    United States vs. China in Africa: The Policy Battle for Hearts and Minds and the Difference it Makes

    Using Pew’s 2013 Global Attitudes Survey data, we probe whether China is beating the U.S. in the battle for Africa’s hearts and minds, whose hearts and minds are being won over, and the potential import for African and Western strategic interests in the region. We find that Africans acknowledge both countries’ contributions as partners in development, have favorable opinions of both countries, and welcome strong ties with both; however, when the choices are stark, their strongest allegiance is to the U.S. Most Africans believe that China will dislodge the U.S. as the world’s superpower. Yet, if China’s African adventure is rooted in its rise as a world economic power eager to spread its influence and culture globally, then the case that China is replacing the West as the dominant international force in the region is exaggerated. Africans reject China’s state capitalism as an appropriate prototype for their countries to emulate. Moreover, Africans tend to find American ideas and cultural trappings more attractive than the Chinese alternatives. This ability to separate ideological concerns from the quest for resources for infrastructural development opens up a new vista of international engagement for Africa. It also calls for a close auditing of what Africa gives up vis-à-vis what it gets back in order to avoid the kind of unbridled regional exploitation by outsiders widely chronicled throughout the Continent’s history

    Have Voucher Will Relocate? Poverty Deconcentration in a Large American City

    The epic failure of fixed public housing projects supports the paradigm that poverty concentration makes poverty and the cycle of poverty intractable. Moreover, neoliberal, free-enterprise theorists interrogate the viability of the state as a provider of social goods and services and press the need for market-based schemes such as housing vouchers. However, how do you de-concentrate the poor voluntarily without government dictating residential choice? This article reports the results of the first ten years of a policy experiment leveraging a mobile voucher program to attempt to achieve voluntary dispersion and de-concentration of the poor in Phoenix, Arizona. Using Phoenix’s 308 census tracks as of 1998 as units of analysis, and examining the locational choices of the 5,139 families that received mobile housing vouchers between 1998 and 2009, this study finds that, although mobile voucher recipients dispersed somewhat throughout the research period, they were still geographically isolated in the southern poverty belt, housing mostly race and ethnic minority populations at the end of the ten-year period. The data suggest that race/ethnicity and patterns of residential segregation may hold some of the key to de-concentration. Ultimately, the level of de-concentration does not support the broader theory that mobile vouchers hold the key to poverty de-concentration

    Short- and Long-Term Complications of Free Anterolateral Thigh Flap Reconstructions: A Single-Centre Experience of 92 Consecutive Cases.

    Background The anterolateral thigh (ALT) flap has been amongst the most versatile components of the reconstructive surgeon's armamentarium. The authors utilise these flaps for a variety of reconstructive procedures including lower limb reconstruction; postsarcoma excision; and open fractures. Few studies have discussed the extent of recipient site morbidity and subsequent revisional procedures. We will report our experience of the ALT flap in 92 consecutive reconstructions with focus on recipient site complications and revisional procedures. Methods Retrospective data collection was done from 92 patients who underwent ALT flap reconstruction-for various large soft tissue defects-at our unit at the Royal Free Hospital, London. We evaluated primary recipient site complications and the requirements for secondary operations after flap transfer. Results All flaps survived with the exception of 3 cases (97% survival rate) in which irreversible venous thrombosis was encountered. 16 of 92 patients (17%) required a second recipient site operation for the following: 7 patients experienced major recipient site complications that warranted early return to theatre and 9 patients required a secondary revision thinning procedure(s). 8 of the 16 patients (50%) requiring second operations had construction on their lower leg/ankle/feet (p value = 0.10). Conclusions Our data demonstrated effective use of the ALT flap in the management of soft tissue reconstructive surgery. Partial flap necrosis was the main complication at the recipient site. In future work, secondary thinning procedures, particularly at the ankle/foot, should be separated from flap-specific complications. Furthermore, we demonstrate tailoring ALT thickness can be performed safely without compromising flap viability

    Dietary and physical activity habits of All Saints University College of Medicine Students, St Vincent and the Grenadines

    Background: The purpose of this research was to assess the dietary and physical activity habits of All Saints University College of Medicine students to determine if they were meeting the Saint Vincent and the Grenadines government’s dietary guidelines and to ascertain the prevalence of overweight and obesity among the students.Methods: Data were collected from the participants using a survey concerned with demographics, and self-assessment on dietary and physical activity habits. Descriptive statistics was used to report and analyse the data.Results: Study subjects consisted of 76 students. Eighty three percent of them were between the ages of 16 and 25 years. Sixty–one percent were female and 39% were male. The majority of the student respondents (76%) were aware of the importance of eating healthy and being physically active each day, and 50-66% of the respondents engaged in and enjoyed physical activity, achieved the recommended daily amount of vegetable intake, were at a normal body mass index (18.5-24.9 kg/m2) and reported satisfaction with their weight. However, majority (80%) of the respondents consumed fast food; about a third of them did not consume fruits nor exercise regularly, reporting lack of time, interest and self-discipline as major reasons.Conclusions: The results indicate that the majority of All Saints University Medical College students had high level of knowledge of overweight and obesity and were involved in some healthy behaviours that helped them achieve normal BMI. However, the poor nutritional and physical activity habits of many of the students could benefit from intervention programs to moderate the tendency for overweight and obesity in the student population

    Whole genome sequencing-based mapping and candidate identification of mutations from fixed zebrafish tissue

    As forward genetic screens in zebrafish become more common, the number of mutants that cannot be identified by gross morphology or through transgenic approaches, such as many nervous system defects, has also increased. Screening for these difficult-to-visualize phenotypes demands techniques such as whole-mount in situ hybridization (WISH) or antibody staining, which require tissue fixation. To date, fixed tissue has not been amenable for generating libraries for whole genome sequencing (WGS). Here, we describe a method for using genomic DNA from fixed tissue and a bioinformatics suite for WGS-based mapping of zebrafish mutants. We tested our protocol using two known zebrafish mutant alleles, gpr126st49 and egr2bfh227, both of which cause myelin defects. As further proof of concept we mapped a novel mutation, stl64, identified in a zebrafish WISH screen for myelination defects. We linked stl64 to chromosome 1 and identified a candidate nonsense mutation in the F-box and WD repeat domain containing 7 (fbxw7) gene. Importantly, stl64 mutants phenocopy previously described fbxw7vu56 mutants, and knockdown of fbxw7 in wild-type animals produced similar defects, demonstrating that stl64 disrupts fbxw7. Together, these data show that our mapping protocol can map and identify causative lesions in mutant screens that require tissue fixation for phenotypic analysis

    Intrinsic ELMing in ASDEX Upgrade and global control system-plasma self-entrainment

    It is well established that edge localized modes can be entrained to the frequency of applied global magnetic perturbations. These perturbations are delivered to the plasma using the vertical control system field coil currents. These field coils are part of an active control system that is required to maintain the plasma in a steady state. We perform time domain timeseries analysis of natural ELMing when there are no applied perturbations in the ASDEX Upgrade tokamak. We find that the plasma can transition into a state in which the control system field coil currents continually oscillate and are synchronized with oscillations in characteristic plasma parameters such as plasma edge position and total MHD energy. These synchronous oscillations have a one-to-one correlation with the naturally occurring ELMs; the ELMs all occur when the control system coil current is around a specific temporal phase. Large and small ELMs may be distinguished by the amplitude of inward movement of the edge following an ELM. Large ELMs are then found to occur preferentially around a specific temporal phase of the vertical position control coil current. Small ELMs are most likely in antiphase to this. The large and small natural ELMs occur at the opposite extrema of the oscillations in the control system vertical position control coil current. The control system coil current phase may thus provide a useful parameter to order the observed ELM dynamics. We have identified a class of natural ELMing which is a self-entrained state, in which there is a continual non-linear feedback between the global plasma dynamics and the active control system that is intrinsic to the cyclic dynamics of naturally occurring ELMs. Control system-plasma feedback thus becomes an essential component for integration into future models of natural ELM dynamics

    Enhanced Aquatic Respiration Associated With Mixing of Clearwater Tributary and Turbid Amazon River Waters

    When water bodies with unique biogeochemical constituents mix together there is potential for diverse responses by aquatic microbial communities and associated ecosystem functions. Here we evaluate bulk respiration under varying mixtures of turbid Amazon River water and two lowland tributaries—the Tapajós and Xingu rivers—based on O2 drawdown in dark rotating incubation chambers. Experiments containing 5, 17, 33, and 50% tributary water mixed with Amazon River water were performed for the Tapajós and Xingu rivers at three different rotation velocities (0, 0.22, and 0.66 m s−1) during the falling water period. Pseudo first order reaction coefficients (k′), a measure of respiration potential, ranged from −0.15 to −1.10 d−1, corresponding to respiration rates from 1.0 to 8.1 mg O2 L d−1. k′-values consistently increased with the rate of chamber rotation, and also was generally higher in the tributary-mainstem mixtures compared to pure endmembers. For both the Tapajós and Xingu rivers, the 17% mixture of tributary water yielded maximal k′-values, which were up to 2.9 and 2.2 times greater than in the tributary endmembers, respectively. The 50% mixtures, on the other hand, did not result in large increases in k′. We hypothesize that enhanced respiration potential after mixing unique water is driven, in part, by microbial priming effects that have been previously identified on a molecular level for these rivers. The results of this study suggest that there may be an optimal mixture for priming effects to occur in terms of the relative abundance of “priming” and “primed” substrates
