A água desafiando a soberania
O autor expõe em primeiro lugar, e sob uma perspectiva geográfica, onde
se exerce a soberania do Estado; e em segundo lugar, indica 05 órgãos ou
entidades que têm por atribuição o exercício dessa soberania.
Assim refere as águas situadas no interior do território e os espaços marítimos
sob jurisdição nacionat caracterizando as diversas "intensidades" com
que a soberania é exercida nestes espaços. São objecto de referência especial
o Mar territorial, a zona contígua e a zona económica exclusiva.
Aborda por fim as questões ainda pendentes na delimitação dos espaços
marítimos nacionais.
Conclui apresentando as diversas entidades a quem conlpete o exercício
da soberania
Sistemas de gestão integrados qualidade, ambiente e segurança – implementação e a avaliação de eficiência
As organizações têm necessidades diferentes, mas todas elas, para subsistirem,
têm de ser rentáveis. Nesse sentido têm vindo a surgir diversos referenciais
normativos que visam dar resposta a esta necessidade.
A evolução previsível dos diversos sistemas de gestão numa organização aponta
para a sua integração, tendo sido reconhecido um balanço positivo entre
vantagens/desvantagens do processo. No entanto, passada mais de uma década a
desenvolver práticas de integração de sistemas, continuam a existir, nas
organizações, diferentes níveis de integração. Perante esta realidade revelou-se
pertinente o desenvolvimento deste projecto de investigação, com o qual se
pretendeu criar conhecimento na área da integração de sistemas gestão e avaliação
da eficiência, averiguando até que ponto os indicadores chave de desempenho são
úteis e usados para avaliar a eficiência dos sistemas de gestão das organizações
certificadas - qualidade, ambiente e segurança.
As principais conclusões deste trabalho apontam para a necessidade da criação de
metodologias e boas práticas capazes de apoiar as organizações na implementação
e avaliação dos resultados da integração dos seus sistemas de gestão.Organizations have different needs, but they all, to remain, they must be

However, past more than a decade to develop systems integration practice,
continue to exist, in organizations, different levels of integration Faced with this reality proved appropriate the development of this research
project, which intended to create knowledge in the area of systems integration and
management efficiency assessment, investigate the extent to which key
performance indicators are useful and used to assess the effectiveness of the
management systems of organizations certified-quality, environment and safety.
The main conclusions of this work pointed out the necessity of creation of
methodologies and good practices to support organisations in the implementation
and evaluation of the results of the integration of management system

Artificial intelligence in knowledge management for Time Series Forecasting
Knowledge Management (KM) is a keen topic for an organization, in particular to those that have to deal with knowledge acquired from different sources, either from its own experiences or from that of others, to decide on the effective use of that knowledge to fulfill the goals of the organization. As representative examples
of KM, one may have the object-oriented data bases, hypermedia or concept maps. On the other hand, techniques developed in Artificial Intelligence for knowledge representation and discovery may be of great use in KM; in particular, it seems natural to explore the potential of the organization past data to deal with management decisions of the present.
One way is to use Time Series Forecasting (TSF), where forecasts are based on pattern recognition of past observations ordered in time. Traditional TSF methods, such as the Holt-Winters and the Box-Jenkins ones, are based on particular characteristics of the Time Series (TS), such as trend or seasonal effects. These methods work with well behaved TS, but present some drawbacks on TS with noise or some unknown nonlinear relations among the TS data. An alternative approach is the use of Artificial Neural Networks (ANNs), which present two main advantages: ANNs can extrapolate patterns from past data, even in TS with noise, and may adapt their behavior as new data comes in. A problem with the use of this approach is the search time for the best ANN architecture, which involves a large searching space, demanding a huge computational effort. Other aspect of concern is that of TS data filtering. Not all lags of the TS have the same influence over the forecast. Feeding the ANN with a big time window will slow the ANN forecasting efficiency. To solve these pitfalls, one may use random search, hill climbing or genetic procedures. The last ones are known to
work well on problems of combinatorial nature, obtaining good solutions where other methods seem to fail. This paper presents an integrated approach for TSF: a set of rules will create the training cases, based on some lags of the TS; these rules and the ANN parameters will be encoded on the genetic chromosomes; finally, each ANN will be trained, leading to competition
Prediction tools for student learning assessment in professional schools
Professional Schools are in need to access technologies and
tools that allow the monitoring of a student evolution course,
in acquiring a given skill. Furthermore, they need to be able
to predict the presentation of the students on a course before
they actually sign up, to either provide them with the extra
skills required to succeed, or to adapt the course to the
students’ level of knowledge.
Based on a knowledge base of student features, the Student
Model, a Student Prediction System must be able to produce
estimates on whether a student will succeed on a particular
course. This tool must rely on a formal methodology for
problem solving to estimate a measure of the quality-ofinformation
that branches out from students’ profiles, before
trying to guess their likelihood of success.
Indeed, this paper presents an approach to design a Student
Prediction System, which is, in fact, a reasoner, in the sense
that, presented with a new problem description (a student
outline) it produces a solved problem, i.e., a diagnostic of
the student potential of success

Um modelo clínico de dados de enfermagem em processos neuromusculares: análise de conteúdo da parametrização portuguesa
This study targets the development of a nursing clinical data model for neuromuscular processes. To achieve this purpose, content analysis based on Bardin’s perspective was performed on the Portuguese nursing local customizations regarding neuromuscular processes, with the International Classification for Nursing Practice concepts and the ISO 18104:2014 used as encoding rules. From analysis of the data, a total of 1766 diagnoses were related to neuromuscular processes. After application of exclusion criteria, a corpus with a total of 900 diagnoses was subjected to content analysis. After application of the encoding rules, a total of 81 context units were obtained, and through an inductive approach, were defined into three categories: clinical findings (e.g. aphasia); negative judgment diagnoses (e.g. impaired communication); transition properties (e.g. preparation and knowledge). These interpretations were validated by experts in the field. This study not only demonstrates the need to standardize data, but also the importance of neuromuscular processes in nursing practice. We hope this study will guide the definition of a nursing clinical data model that will help in increasing complexity in the level of care provided with high impact in the patient’s quality of life.Este estudo tem como objetivo desenvolver um modelo clínico de dados de enfermagem para processos neuromusculares. Uma análise de conteúdo tendo por base a perspetiva de Bardin, foi realizada às parametrizações locais de Enfermagem em Portugal. O processo de codificação teve por base os conceitos da Classificação Internacional para a Prática de Enfermagem e a norma ISSO 18104:2014. Da análise inicial, 1766 diagnósticos encontravam-se relacionados com os processos neuromusculares. Após aplicação dos critérios de exclusão, um corpus de 900 diagnósticos foi sujeito à análise de conteúdo. Após o processo de codificação, 81 unidades de contexto foram obtidas e inseridas, através de processo indutivo, em três categorias: achados clínicos (ex: afasia); diagnósticos com juízo negativo (ex: comunicação comprometida); propriedades de transição (ex: preparação e conhecimento). Estas interpretações foram validadas por peritos na área. Este estudo permitiu evidenciar a importância dos processos neuromusculares, assim como a necessidade de uniformizar os dados.
