Representation in Westminster in the 1990s : The ghost of Edmund Burke

Why are 'trustee' notions of representation still invoked in the UK House of Commons in the 1990s? In answering this question this article analyses the premises of Burkean theory and the arguments that these premises are of little relevance in the late twentieth century. Despite these dismissals of trusteeship, Burkean ideas are still articulated in the Commons some 200 years after they were first voiced. The idea of trusteeship can prove extremely useful to justify the actions of representatives when those actions conflict with constituency 'opinion', party policy or the wishes of interest groups. Taxonomic informatics tools for the electronic nomenclator zoologicus

The definitive version was published in Biological Bulletin 210 (2006): 18-24.Given the current trends, it seems inevitable that all biological documents will eventually exist in a digital format and be distributed across the internet. New network services and tools need to be developed to increase retrieval rates for documents and to refine data recovery. Biological data have traditionally been well managed using taxonomic principles. As part of a larger initiative to build an array of names-based network services that emulate taxonomic principles for managing biological information, we undertook the digitization of a major taxonomic reference text, Nomenclator Zoologicus. The process involved replicating the text to a high level of fidelity, parsing the content for inclusion within a database, developing tools to enable expert input into the product, and integrating the metadata and factual content within taxonomic network services. The result is a high-quality and freely available web application (http://uio.mbl.edu/NomenclatorZoologicus/) capable of being exploited in an array of biological informatics services.This work was supported with funding from the Andrew W. The Barrow Symposium on Sea Ice, 2000: Evaluation of One Means of Exchanging Information between Subsistence Whalers and Scientists

A Barrow Symposium on Sea Ice (BSSI) was held in early winter 2000. The National Science Foundation (U.S.) funded this symposium as the keystone event in a project designed to ally traditional ecological knowledge (TEK) with formal ice research and remote sensing. The goal of the project was to stimulate substantive interactions between scientists and technicians who study sea ice on one hand, and Inupiat Eskimos (primarily whaling captains and their crews) who use the ice routinely for travel, camping, and hunting, on the other. From different perspectives, at different scales, and for different purposes, the two groups have accumulated extensive knowledge of ice characteristics and dynamics. We evaluate strengths and weaknesses of the workshop format as a means of exchanging information between scientific and traditional knowledge.... To continue to develop the interactions and shared purposes that characterized the BSSI, a core group of participants needs to meet periodically to review progress on sea ice research in the region, and to seek ways to promote further collaboration between ice observers from the subsistence community and scientists. Research on sea ice appears likely to continue to flourish near Barrow. Both whalers and scientists are eager to share information and insights. Facilitating that exchange is not a trivial task. To be successful in the long run, the promising start made by the BSSI needs to be followed up with refinements in collaborative field research, as well as by regular opportunities for scientists and whalers to learn from one another

System for Hydrogen Sensing

Conductive Buffer Layers and Overlayers for the Thermal Stability of Coated Conductors

We analyze fundamental issues related to the thermal and electrical stability of a coated conductor during its operation. We address the role of conductive buffer layers in the stability of Ni-based coated conductors, and the effect of a metallic cap layer on the electrical properties of Ni alloy-based superconducting tapes. For the first case we report on the fabrication of a fully conductive RABiTS architecture formed of bilayers of conductive oxides SrRuO3 and LaNiO3 on textured Ni tapes. For the second case we discuss measurements of current-voltage relations on Ag/YBa2Cu3O7-d and Cu/Ag/ YBa2Cu3O7-d prototype multilayers on insulating substrates. Limitations on the overall tape structure and properties that are posed by the stability requirement are presented.Comment: 4 pages, 5 figure

Constellation array in scorpion genera \u3cem\u3eParuroctonus\u3c/em\u3e, \u3cem\u3eSmeringurus\u3c/em\u3e, \u3cem\u3eVejovoidus\u3c/em\u3e, and \u3cem\u3eParavaejovis\u3c/em\u3e (Scorpiones: Vaejovidae)

The constellation array (a recently discovered sensory structure on the fixed finger of pedipalp; Fet et al., 2006) is analyzed for a large set of species belonging to four genera in the family Vaejovidae: Paruroctonus, Smeringurus, Vejovoidus, and Paravaejovis. It is shown that this structure is an important taxonomic character. Two distinct configurations are identified, a two-sensilla array for Paruroctonus + Smeringurus + Vejovoidus and a three-sensilla array for genus Paravejovis, both differing from other vaejovid configurations so far investigated. The topology of these two array configurations are analyzed using landmark setae identified in this study

Piloted Simulation to Evaluate the Utility of a Real Time Envelope Protection System for Mitigating In-Flight Icing Hazards

The utility of the Icing Contamination Envelope Protection (ICEPro) system for mitigating a potentially hazardous icing condition was evaluated by 29 pilots using the NASA Ice Contamination Effects Flight Training Device (ICEFTD). ICEPro provides real time envelope protection cues and alerting messages on pilot displays. The pilots participating in this test were divided into two groups; a control group using baseline displays without ICEPro, and an experimental group using ICEPro driven display cueing. Each group flew identical precision approach and missed approach procedures with a simulated failure case icing condition. Pilot performance, workload, and survey questionnaires were collected for both groups of pilots. Results showed that real time assessment cues were effective in reducing the number of potentially hazardous upset events and in lessening exposure to loss of control following an incipient upset condition. Pilot workload with the added ICEPro displays was not measurably affected, but pilot opinion surveys showed that real time cueing greatly improved their situation awareness of a hazardous aircraft state

Evolving UK policy on diversity in the armed services: multiculturalism and its discontents

Reflecting a generally multiculturalist rhetoric, UK policy in this area has hitherto focussed on enhancing the degree to which the armed services represent or reflect the ethnic makeup of the UK population. Ambitious targets have been set and some progress made in moving towards them. However, the dynamics of population change, together with the diverse preferences of ethno-religious minorities, have meant that the goal of representativeness has remained out of reach. At the same time, the armed services have continued to struggle with an ongoing recruitment problem while the volume of operational commitments has shown little sign of reducing
