    A comparative study of allowable pesticide residue levels on produce in the United States

    Background: The U.S. imports a substantial and increasing portion of its fruits and vegetables. The U.S. Food and Drug Administration currently inspects less than one percent of import shipments. While countries exporting to the U.S. are expected to comply with U.S. tolerances, including allowable pesticide residue levels, there is a low rate of import inspections and few other incentives for compliance. Methods: This analysis estimates the quantity of excess pesticide residue that could enter the U.S. if exporters followed originating country requirements but not U.S. pesticide tolerances, for the top 20 imported produce items based on quantities imported and U.S. consumption levels. Pesticide health effects data are also shown. Results: The model estimates that for the identified items, 120 439 kg of pesticides in excess of U.S. tolerances could potentially be imported to the U.S., in cases where U.S. regulations are more protective than those of originating countries. This figure is in addition to residues allowed on domestic produce. In the modeling, the top produce item, market, and pesticide of concern were oranges, Chile, and Zeta-Cypermethrin. Pesticides in this review are associated with health effects on 13 body systems, and some are associated with carcinogenic effects. Conclusions: There is a critical information gap regarding pesticide residues on produce imported to the U.S. Without a more thorough sampling program, it is not possible accurately to characterize risks introduced by produce importation. The scenario presented herein relies on assumptions, and should be considered illustrative. The analysis highlights the need for additional investigation and resources for monitoring, enforcement, and other interventions, to improve import food safety and reduce pesticide exposures in originating countries

    Renewable energy in fisheries and aquaculture: Case studies from the United States

    Fisheries and aquaculture are highly reliant on fossil fuels and must transition to renewable energy to reduce carbon emissions and meet global planetary heath goals. Here, we assessed total and renewable energy use in farmed catfish and wild-caught salmon, two of the largest seafood sectors in the United States (U.S.). Interviews were used to explore participants’ views of key barriers and opportunities to replace fossil fuel use. Modeled scenarios were used to assess changes in grid source energy and electricity costs for the farmed catfish sector using the U.S. EIA National Energy Modeling System. We found that renewable energy makes up 5% of direct energy use in catfish aquaculture in Mississippi and Alabama. Catfish industry interviewees indicate that cheap electricity costs and diurnal energy use are barriers to onsite implementation of renewables. Projected renewable energy use for the catfish sector could be as high as 41% of total direct energy use in 2050 under modeled scenarios, which would result in 86% lower CO2 emissions but 34% higher electricity costs. For wild-capture pink salmon from Prince William Sound, Alaska (AK) and sockeye salmon from Bristol Bay, AK, renewable energy makes up 2% and 0% of direct energy use, respectively. Wild-caught salmon industry interviewees identified the short duration of the fishing season as a barrier for onsite renewable energy, though there is a desire for more regional renewable energy technologies to lower electricity costs and increase reliability. Proposed renewable energy projects at utilities in fish processing towns in AK would only make modest improvements in the share of direct energy from renewables due to fuel use by fishing vessels. This is the first study to characterize current and potential renewable energy use among parts of the fisheries and aquaculture sectors in the U.S. We found that energy needs for fisheries and aquaculture are influenced by their often-remote location, production methods, and seasonal energy demands, which require context-specific solutions.     Ancillary health effects of climate mitigation scenarios as drivers of policy uptake: a review of air quality, transportation and diet co-benefits modeling studies

    Background: Significant mitigation efforts beyond the Nationally Determined Commitments (NDCs) coming out of the 2015 Paris Climate Agreement are required to avoid warming of 2 °C above pre-industrial temperatures. Health co-benefits represent selected near term, positive consequences of climate policies that can offset mitigation costs in the short term before the beneficial impacts of those policies on the magnitude of climate change are evident. The diversity of approaches to modeling mitigation options and their health effects inhibits meta-analyses and syntheses of results useful in policy-making. Methods/Design: We evaluated the range of methods and choices in modeling health co-benefits of climate mitigation to identify opportunities for increased consistency and collaboration that could better inform policy-making. We reviewed studies quantifying the health co-benefits of climate change mitigation related to air quality, transportation, and diet published since the 2009 Lancet Commission 'Managing the health effects of climate change' through January 2017. We documented approaches, methods, scenarios, health-related exposures, and health outcomes. Results/Synthesis: Forty-two studies met the inclusion criteria. Air quality, transportation, and diet scenarios ranged from specific policy proposals to hypothetical scenarios, and from global recommendations to stakeholder-informed local guidance. Geographic and temporal scope as well as validity of scenarios determined policy relevance. More recent studies tended to use more sophisticated methods to address complexity in the relevant policy system. Discussion: Most studies indicated significant, nearer term, local ancillary health benefits providing impetus for policy uptake and net cost savings. However, studies were more suited to describing the interaction of climate policy and health and the magnitude of potential outcomes than to providing specific accurate estimates of health co-benefits. Modeling the health co-benefits of climate policy provides policy-relevant information when the scenarios are reasonable, relevant, and thorough, and the model adequately addresses complexity. Greater consistency in selected modeling choices across the health co-benefits of climate mitigation research would facilitate evaluation of mitigation options particularly as they apply to the NDCs and promote policy uptake

    Consumer Seafood Waste and the Potential of a ‘Direct-from-Frozen’ Approach to Prevention

    Few food waste interventions focus on drivers distinct to particular food groups, such as seafood. Given suggestive evidence that seafood may be wasted at exceptionally high rates, and given its environmental, economic and nutritional value, this research provides insights into seafood-specific consumer food waste interventions. We performed three complementary sub-studies to examine consumer and retailer views regarding seafood waste and frozen seafood as well as perceptions of an intervention providing chef-created recipes to promote cooking frozen seafood without defrosting. The findings indicated an openness to a direct-from-frozen intervention among many consumers and retailers, and suggested seven potential barriers to adoption, along with ways to address them. Underlying the potential for this intervention, and more broadly contributing to addressing consumer seafood waste, the research formed the basis of a new “4 Ps” concept model to characterize the drivers of discarded seafood: proficiency, perceptions/knowledge, perishability, and planning/convenience. These factors shape waste through pathways that include behavioral protocols; taste preferences; waste-prevention efforts; and food safety concerns, precautions, and errors. This research suggested the benefit of testing a larger-scale direct-from-frozen intervention using insights from the concept model and, more broadly, the benefits of exploring approaches to food waste prevention rooted in specific food groups

    Reducing Food Loss And Waste While Improving The Public's Health

There are valuable synergies between efforts to reduce food loss and waste and those promoting public health. To demonstrate the potential impact of building upon these synergies, we present an analysis of policies and interventions addressing food loss and waste, food security, food safety, and nutrition. We characterize as opportunities the policies and interventions that promote synergistic relationships between goals in the fields of food loss and waste and of public health. We characterize as challenges the policies and interventions that may reduce food loss and waste but compromise public health, or improve public health but increase food loss and waste. Some interventions are both opportunities and challenges. With deliberate planning and action, challenges can often be addressed and turned into opportunities. In other cases, it may be necessary to strike a balance between potential benefit in one area and risk of harm in the other.     Planning for a Resilient Urban Food System: A Case Study from Baltimore City, Maryland

    Many natural and non-natural hazards threaten food security, especially in urban areas where growing populations place extra demands on the food supply. Ensuring stable food security before, during, and after disasters requires resilient food systems that can withstand and recover from disruptions. However, few U.S. cities have considered food systems in disaster preparedness or resilience planning. This reflective case study from the participant-observer perspective examines the process and outcomes of a city-university collaboration to assess and begin to improve the resilience of Baltimore City’s food system. An academic center and municipal department of planning partnered to assess and plan for short- and long-term food system resilience. An Emergency Food Working Group convened for three meetings over three months, resulting in the creation of an emergency food access protocol for acute event response. A broader Baltimore Food System Resilience Advisory Report was then developed based on 36 key-informant interviews with food system stakehold­ers, literature reviews, and geo­graphic information system (GIS) mapping. That report included an assessment of the Baltimore City food system’s vulnerability to hazards, the extent of stakeholder preparedness for food supply disrup­tions, and identified opportunities for enhancing long-term food system resilience. It presented policy recom­mendations for Baltimore and a framework for conceptualizing food system vulnerabilities. Policy recommendations and lessons learned from this planning process can serve as an example for other cities interested in enhancing the resilience of their food system or broadening the scope of their resilience planning

    Dietary Behaviors among New Users of Meal-Kit Services during the Early Months of the COVID-19 Pandemic

    The COVID-19 pandemic changed the way people acquired food, including increased use of meal-kit delivery services. Investigators analyzed data from a national survey of US adults collected between July 2020 and September 2020, to describe new users of meal-kit services during the pandemic and explore associations between new use of meal-kits and dietary behaviors. Bivariate and multivariate regression analyses were conducted to identify differences in demographic characteristics and reported dietary behaviors between new and never meal-kit users. Nearly all new meal-kit users were under the age of 55 years (92.5%), lived in urban areas (90.1%), and reported having children in their households (82%). A higher proportion of new users were current SNAP participants (32.8%) compared to never users (17.1%). Compared to never users, new users of meal-kit services reported eating more fruits and vegetables (PR: 1.95, 95% CI: 1.42, 2.68), and more red and processed meats (PR: 2.39, 95% CI: 1.49–3.85) since the pandemic began. Results suggest that meal-kit services may have been a useful resource for certain populations during the early months of COVID-19 and are potentially associated with increased consumption of certain foods. Further research examining the continued use and the influence of meal-kit services on diet is needed
