Absorption and Spontaneous Emission of Light by Molecules Near Metal Nanoparticles in External Magnetic Field

AbstractThe frequency dependence of dipole polarizabilities of diamagnetic metal nanoparticles in a constant magnetic field B of various values is investigated. It is shown that with change of a magnetic field induction optical spectrums of absorption, scattering and radiation of nanosystems are transformed. It occurs as for nanoparticles, and molecules located near a surface of these particles. Influence of a magnetic field on absorption rate of photons by a cluster “molecule-nanoparticle”, and also on the rate of spontaneous radiation a molecule near a nanoparticle is established

The article is devoted to the generalization and descriptive analysis of foreign market entry strategies used by Russian non-energy companies. According to the research results, in most cases, the companies use either the replication strategy of offering a standardized product in all countries, or a strategy of limited adaptation products by local business units to local conditions. In addition, the author assesses the impact of the liability of foreignness effect on internationalization process of Russian non-energy companies.Статья посвящена обобщению и описательному анализу стратегий выхода на зарубежные рынки российских компаний неэнергетических секторов экономики. Согласно результатам исследования, в большинстве случаев компании используют либо стратегию тиражирования, предлагая стандартизированный продукт во всех странах, либо стратегию ограниченной адаптации продукта к местным условиям локальными бизнес-единицами. Кроме того, автором оценивается влияние эффекта «Бремени иностранца» на процесс интернационализации российских компаний неэнергетических секторов экономики

ПРОБЛЕМА БЕДНОСТИ В РОССИИ В УСЛОВИЯХ МНОГОФАКТОРНОГО ЭКОНОМИЧЕСКОГО КРИЗИСА

In this article the author analyzes the problem of poverty in Russia in conditions of multifactor economic crisis, ongoing since 2008-present. The study aims to answer the question: how dangerous is the problem of poverty for the Russian economy now, and what is the reason for its chronic development. The article briefly analyzes the causes of poverty in Russia in the context of the historical stages of its development and highlights the new stages, the analysis and the evaluation of which are conducted on the basis of official statistics. In addition, the ratio between minimum subsistence level and minimum wage and average real wages of the population is estimated, the ways to solve the problem are considered.В статье анализируется проблема бедности в России в условиях многофакторного эконмического кризиса, продолжающегося с 2008 г. по настоящее время. Исследование призвано ответить на вопрос: насколько опасна проблема бедности для российской экономики сейчас, и с чем связано ее хроническое развитие. В статье коротко анализируются причины российской бедности в разрезе исторических этапов ее развития и выделяются новые этапы, анализ и оценка которых проводятся на основе официальной статистики. Кроме того, оценивается соотношение между уровнем прожиточного минимума и минимальным размером оплаты труда, а также среднемесячными реальными заработными платами населения, и предлагаются пути решения выдвинутой проблемы

Повышение эффективности государственных расходов в развитых странах: опыт и уроки для России

In this article, the object of research is the efficiency of public spending. The author substantiates the necessity of raising the efficiency of public spending at the present stage of development of the world economy, leads the dynamics of the share of public expenditure in GDP of developed and developing countries. The author also analyzes modern methods and approaches, by which to increase the efficiency of public spending, applied in the developed countries. As a result of study of foreign experience author comes to the conclusion that the most optimal way is chosen in Russia: strategic planning and application of instrument of program budgeting. Therefore now budgets of all levels are complexes of the different concrete programs realizing strategic state aims.В данной статье объектом исследования является эффективность государственных расходов. Обоснована необходимость повышения эффективности государственных расходов на современном этапе развития мировой экономики, приводится динамика доли государственных расходов в ВВП развитых и развивающихся стран. Анализируются современные методы и подходы, с помощью которых осуществляется решение выдвинутой проблемы в развитых странах. В результате изучения зарубежного опыта автор приходит к выводу о том, что в России выбран наиболее оптимальный путь, при котором основным способом повышения эффективности расходов бюджета вместе со средне- и долгосрочным планированием является применение инструмента БОР. Поэтому сейчас бюджеты всех уровней представляют собой комплексы различных конкретных программ, реализующих стратегические государственные цели

The article presents the analysis of the organization of the public procurement in developed countries such as USA, UK, France, Australia, New Zealand and Canada. The author highlighted positive aspects of the organization of the public procurement in these countries, which can be used in Russia stage by stage: planning, placing, assessment and implementation control. Some conclusions and recommendations are formed for raising the economic efficiency of the public procurement sector in Russia.Статье проводится поэтапный анализ организации систем государственных закупок в развитых странах, таких как США, Великобритания, Франция, Австралия, Новая Зеландия и Канада. Автором выделены положительные моменты организации государственных заказов в данных странах, которые можно использовать в России, по этапам: планирование, размещение, оценка и контроль исполнения. Digitalization is one of the key factors in increasing competitiveness, which signifi cantly expands the capabilities of enterprises, transforming the business models of companies and signifi cantly changing the process of creating value for the consumer. One of the components of the digital economy that can become a driver for the development of entire industries are digital platforms, which in modern conditions may bring signifi cant benefi ts both for large enterprises, and as well as for small and medium-sized enterprises. Despite the high importance of using digital platforms, the use of digital platforms among small and medium-sized businesses is not widespread in Russia. This article aims to identify the factors that contribute to the adoption of digital platforms among small and medium enterprises.Цифровизация бизнеса является одним из ключевых факторов повышения конкурентоспособности, которые значительно расширяют возможности предприятий, трансформируя бизнес-модели компаний и существенно изменяя процесс создания ценности для потребителя.
