Land restitution, traditional leadership and belonging: defining Barokologadi identity
How do government policies and practices affect struggles over collective identity and struggles over land? Examining the interconnections among collective identity struggles, land struggles and state policies and practices in post-apartheid South Africa, this paper argues that the government\u27s contradictory policies and ambivalent practices have aggravated collective struggles over the boundaries of belonging. Specifically, the differing definitions of community set forth in traditional leadership, land tenure and land restitution policies exacerbate existing divisions among âcommunitiesâ concurrently subject to these policies and create practical policy dilemmas for decision-makers. This paper illustrates the interplay between public policies and collective identity struggles through close examination of struggles among the Barokologadi ba ga Maotwe, a so-called traditional community. The Barokologadi case underscores the necessity of attending to these interactions
Institutions and governance of communal rangelands in South Africa
The creation of local institutions with a mandate over land access and control is seen as a prerequisite for successful decentralisation of land tenure and effective local resource management in sub-Saharan Africa. However, with land tenure reform in South Africa currently at a state of legislative impasse, real uncertainty now exists over land rights and governance of rangeland in many communal areas. This paper draws on case study material from Eastern Cape province to illustrate how this ongoing uncertainty has resulted in the operation of a range of traditional authority and civil society institutions in different communal areas with varying degrees of legitimate authority over land administration and highly variable performance in managing rangeland resources. Collective management of rangeland resources seems most difficult in environments where land rights are contested because of the coexistence of traditional leaders and civil society institutions. On this basis an approach to tenure reform is advocated, which vests all powers over local land administration in democratically elected and accountable civil society institutions. Some successful examples of this already exist and might serve to guide policy formation, which must be flexible enough to accommodate collective management approaches that emphasise cooperation both within and between communities.Keywords: common property, land tenure, natural resource management, traditional leadersAfrican Journal of Range & Forage Science 2013, 30(1&2): 77â8
Labour after Land Reform: The Precarious Livelihoods of Former Farmworkers in Zimbabwe
What happens to labour when major redistributive land reform restructures a system of settler colonial agriculture? This article examines the livelihoods of former farmworkers on largeâscale commercial farms who still live in farm compounds after Zimbabwe's land reform. Through a mix of surveys and inâdepth biographical interviews, four different types of livelihood are identified, centred on differences in land access. These show how diverse, but often precarious, livelihoods are being carved out, representing the âfragmented classes of labourâ in a restructured agrarian economy. The analysis highlights the tensions between gaining new freedoms, notably through access to land, and being subject to new livelihood vulnerabilities. The findings are discussed in relation to wider questions about the informalization of the economy and the role of labour and employment in a postâsettler agrarian economy, where the old âfarmworkerâ label no longer applies
Creating learning and action space in South Africaâs post-apartheid land redistribution program
This paper uses the case of South Africaâs latest land redistribution strategy known as the Proactive Land Acquisition Strategy, to explore whether, and how, research can have direct and positive impacts on beneficiaries of land reform. The study is situated within the practice of action research: to explore how it can generate knowledge that can be shared back and forth between stakeholders, as well as how it may ignite changes that the participants desire. The findings are that Proactive Land Acquisition Strategy is not meeting the overall goals land reform. But action research has allowed the beneficiaries to emerge from the process with new knowledge about their rights, as well as what options they have to move forward in their fight for secure land rights and decent livelihoods. We introduce a concept of a âlearning and action spaceâ to explain our practice of action research. The paper concludes that action research is a desirable approach for land reform, but while it succeeded in educating beneficiaries, it is only one ingredient in ongoing struggles to challenge power relations among citizens and between citizens and the state.IS
The Bantustan State and the South African Transition: Militarisation, Patrimonialism and the Collapse of the Ciskei Regime, 1986-1994
This article examines the Ciskei bantustan and processes of state formation during the
transition to democracy. In the Ciskei, the rule of Brigadier Gqozo rested on the continued
support of the South African state: identified as the weakest link in the National Partyâs
conservative alliance, the Ciskei became the first target for the African National Congressâ
mass action campaign of 1992. The struggle in the Ciskei thus had some significance for the
shape of the transition. While at a constitutional level the National Party eventually conceded
to the re-incorporation of the bantustans in late 1992, it continued to stall change and to
bolster the bantustans through covert military operations and land transfers to bantustan elites.
These dynamics of state formation are critical aspects of the history of the transition and were
at the heart of the emerging political conflict in the Ciskei, which by mid-1992 was escalating
into civil war. This article examines mass mobilisation, political repression and the
consequences of the patrimonial militarisation of the Ciskei state in the Ciskei/ Border region.
By focusing on processes of state formation and struggles over the fabric of the state, this
article provides a corrective to the prevailing academic focus on the elite negotiations and
argues for the value of social histories of the bantustan states for understanding the enduring
legacies of these regimes
Contextualising Apartheid at the End of Empire: Repression, âDevelopmentâ and the Bantustans
This article examines the global dynamics of late colonialism and how these informed
South African apartheid. More specifically, it locates the programmes of mass
relocation and bantustan âself-governmentâ that characterised apartheid after 1959 in
relation to three key dimensions. Firstly, the article explores the global circulation of
idioms of âdevelopmentâ and trusteeship in the first half of the twentieth century and its
significance in shaping segregationist policy; secondly, it situates bantustan âselfgovernmentâ
in relation to the history of decolonisation and the partitions and
federations that emerged as late colonial solutions; and, thirdly, it locates the
tightening of rural village planning in the bantustans after 1960 in relation to the
elaboration of anti-colonial liberation struggles, repressive southern African settler
politics and the Cold War. It argues that, far from developing policies that were at odds
with the global âwind of changeâ, South African apartheid during the 1960s and 1970s
reflected much that was characteristic about late colonial strategy
Political will, traditional leaders and the fight against HIV/AIDS: a South African case study
Political will and leadership are increasingly considered key contextual influences on the outcomes of HIV/AIDS programmes in sub-Saharan Africa. Such debates tend to focus on the role of national leadership in shaping responses to the epidemic, with little attention to local leaders. Yet many of the settings in which HIV/AIDS flourishes are geographically distant from the reach of national leadership and policies. Furthermore, local leaders often play a key role in shaping how national policies and decisions are interpreted and implemented in local areas. Against this background, we present a case study of the impact of the leadership style of a traditional Chief on a community-based AIDS programme in a South African rural community, which sought to build community-level AIDS competence, using the empowerment via participation approach. The case study involved 134 interviews and 57 focus groups conducted over three years. Thematic content analysis revealed a number of direct and indirect ways in which his leadership style impacted on project outcomes. Despite his strong support for the programme, the Chief's traditional attitudes towards women and youth, his celebration of polygamy, and his authoritarian governance style undermined the project's empowerment via participation agenda - especially the programme's attempts to reduce AIDS stigma, to build female and youth capacity to control their sexual health, and to encourage men to take responsibility for their role in tackling AIDS
