    Mapping community knowledge of vulnerability of value: A case study in the UK

    Commercial property value can be vulnerable to risk exposure, economic effects of risk on property and perception of usefulness of the property in the market. The processes of decision making in risk reduction can generate differential exposure to risk making some organisations more vulnerable than others. This research deals with understanding exposure of property value to flood risk in a selected case study area in Wakefield, England. The work constitutes identification of variables that analyses the business vulnerability of organisations and presenting them through an operational framework. The operational framework is then practically tested in the field using the questionnaire survey method. The results from the survey show the differential attitude of respondents with varying level of knowledge and occupational experience towards specific factors associated with flooding that may affect property value. However, a tendency can be observed for flooding and its effects to be taken more seriously in peoplesā€™ perception. It was difficult to observe direct evidence of effect of flooding on commercial property price or rent but it can be noticed that respondents from all flood hazard zones recognised flooding as an issue of concern and emphasised problems of ā€œloss of incomeā€ and the requirement for ā€œcheap and easily available insuranceā€

    Accessibility of flood risk insurance in the UK: Confusion, competition and complacency

    Flood risk insurance can be an effective tool in assisting the restoration of damaged property after a flood event and sustaining communities through difficult times. It can also form part of a wider flood risk management strategy. In the light of recent flood events in the UK and in the context of changing property insurance markets, the universal cover previously enjoyed by floodplain residents has been called into question. Conflicting media and industry views leave the floodplain resident and the wider community in confusion. A survey of floodplain residents in England regarding their experience with flooding and flood insurance in England has been undertaken. The results reveal that some floodplain residents do indeed encounter difficulties when seeking insurance for their homes. However, despite the risk-averse policies of some insurers, availability of insurance is still strong in both at-risk and previously flooded locations. Success in gaining insurance may lead to complacency among residents who see no advantage in pursuing other, more costly, damage mitigation actions. As a tool in risk management, therefore, the market is prevented from realising its potential by competition, which results in a lack of a consistent approach, rewards homeowners' search strategies and reduces information flow

    A rigorous description of the equilibrium thermodynamic properties of an infinite system of interacting Ī½\nu-dimensional quantum anharmonic oscillators is given. The oscillators are indexed by the elements of a countable set LāŠ‚Rd\mathbb{L}\subset \mathbb{R}^d, possibly irregular; the anharmonic potentials vary from site to site. The description is based on the representation of the Gibbs states in terms of path measures -- the so called Euclidean Gibbs measures. It is proven that: (a) the set of such measures Gt\mathcal{G}^{\rm t} is non-void and compact; (b) every Ī¼āˆˆGt\mu \in \mathcal{G}^{\rm t} obeys an exponential integrability estimate, the same for the whole set Gt\mathcal{G}^{\rm t}; (c) every Ī¼āˆˆGt\mu \in \mathcal{G}^{\rm t} has a Lebowitz-Presutti type support; (d) Gt\mathcal{G}^{\rm t} is a singleton at high temperatures. In the case of attractive interaction and Ī½=1\nu=1 we prove that āˆ£Gtāˆ£>1|\mathcal{G}^{\rm t}|>1 at low temperatures. The uniqueness of Gibbs measures due to quantum effects and at a nonzero external field are also proven in this case. Thereby, a qualitative theory of phase transitions and quantum effects, which interprets most important experimental data known for the corresponding physical objects, is developed. The mathematical result of the paper is a complete description of the set Gt\mathcal{G}^{\rm t}, which refines and extends the results known for models of this type.Comment: 60 page

    Composition of the Survival Motor Neuron (SMN) Complex in \u3cem\u3eDrosophila melanogaster\u3c/em\u3e

    Spinal Muscular Atrophy (SMA) is caused by homozygous mutations in the human survival motor neuron 1 (SMN1) gene. SMN protein has a well-characterized role in the biogenesis of small nuclear ribonucleoproteins (snRNPs), core components of the spliceosome. SMN is part of an oligomeric complex with core binding partners, collectively called Gemins. Biochemical and cell biological studies demonstrate that certain Gemins are required for proper snRNP assembly and transport. However, the precise functions of most Gemins are unknown. To gain a deeper understanding of the SMN complex in the context of metazoan evolution, we investigated its composition in Drosophila melanogaster. Using transgenic flies that exclusively express Flag-tagged SMN from its native promoter, we previously found that Gemin2, Gemin3, Gemin5, and all nine classical Sm proteins, including Lsm10 and Lsm11, co-purify with SMN. Here, we show that CG2941 is also highly enriched in the pulldown. Reciprocal co-immunoprecipitation reveals that epitope-tagged CG2941 interacts with endogenous SMN in Schneider2 cells. Bioinformatic comparisons show that CG2941 shares sequence and structural similarity with metazoan Gemin4. Additional analysis shows that three other genes (CG14164, CG31950 and CG2371) are not orthologous to Gemins 6-7-8, respectively, as previously suggested. In D.melanogaster, CG2941 is located within an evolutionarily recent genomic triplication with two other nearly identical paralogous genes (CG32783 and CG32786). RNAi-mediated knockdown of CG2941 and its two close paralogs reveals that Gemin4 is essential for organismal viability

    Risk perception and vulnerability of value: a study in the context of commercial property sector

The research was developed linking the impact of flood risk on utility, desirability and marketability related to vulnerability of commercial property value. Likert style questionnaire survey was conducted to obtain data from flood affected and un-affected respondents across different designated flood risk zones on key business and perception variables among two groups of business property holders in England. The responses were analysed through a spatial vulnerability model to illustrate the distribution of the vulnerability of value of properties among flood plain business holders on a GIS platform. Majority of respondents perceived that utility of properties may be hampered by flooding and subsequently have an impact on value for property at risk. Those with flood experience gave greater weight to their specific business needs such as the prime location and expected income level than those without flood experience. The implication of the study lies in understanding that flood risk perceptions can shape actions of people at risk towards future increase in resilience having strategic impact on value of property saleability in the future

    A thermoanalytical, X-ray diffraction and petrographic approach to the forensic assessment of fire affected concrete in the United Arab Emirates

    For most fires, Forensic investigation takes place well after building materials have cooled and knowledge of the structural damage due to heat exposure can reveal the temperature reached during an incident. Recently, there have been significant changes in the characteristics of cementitious materials used in the United Arab Emirates. Few studies focus on the application of thermo-gravimetric and petrographic techniques on newly developed structures and this work aims to address this deficiency by utilising a series of parametric laboratory-based tests to assess the effects of heat on hardened concrete. Specimens were made with a design mix used for low-rise residential homes and storage facilities. The key constituents were: Portland cement (PC), crushed gabbro stone and dune sand with water/cement ratios of 0.4-0.5. Cement substitutes included slag (GGBS), and silica fume (SF) at replacement percentages of up to 50% and 4%, respectively. The concrete cubes were exposed to heat inside an electric furnace with pre-determined temperature regimes of 150Ā°C, 300Ā°C, 600Ā°C and 900Ā°C. Petrographic examination was utilised to compare the discolouration of the cooled concrete. Data derived from thermogravimetric analysis (TGA) and differential scanning calorimetry (DSC) are reported in order to assess the usefulness of these techniques in fire scene investigation to differentiate between these temperature regimes.. The results from the TGA indicate that the majority of the percentage weight loss for all the mixtures occurred in the range 650-700Ā°C, which corresponds to the decarbonation of calcium carbonate, mainly from the aggregates. The endothermic DSC peak at 70-120Ā°C relates to the loss of evaporable water. Since both of these reactions are irreversible, this information can help fire investigators estimate the temperature history of concrete after exposure to fire. On the other hand, the portlandite in the cement matrix dehydroxylates at 450-550Ā°C but then reforms as the concrete cools. The onset temperature for the dehydroxylation of the reformed mineral is always lower than in virgin samples and its enthalpy furthermore depends strongly on the thermal history of the portlandite. Thus, this feature can be used to establish the temperature to which the material was exposed to during a fire incident

    Developing an objective indicator of fatigue: An alternative mobile version of the Psychomotor Vigilance Task (m-PVT)

    Approximately 20% of the working population report symptoms of feeling fatigued at work. The aim of the study was to investigate whether an alternative mobile version of the ā€˜gold standardā€™ Psychomotor Vigilance Task (PVT) could be used to provide an objective indicator of fatigue in staff working in applied safety critical settings such as train driving, hospital staffs, emergency services, law enforcements, etc., using different mobile devices. 26 participants mean age 20 years completed a 25-min reaction time study using an alternative mobile version of the Psychomotor Vigilance Task (m-PVT) that was implemented on either an Apple iPhone 6s Plus or a Samsung Galaxy Tab 4. Participants attended two sessions: a morning and an afternoon session held on two consecutive days counterbalanced. It was found that the iPhone 6s Plus generated both mean speed responses (1/RTs) and mean reaction times (RTs) that were comparable to those observed in the literature while the Galaxy Tab 4 generated significantly lower 1/RTs and slower RTs than those found with the iPhone 6s Plus. Furthermore, it was also found that the iPhone 6s Plus was sensitive enough to detect lower mean speed of responses (1/RTs) and significantly slower mean reaction times (RTs) after 10-min on the m-PVT. In contrast, it was also found that the Galaxy Tab 4 generated mean number of lapses that were significant after 5-min on the m-PVT. These findings seem to indicate that the m-PVT could be used to provide an objective indicator of fatigue in staff working in applied safety critical settings such as train driving, hospital staffs, emergency services, law enforcements, etc

    Mouse models for preeclampsia: disruption of redox-regulated signaling

    The concept that oxidative stress contributes to the development of human preeclampsia has never been tested in genetically-defined animal models. Homozygous deletion of catechol-Omethyl transferase (Comt-/-) in pregnant mice leads to human preeclampsia-like symptoms (high blood pressure, albuminurea and preterm birth) resulting from extensive vasculo-endothelial pathology, primarily at the utero-fetal interface where maternal cardiac output is dramatically increased during pregnancy. Comt converts estradiol to 2-methoxyestradiol 2 (2ME2) which counters angiogenesis by depleting hypoxia inducible factor-1 alpha (HIF-1 alpha) at late pregnancy. We propose that in wild type (Comt++) pregnant mice, 2ME2 destabilizes HIF-1 alpha by inhibiting mitochondrial superoxide dismutase (MnSOD). Thus, 2ME2 acts as a pro-oxidant, disrupting redox-regulated signaling which blocks angiogenesis in wild type (WT) animals in physiological pregnancy. Further, we suggest that a lack of this inhibition under normoxic conditions in mutant animals (Comt-/-) stabilises HIF-1 alpha by inactivating prolyl hydroxlases (PHD). We predict that a lack of inhibition of MnSOD, leading to persistent accumulation of HIF-1 alpha, would trigger inflammatory infiltration and endothelial damage in mutant animals. Critical tests of this hypothesis would be to recreate preeclampsia symptoms by inducing oxidative stress in WT animals or to ameliorate by treating mutant mice with Mn-SOD-catalase mimetics or activators of PHD
