    Russian sport economy: challenges and contradictions

    The article shows that development of sport tends to be a factor of country competitiveness. Nowadays, there is a need to find new forms and methods of promotion and popularization of physical culture and sport, to create a single sports information space and to provide sports area with more effective management decisions. There were revealed the main challenges in sports area such as the difference of sports facilities in various regions of Russia, the creation of low-budget sports facilities, the development of qualitative modern material and technical base in educational institutions and another issue is qualified personnel training. Methods of achievement of the goals of strategy 2020 are also illustrated in the paper, that is getting large and medium-sized business involved in construction and operation of sports facilities as social one, creation of a single sports information space in order to control the workload of all the sports venues despite the fact of department affiliation

    Influence of hadronic interaction models and the cosmic ray spectrum on the high energy atmospheric muon and neutrino flux

    The recent observations of muon charge ratio up to about 10 TeV and of atmospheric neutrinos up to energies of about 400 TeV has triggered a renewed interest into the high-energy interaction models and cosmic ray primary composition. A reviewed calculation of lepton spectra produced in cosmic-ray induced extensive air showers is carried out with a primary cosmic-ray spectrum that fits the latest direct measurements below the knee. In order to achieve this, we used a full Monte Carlo method to derive the inclusive differential spectra (yields) of muons, muon neutrinos and electron neutrinos at the surface for energies between 80 GeV and hundreds of PeV. The air shower simulator {\sc corsika} 6.990 was used for showering and propagation of the secondary particles through the atmosphere, employing the established high-energy hadronic interaction models {\sc sibyll} 2.1, {\sc qgsjet-01} and {\sc qgsjet-ii 03}. We show that the performance of the interaction models allows makes it possible to predict the spectra within experimental uncertainties, while {\sc sibyll} generally yields a higher flux at the surface than the qgsjet models. The calculation of the flavor and charge ratios has lead to inconsistent results, mainly influenced by the different representations of the K/π\pi ratio within the models. Furthermore, we could quantify systematic uncertainties of atmospheric muon- and neutrino fluxes, associated to the models of the primary cosmic-ray spectrum and the interaction models. For most recent parametrizations of the cosmic-ray primary spectrum, atmospheric muons can be determined with an uncertainty smaller than 13+15^{+15}_{-13}% of the average flux. Uncertainties of the muon- and electron neutrino fluxes can be calculated within an average error of 22+32^{+32}_{-22}% and 19+25^{+25}_{-19}%, respectively.Comment: 16 pages, 10 figures, version 2 includes analytic approximatio

    Detection of diphtheria antitoxin by four different methods

    ObjectiveTo investigate the reliability of the different methods used in Norway and Russia for detection of diphtheria antitoxin.MethodsOne hundred and twenty-two sera were selected among Russian serum samples previously collected for seroepidemiologic studies of diphtheria antitoxin. The sera were selected to cover the total antitoxin range and were analyzed by four different antidiphtheria toxin assays: an in vitro toxin neutralization test using Vero cells (in vitro NT), an in vivo neutralization test using rabbit skin inoculation (in vivo NT), an indirect enzyme immunoassay (EIA) and a passive hemagglutination assay (PHA). The results were expressed according to the international standard as: not protected (<0.01 IU/mL), relatively protected (0.01–0.1 IU/mL) or protected (≤0.1 IU/mL). The sensitivity, specificity and inter-rater agreement (K or Kw) of each method were related to the in vitro NT selected as the reference method.ResultsThe in vivo NT test corresponded very well with the in vitro NT in its ability to differentiate between protection/relative protection and no protection (sensitivity 97%, specificity 87% and K=0.84). The EIA test showed a high sensitivity (96%), but since many sera were categorized as protected rather than not protected, the specificity (30%) and inter-rater agreement (K=0.29) were low. The PHA test had a very high specificity (100%) but a low sensitivity (86%).ConclusionsThe agreement between the two neutralization tests was high. If none of the neutralization assays is routinely available, the PHA test can be used to predict the need for vaccination on an individual basis but should not be used for seroepidemiologic studies, since the protection rate for diphtheria would be falsely too low, due to the lower sensitivity. The indirect EIA test used in this study should not be used routinely

    Revision of an Optical Engineering Lecture Based on students\u27 Evaluation of University Teaching

    This article describes the revision of a lecture in optical engineering based on an evaluation of university teaching by students. Although this evaluation method is widely accepted and investigated, only few practically oriented reports on the deduction of teaching improvements from the evaluation\u27s results on lectures are available. Our approach is the analysis of evaluation results by applying the principles of the explorative factor analysis (EFA). The changes that were derived from this analysis were mainly focused on a revision of the course structure and its presentation style.Finally, the impact of the modifications was measured by the evaluation of the lecture after the completed revision. The later evaluation showed improvements in all intended areas of interests illustrating the benefit of thorough revisions for the quality of teaching

    An extensive simulation has been carried out to estimate the physical interpretation of dynamical factors such as , in terms of high energy interaction features, concentrated in the present analysis on the average transverse momentum.     Fruit and seed plumpness, germination and viability of rare plants in Yakutia

    Background. With the increasing anthropogenic impact on nature, conservation and renewal of rare and endangered plants in natural cenoses is an urgent problem. Quality assessment, identification of full-fledged plump seeds, and determination of their viability is the way to develop reproduction technologies and provide a possibility of repatriating these species to their natural habitats. Collecting and studying natural flora species in botanical gardens helps to save biological resources of useful species and recommend them for urban landscaping.Materials and methods. X-ray techniques were used to analyze seed quality and viability of rare species in the flora of Yakutia: Adonis sibirica Patrin, Phlojodicarpus sibiricus (Steph. ex Spreng.) Koso-Pol., Iris laevigata Fisch. et C.A. Mey., Iris sanguinea Donn, and Paeonia anomala L. Methods developed for the application of microfocus radiography to fruits and seeds were used in the X-ray analysis.Results. Seed quality was assessed according to guidelines. It was shown that fruits and seeds of the studied species developed under the conditions of Yakutia were full-fledged (plump), but due to the presence of a morphophysiological type of dormancy in them, they could germinate only after a cold or multistage stratification.Conclusion. Assessment of reproductive diaspore quality and viability in rare and endangered plant species of Yakutia will make it possible to develop technologies for increasing their seed germination rates and restoring the natural populations of these species

    The article focuses on the issue of damaged handheld device data extraction with the help of JTAG and Chip-Off technologies. Practical experiments were conducted to extract data from an HTC Wildfire S phone using the JTAG interface and from a BQ S-4525 Vienna phone using the Chip-Off technology.     Designing of chemical destination requires developers’ particular, careful approach, as malfunctions are dangerous for the whole area in which the facility is located. Efficient and uninterrupted operation of a chemical entity assumes certain tasks, and at the design stage, and during the construction, reconstruction, repair, and maintenance. When designing a crucial question: placing equipment in the technological scheme (nature and the order and connection of separate devices); determine the input parameters of raw materials; establishment of technological parameters of the system; determine the structural characteristics of the devices of the system; selection of process parameters in devices that affect the speed of the process, output and product quality. The main document containing the requirements of industrial safety, chemical and other dangerous objects is the Federal Law of July 21, 1997 № 116-FZ "On industrial safety of hazardous production facilities", as amended on December 31, 2014. It defines and regulates the framework for ensuring the safe operation of hazardous production facilities. The most important part in the development and design of hazardous chemicals is the examination of industrial safety, which is held on the basis of the principles of independence, objectivity, comprehensiveness and completeness of the research carried out by using modern science and technology. Design of chemical facilities is a complex, multifactorial and time-consuming process, which should be regarded as a series of socio-organizational and engineering stages. It is a systematic approach to solving design problems and control of all stages of the life cycle of chemical facilities will provide a high level of safe operation of industrial facilities

    Russian industry of synthetic rubber, is one of the most competitive and occupies a prominent place in the global petrochemical industry. However, the company production of synthetic rubber are among the most hazardous industrial facilities. The main operational risks are to fire and explosion hazards of raw materials used. Accidents in such establishments can damage not only the equipment, materials or buildings, but also cause serious environmental and economic consequences for the region. For the prevention of accidents, mitigation and elimination of losses, it is necessary to apply a set of measures aimed at the management and control of industrial safety. The legal basis of industrial safety in the Russian Federation is the Federal Law № 116-FZ dated 21.07.97 "On industrial safety of hazardous production facilities."
