Further improvement of the implementation of the Aarhus convention in Malta : a review
Chapter 2Th e Twinning project MT/06/IB/EN/01 “Further Institution Building in the
Environment Sector” aimed at supporting the Maltese Government in improving
the implementation of the Aarhus Convention on public access to environmental
information, public participation in environmental decision making and access to justice
in environmental matters.
Th e project was carried out by MEPA as Benefi ciary Institution and the Austrian
Environment Agency as Lead Member State Partner. Th e project duration was 15 months
as from 16th April 2008. Th e project was co-funded by the European Union and the
Maltese Government under the 2006 Transition Facility Programme for Malta.
Th e project consisted of four components:
• Component 1: Assessment of the current situation and development of
recommendations,
• Component 2: Implementation of recommendations,
• Component 3: Development of guidance documents,
• Component 4: Training and awareness-raising.
In Component 1, the legal instruments and institutional arrangements in place for the
implementation of the Aarhus Convention in Malta were assessed, and recommendations
were drawn up on how to improve the existing situation with regard to public access to
environmental information, public participation in environmental decision-making and
access to justice in environmental matters.
In Component 2, the recommendations were discussed with a wide range of
stakeholders, and consequently applied in the practice, establishing an effi cient and
eff ective administrative system to implement the Aarhus Convention. Amongst other measures, its implementation formulated a series of agreements between the benefi ciary
and key holders of environmental information in Malta, with the aim of securing
the availability, timeliness and quality of environmental data, supported by effi cient
information management systems.
In Component 3, guidelines were produced addressing the public authorities, the
industry and the general public in Malta.
Component 4 provided training for public offi cers and awareness-raising for key
stakeholders and the general public.
The most relevant project results are summarised in this chapter, as achieved under each

Penelitian ini berfokus untuk mengetahui bagaimana strategi komunikasi Bidang Advokasi dan KIE Badan Pemberdaya Perempuan dan Keluarga Berencana Kota Pasuruan dalam Mensosialisasikan Program “KampungKB” di Panggungrejo Kota Pasuruan.Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus dan metode penelitian indepth interview. Penelitian ini menggunakan pendekatan kualitatif dan metode studi kasus. Penelitian ini juga menemukan bahwa sebuah strategi komunikasi harus melihat target yang akan menjadi sasaran, untuk memudahkan komunikator memilih media sebagai alat untuk berkomunikasi

Evaluación de profesores : relato de la construcción de una propuesta
Este artigo apresenta um relato da construção de uma proposta de avaliação de professores, realizada em uma escola pública de Ensino Fundamental I, localizada na Asa Norte de Brasília, Distrito Federal. O processo avaliativo, desde a definição do seu desenho até a análise dos seus resultados, envolveu parte dos professores da escola. Cada uma das etapas desse processo é detalhada ao longo do trabalho, dando ênfase às escolhas realizadas em conjunto com os professores. Tal iniciativa teve como objetivo contribuir com o aprimoramento do trabalho desenvolvido pelos professores participantes da pesquisa, bem como com a ampliação do conhecimento sobre a temática, que pode, inclusive, servir para a construção de novas propostas, ainda que com desenhos diferentes do aqui relatado.This article reports on the development of a proposal for teachers’ evaluation, conducted in a public elementary school, located in the city of Brasilia, Distrito Federal (Br). The evaluation process, from the definition of the design to the analysis of its results, involved some of the school teachers. Each step of this process is detailed throughout the study, emphasizing the choices made in conjunction with the teachers. This initiative aimed to contribute to the improvement of the work done by teachers participating in the research, as well as to expand the knowledge on the subject, something that can also help the development of new proposals, albeit with different designs from the one described here.Este artículo presenta el relato de la construcción de una propuesta de evaluación de profesores, realizada en una escuela pública de Educación Fundamental I, localizada en la Asa Norte de Brasília, Distrito Federal. El proceso de evaluación, desde la definición de su diseño hasta el análisis de sus resultados, involucró a una parte de los profesores de la escuela. Cada una de las etapas de este proceso se detalla a lo largo del trabajo, dando énfasis a las elecciones realizadas en conjunto con los profesores. Tal iniciativa tuvo el propósito de contribuir para mejorar el trabajo desarrollado por los docentes participantes en la investigación, así como para ampliar el conocimiento sobre la temática, que incluso puede servir para construir nuevas propuestas, aunque con diseños distintos del aquí relatado.Cet article présente t um rapport sur l´élaboration d´une proposition d´évaluation des professeurs dans une école publique d´enseignement élémentaire dans le quartier Asa Norte à Brasilia, Distrito Federal. Tout le processus évaluatif dés la definition du profil jusqu´à l´analyse des résultats a engagé une part des professeurs. Les étapes du processus sont détaillées au long de ce rapport, en particulier sont soulignés les choix realisés en accord avec les professeurs. L´objectif de l´initiative était de contribuer à l´amelioration du travail des professeurs à´élargir la connaissance sur le sujet aussi bien que contribuer à l´élaboration de nouvelles propositions avec des differents profils
Education as Resistance in Literary Criticism and Journalism: Between Professionalization and Democratization of Literature
Professionalization and political engagement are usually placed as incompatible in the case of journalism and the mainstream press, resulting in an identification of cultural resistance exclusively with alternative/amateur vehicles. I will use the concept of journalistic field as introduced by Pierre Bourdieu to review these assumptions and discuss a form of political resistance that acts in one's own area of knowledge, is not overtly political and whose effects are not immediately accountable for. Drawing examples from my research on two literary newspapers published in the 1950s in Brazil and Uruguay, this paper will focus on the implications of didacticism for literary criticism as a genre of newswriting. The analysis of these newspapers will lead to a reflection on two main issues: a) the conflict between the professionalization and democratization of literature; and b) the definition of resistance as necessarily an action that is against something. The article will reconsider education in journalism as a form of resistance, taking into account its risks of becoming political indoctrination and commercial manipulation, but emphasizing its potential as a way of expanding access to literature
