aims to analyze and determine the implementation of rental house management policies in Jayapura City, as well as analyze the supporting and inhibiting factors for implementing the policy. This study uses a qualitative descriptive approach conducted in Jayapura City, the determination of informants is carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the Regional Regulation Number 13 of 2016 concerning Rental Houses in Jayapura City. Judging from the aspect of communication and information dissemination, it has been carried out by utilizing information technology and installing billboards as an appeal to the public to pay taxes, including rental house taxes. In the aspect of resources owned, the quality of the resources is inadequate and does not meet the adequacy aspect, so it is very necessary to hold training and technical guidance as well as increase the level of education to improve aspects of management and service delivery. Disposition is going quite well based on the high commitment that exists at the District office level. Then, the Bureaucratic Structure is based on the authority and responsibility given in governance, but does not yet have an SOP so that the division of tasks and main functions is still unclear. the supporting factor is the institutional aspect that involves all components of the related unit, as well as the commitment of all existing personnel in managing governance and providing services to the community. Then the inhibiting factors are the quality of human resources which are still very lacking and the lack of facilities and infrastructure to support governance in implementing these policies

In a technologically advanced era of political movements, it can use "memes" in social media, one of which is shown by the Balinese People Forum refuse reclamation through the use of memes in Instagram social media accounts. The purpose of this research is to know Motivation, ideology and purpose of Forbali movement to do political movements of social media instagram in the form of meme. This study focused on the Forbali political social movement and Instagram account "Forbali13". The method used is qualitative. data collection is done through interviews and document studies. The theory used rests on framed versions of entman analysis and political propaganda as its supporting theories. The findings of the research mentioned that there are, First, there is a hidden purpose of the meme movement in the second Forbali instagram. ANALISIS PENGEMBANGAN USAHA DALAM MENINGKATKAN VOLUME PENJUALAN PADA CENTRA TENUN TAJUNG, TUAN KENTANG, PALEMBANG

Tujuan dari penelitian ini adalah menganalisis bagaimana strategi mengembangkan usaha dalam meningkatkan volume penjualan pada UMKM Centra Tenun Tajung, Tuan Kentang, Palembang. Jenis dan sumber data dalam penelitian ini adalah data kualitatif dan kuantitatif sedangkan untuk sumber data yaitu data primer dan sekunder. Teknik pengumpulan data dalam penelitian ini diperoleh dari studi lapangan; metode wawancara, kuisioner, dan observasi. Populasi dalam penelitian ini adalah pelaku usaha Centra Tenun Tajung, Tuan Kentang, Palembang dengan jumlah 1 orang. Teknik pengambilan sampel yang digunakan dalam penelitian ini adalah Proporsive or Judgemental Sampling. Hasil dari penelitian ini dapat disimpulkan bahwa penetapan target dan segmentasi pasar sangatlah diperlukan untuk bisa menghasilkan produk yang sesuai dengan kebutuhan pelanggan sehingga usaha tersebut mampu bersaing. Centra Tenun Tajung juga memerlukan penambahan sumber daya manusia sehingga membantu dalam kegiatan produksi. Untuk itu segmentasi pasar, penambahan sumber daya manusia dan perencanaan keuangan yang baik sangat diperlukan oleh UMKM Centra Tenun Tajung, Tuan Kentang untuk pengembangan usaha tersebu

The results of this study is that there is a public policy that is made ??by the local government and RKPDesAPBDes, but not yet effective, efficient and adequacy, or not enough to solve the problem of coaching for the village secretary. Evaluasi Kinerja Badan Penanggulangan Bencana Daerah (Bpbd) Kabupaten Badung dalam Bidang Pencegahan dan Kesiapsiagaan Bencana Tahun 2014

Indonesia has been worldwide known as a high risk country for natural disaster. Any potential natural disasters can happen in this country. However, in the disaster management, especially in the prevention and preparedness, Indonesia is a low category country. Following that problem, the writer interested in doing a research with the subjuct “Evaluation to the Performance of BPBD - Prevention and Preparedness Section at Badung Regency of Bali Province in the year of 2014. This research use the qualitatif descriptive methodology. And this research is using the Performance Theory by Agus Dwiyanto. To Obtain the data, the writer do some direct observation on fields and also do some deeply interviews with the reliable source which related to the performance of the BPBD Badung. From the Observation and the interviews, the writer found that generally the performance of BPBD Badung is good. It works well because of the great supporting elements but it is unavoidable there are some resister elements. Comes from that, BPBD Badung was expacted to be more creative and innovatif in increasing their performance. They also need to increase their productivity, quality service, responsivity, responsibility and accountability to obtion excellent performance in accordance with LAKIP BPBD Kabupaten Badung. Peran Kepala Suku dalam Sistem Noken pada Pemilukada di Distrik Kamu Kabupaten Dogiyai Provinsi Papua Tahun 2013

The enforcement of general election in Papua province especially in mountainous area in Papua still uses Noken system. A chieftain has an important role in making decision. The important role of a chieftain is not only in the tradition order but also in the country government system. The purpose of this study is to know the role of a chieftain in Noken system from the general election in Kamu District Dogiyai Regency of Papua Province 2013. This research used qualitative method and descriptive approach. The data source is primary and secondary data. The primary data was taken from the direct interview and documentation of the informant. The secondary data was collected by using the formal scripts inscriptive. The determination of informant is done by making the informant matrix table. The technique of data collection is by doing interview with the selected informant deeply and by collected the documents which have connection with this research. The result of this study is found that Kamu District in Dogiyai regency still uses Noken system in general election process. The system is hang system or string system where they still consider to deliberation process. The role of a chieftain is decision making in Noken system. The role of a chieftain is a social role and does not bound with the formal law in a country. The loyalty of the community based on the loyalty to chieftain. Based on the result, the roles of chieftain in Noken system are firstly, summon the people to give instruction about the general election process. Secondly, explain about candidate's vision and mission. Thirdly, control the entry process of ballot as the result of the togetherness agreement into the Noken. Fourthly, bring and give the result of ballot to the organizing committee. The result of this research also found the negative impact of the chieftain role. The negative impact of the chieftain role is the greasing the palm happening where was done by the candidates. These candidates used the authority of the chieftain in making decision

Evaluasi Dampak Pelaksanaan Peraturan Daerah Nomor 1 Tahun 2012 terhadap Pemungutan Pajak Hiburan di Dinas Pendapatan Daerah Kota Jayapura

Dispenda is one of the agencies that has general function as administrative and public service provider related to taxes and retributions, one of managed taxes is entertainment tax. Contributions of entertainment tax managed by the local revenue office for the last three years are relatively increasing and always reaching the target. However, these contributions are not accompanied by taxpayers compliance to fullfil their tax obligations. This study will discuss the mechanism and obstacles of entertainment tax collection in the local revenue office. This study was using qualitative descriptive design. The results from this study show that implementation of entertainment tax collection has been good enough, based on public service quality indicators and tax collection policy concepts that have been used majorly
