    Use of the journal impact factor in academic review, promotion, and tenure evaluations

    We analyzed how often and in what ways the Journal Impact Factor (JIF) is currently used in review, promotion, and tenure (RPT) documents of a representative sample of universities from the United States and Canada. 40% of research-intensive institutions and 18% of master’s institutions mentioned the JIF, or closely related terms. Of the institutions that mentioned the JIF, 87% supported its use in at least one of their RPT documents, 13% expressed caution about its use, and none heavily criticized it or prohibited its use. Furthermore, 63% of institutions that mentioned the JIF associated the metric with quality, 40% with impact, importance, or significance, and 20% with prestige, reputation, or status. We conclude that use of the JIF is encouraged in RPT evaluations, especially at research-intensive universities, and that there is work to be done to avoid the potential misuse of metrics like the JIF

    How significant are the public dimensions of faculty work in review, promotion and tenure documents?

    Much of the work done by faculty at both public and private universities has significant public dimensions: it is often paid for by public funds; it is often aimed at serving the public good; and it is often subject to public evaluation. To understand how the public dimensions of faculty work are valued, we analyzed review, promotion, and tenure documents from a representative sample of 129 universities in the US and Canada. Terms and concepts related to public and community are mentioned in a large portion of documents, but mostly in ways that relate to service, which is an undervalued aspect of academic careers. Moreover, the documents make significant mention of traditional research outputs and citation-based metrics: however, such outputs and metrics reward faculty work targeted to academics, and often disregard the public dimensions. Institutions that seek to embody their public mission could therefore work towards changing how faculty work is assessed and incentivized

    Evidence of Sea Level Rise At the Peruvian Coast (1942-2019)

    The present work aims to analyze the variability of the sea level of the Peruvian coast with time series over a long observation period (Seventy-eight years, from 1942 to 2019). Data came from the Talara, Callao and Matarani tide gauge stations located at the north, center and south of the coast. Variations of sea level as well as air and seawater surface temperature were analyzed. Among the different scenarios studied, a sea level rise of 6.79, 4.21 and 5.16 mm/year for Talara, Callao and Matarani, respectively was found during the 1979–1997 nodal cycle. However, these results decreased significantly during the next cycle (1998–2016) until values of 1.53, 2.16 and 1.0 mm/year for Talara, Callao and Matarani, respectively. Thus, it has been demonstrated that sea level rise are highly dependent on the time interval chosen. Moreover, large interannual changes of up to 200 mm/year are observed, due to recurring phenomena, such as “El Niño”. On the other hand, the trends obtained are slightly lower than those shown by the IPCC up until 2006 but significantly higher values have been observed. Finally, the results presented herein show the necessity of a local study of the sea level variability at the coastal areas

    The commodification of mobile and internet communications under state socialism in Cuba

    Current processes of commodification in Cuba’s mobile and Internet communications surface in the form of an incongruent relationship between the (relatively high) prices for accessing these amenities, provided by a state-owned company, and the (relatively low) salaries of the state-employed workers. While criticizing state-led commodification, this thesis de-naturalizes the idea of communication commodities as private goods, and historicizes the articulation of commodification under state socialism in Cuba. It argues that, on the side of the state socialist management, the commodification of wireless and Internet communications is a state-led strategy for capturing hard currency from the sphere of circulation. Specifically, these processes of commodification are related to transnational value circulation processes such as remittances (income transfers sent to Cubans from family or friends living overseas), and to local commodification processes such as the TRD scheme (state-run hard currency stores) deployed by the socialist state to capture hard currency from remittances since the economic crisis in the 1990s. The research attempts to offer an explanation for commodification on the basis of Political Economy of Communication (PEC) scholarship, however empirical work demonstrates the inability of some of the PEC frameworks developed in the Global North to address commodification under state socialism given its historical complexity. As a result, the analysis grows beyond the proposed framework to suggest the integration of theories on imperialism and political economy from the periphery in future research in order to contribute to the development of a Political Economy of Communication under State Socialism. Finally, the thesis suggests the potential for grassroots-based decommodification of communications in Cuba in the form of state/civil society alliances which could counteract the existing pressures towards commodification that spring from the capitalist and imperialistic relations of production, distribution and exchange that characterize the telecom sector on a global scale

    Summary: Background: While vaccines have established utility against COVID-19, phase 3 efficacy studies have generally not comprehensively evaluated protection provided by previous infection or hybrid immunity (previous infection plus vaccination). Individual patient data from US government-supported harmonized vaccine trials provide an unprecedented sample population to address this issue. We characterized the protective efficacy of previous SARS-CoV-2 infection and hybrid immunity against COVID-19 early in the pandemic over three-to six-month follow-up and compared with vaccine-associated protection. Methods: In this post-hoc cross-protocol analysis of the Moderna, AstraZeneca, Janssen, and Novavax COVID-19 vaccine clinical trials, we allocated participants into four groups based on previous-infection status at enrolment and treatment: no previous infection/placebo; previous infection/placebo; no previous infection/vaccine; and previous infection/vaccine. The main outcome was RT-PCR-confirmed COVID-19 >7–15 days (per original protocols) after final study injection. We calculated crude and adjusted efficacy measures. Findings: Previous infection/placebo participants had a 92% decreased risk of future COVID-19 compared to no previous infection/placebo participants (overall hazard ratio [HR] ratio: 0.08; 95% CI: 0.05–0.13). Among single-dose Janssen participants, hybrid immunity conferred greater protection than vaccine alone (HR: 0.03; 95% CI: 0.01–0.10). Too few infections were observed to draw statistical inferences comparing hybrid immunity to vaccine alone for other trials. Vaccination, previous infection, and hybrid immunity all provided near-complete protection against severe disease. Interpretation: Previous infection, any hybrid immunity, and two-dose vaccination all provided substantial protection against symptomatic and severe COVID-19 through the early Delta period. Thus, as a surrogate for natural infection, vaccination remains the safest approach to protection. Funding: National Institutes of Health
