This is the final report of the Research Analysis and Insight into National Standards (RAINS) project, a three-year study of the enactment of the National Standards policy in six diverse primary and intermediate schools. This report provides an overview discussion of the pros and cons of the National Standards policy as experienced by staff, children and parents in the RAINS schools. It summarises the policy and methodological background to the research and the findings of the two previous RAINS reports. Random matrices: The Universality phenomenon for Wigner ensembles
In this paper, we survey some recent progress on rigorously establishing the
universality of various spectral statistics of Wigner Hermitian random matrix
ensembles, focusing on the Four Moment Theorem and its refinements and
applications, including the universality of the sine kernel and the Central
limit theorem of several spectral parameters.
We also take the opportunity here to issue some errata for some of our

Proposal for encoding the Old Turkic script in the SMP of the UCS
This is a proposal to encode the Old Turkic script in the international character encoding standard Unicode. The script was published in Unicode Standard version 5.2 in October 2009. Old Turkic appears in stone inscriptions from the early 8c CE near the Orkhon River in Mongolia, and a slightly different version is found near the Yenisei River in Siberia in the later 8c CE. By the 9c CE, the script had been replaced by the Uyghur script
Cause for alarm?: A multi-national, multi-institutional study of student-generated software designs
This paper reports a multi-national, multi-institutional study to investigate Computer Science students' understanding of software design and software design criteria. Students were recruited at two levels: those termed 'first competency' programmers, and those completing their Bachelor degrees. The study, including participants from 21 institutions over the academic year 2003/4, aimed to examine students' ability to generate software designs, to elicit students' understanding and valuation of key design activities, and to examine whether students at different stages in their undergraduate education display different understanding of software design. Differences were found in participants' recognition of ambiguity in requirements; in their use of formal (and semi-formal) design representation and in their prioritisation of design criteria
The National Marine Fisheries Service’s National Bycatch Strategy
The National Marine Fisheries Service (NMFS) launched its National Bycatch Strategy (NBS) in March 2003 in response to the continued fisheries management challenge posed by fisheries bycatch. NMFS has several strong mandates for fish
and protected species bycatch reduction, including the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Despite efforts to address bycatch during the 1990’s, NMFS was petitioned in 2002 to count, cap, and
control bycatch. The NBS initiated as part of NMFS’s response to the petition for rulemaking contained six components: 1) assess bycatch progress, 2) develop an
approach to standardized bycatch reporting methodology, 3) develop bycatch implementation plans, 4) undertake education
and outreach, 5) develop new international approaches to bycatch, and 6) identify new funding requirements. The definition of bycatch for the purposes of the NBS proved
to be a contentious issue for NMFS, but steady progress is being made by the agency and its partners to minimize bycatch to the extent practicable
