From Spatial Data to Synchronised Actions: the Network-centric Organisation of spatial decision support for risk and emergency management

A considerable amount of the required information in risk and emergency management is geographical, but this information does not always reach the right actors at the right time, so how can geographical information be organised in such a way that it supports risk and emergency management more effectively? The answer requires a conceptualisation of risk and emergency management practices resulting in the network-centric concept, which implies that those involved in risk and emergency management are connected and that they have the capability to share and access information. The concept was made operational through the development of an information system and the exchange of geographical information within the system was facilitated by the use of peer-to-peer networking in combination with a client server network. On the application level, the information was presented in both map and text forms to support the exchange of information between actors. Methods and algorithms for unsupervised learning of morphology

We provide a description of the methods and algorithms used for morphological segmentation from a computational linguistics point of view. We survey morphological segmentation methods covering methods based on MDL (minimum description length), MLE (maximum likelihood estimation), MAP (maximum a posteriori), parametric and non-parametric Bayesian approaches. A review of the evaluation schemes for unsupervised morphological segmentation is also provided along with a summary of evaluation results on the Morpho Challenge evaluations.Published versio

Overstromingsrisico's zijn in de ruimtelijke ordeningspraktijk nauwelijks een issue

Geo-informatie is een prima hulpmiddel om te toetsen hoe ‘ruimtelijke ordenaars’ meer rekening kunnen houden met overstromingsrisico’s en hoe zij de kwetsbaarheid van gebieden kunnen reduceren. In het RGI-project Geo-informatie voor risicobeheersing is echter geconcludeerd, dat indamming van overstromingsgevaar en -schade veel te weinig leeft in dit lage land.
