    Management of small innovational enterprise under the conditions of global competition : possibilities and threats

    Purpose – The purpose of the article is to develop recommendations for overcoming threats and effective use of possibilities of development of small innovational enterprise in the process of its management under the conditions of global competition. Design/methodology/approach – The authors use the method of systemic and problem analysis, opposite tack, method of SWOT-analysis, and method of economic modeling. Findings – The authors determine the place and role of small innovational entrepreneurship in development of global markets and conduct SWOT-analysis of management of small innovational enterprise under the conditions of global competition. As a result of the research, the authors come to the conclusion that globalization of international markets is an objective process that takes place regardless of wish and realization of its importance and consequences by entrepreneurship. That’s why small innovational business would be under the threat of disappearance without adequate reaction to change of global markets. Originality/value – In order to restructure the process of management of small innovational enterprise for the conditions of global competition, this work offers proprietary recommendations for increase of effectiveness of management of small innovational enterprise under the conditions of global competition and develop the authors’ model of increase of effectiveness of management of small innovational enterprise under the conditions of global competition.peer-reviewe

    State stimulation of development of small entrepreneurship in developing countries

    Purpose – This article offers a hypothesis that small business cannot activate in developing countries without state stimulation, as distortion of market mechanism does not allow creating necessary competitive environment and eliminating incoming barriers. The purpose of the article is to verify this hypothesis, determine perspective, and develop recommendations for state stimulation of development of small entrepreneurship in developing countries. Design/methodology/approach – As methods of conduct of scientific research, this work uses the method of systemic, problem, comparative, and structural & functional analysis, as well as method of modeling and formalization. Findings – The authors determine specifics and role of small entrepreneurship in developing countries. The work views practice of state regulation of development of small entrepreneurship in developing countries, which allowed determining positive and negative aspects of such management and barriers for development of small business. Originality/value – The largest scientific novelty and value belongs to the developed proprietary model and recommendations for stimulation of development of small entrepreneurship in developing countries.peer-reviewe

    Certain features of using modified collagen-containing raw materials with prolonged shelf life in food technology

    In the current circumstances, trends in nutrition of a person striving to lead a healthy life-style require intake of meat products with the reduced energy value, minimal amounts of fat, increased protein mass fraction, presence of substances improving homeostasis of the body. The synergism of the modern nutrition science and meat industry enables creating food products that satisfy consumers’ demand. Today, in the Russian Federation, a theoretical and practical base of the technology development has been collected to the full extent in the field of rational processing of secondary raw materials in the food industry, optimal use of animal secondary raw materials, study of the protein ingredients of animal and plant origin and their deep scientifically substantiated processing, improvement of technological processes and equipment, and correspondently, product range extension. The paper broadens the information about the modified collagen-containing raw materials (cattle rumen), examines physico-chemical characteristics of the collagen-containing raw material and its changes in the process of freeze-drying with a special attention paid to the study of changes in the histological structure. The presence of the relatively uniform fibrillar structure was determined, which facilitated discovering the functional potential of proteinoids that form the fibrillar matrix in the composition of products from different groups. Analysis of IR-spectra revealed several significant absorption bands linked with the state of peptide bonds. The character of bands is linked with the complex of valence and deformation vibrations of the N- and С- types. It is believed that IR-spectra reflect conformations in the protein secondary structure, which suggests preserving properties of the tropocollagen particle or collagen molecule. Freeze-dried modified collagen-containing cattle rumen was tested by the example of jellies.     Закордонний досвід проведення регуляторних реформ та застосування «регуляторної гільйотини»

    The foreign experience of regulatory reform implementation is considered. Particular attention is paid to the experience gained and the results of the use of “regulatory guillotine” as one of the kinds of regulatory reforms. The authors analyze the main preconditions and results of regulatory reforms and their impact on improved governance, creation of favorable conditions for business development, creating a positive investment climate. A certain degree of regulatory reform has become the standard for developed markets and for developing countries and are trying to take their place on stage one of the most developed countries. Study abroad experience in regulatory reforms in different countries of the world leads to the conclusion that the foundation for regulatory reform is a special system development and adoption of a special kind of legal acts - regulations. Unlike most legal acts, regulations, at the stage of the project should be accompanied by assessment or regulatory impact analysis, which provides comprehensive information about the possible positive or negative effects of the introduction of state regulation. Such adjustment shall be taken only when the overall benefits of regulation dominate the total cost of its implementation. The authors provide recommendations on the use of foreign experience in Ukraine.У статті розглядається закордонний досвід проведення регуляторних реформ. Особливу увагу приділено аналізу досвіду та результатів застосування «регуляторної гільйотини» як одного з різновидів регуляторних реформ. Автори аналізують основні передумови та результати регуляторних реформ, а також їх вплив на вдосконалення державного управління, створення сприятливих умов для розвитку підприємництва, формування позитивного інвестиційного іміджу. Певним чином проведення регуляторних реформ стало стандартом як для країн із розвинутою економікою, так і для країн, що розвиваються та намагаються зайняти своє місце на одному щаблі із найбільш розвинутими країнами світу. Дослідження закордонного досвіду проведення регуляторних реформ у різних кранах світу дозволяє зробити висновки, що основою подібних регуляторних реформ є створення спеціальної системи розроблення та прийняття особливого різновиду нормативно-правових актів – регуляторних актів. На відміну від більшості нормативно-правових актів регуляторні акти, ще на етапі проекту, мають супроводжуватися оцінкою або аналізом регуляторного впливу, в якому наводиться вичерпна інформація про можливі позитивні або негативні наслідки від запровадження державного регулювання. Подібні регулювання приймаються лише у випадку, коли загальні вигоди від регулювання переважають загальні витрати від його запровадження. Автори надають рекомендації щодо використання закордонного досвіду в Україні

    Perspectives of growth of economic security by clustering of small innovation enterprises

    The authors analyze the notion, sense, criteria, and indicators of evaluation of economic security and perform the evaluation of economic security of modern economic systems with the help of the offered methodology, which leads to the conclusion that one of the most successful countries are characterized by low level of economic security; therefore, there is a necessity for the search for perspectives of the increase of economic security. As a tool for increasing economic security, clustering is offered. The authors performed the structural analysis of formation of modern clusters and allowed allocating the problems of clustering which can be solved by clustering of small innovational enterprises. It is necessary that small innovational enterprises participate in the development of the program; their joint projects should at least concern, or, even better, solve their common problems (which will increase the competitiveness of cluster, as small innovational enterprises are connected by chains of value added with the same large companies); small innovational enterprises should participate – within the limits of their competencies – in the formation of the program of cluster development; there should be no artificial disunion between clusters of large enterprises and clusters of small innovational enterprises (which requires creation of common list of clusters). As a result of the research, the authors come to the conclusion that cluster is a form of increasing competitiveness within one country and in the global market, which stipulates the growth of national economic security. The highest efficiency of cluster is achieved by clustering small innovational enterprises, which stipulates the optimal level of competition in a cluster and leads to creation of innovations – which is a moving force of development of modern economy and the basis for economic security.peer-reviewe

    Extended Theory of Finite Fermi Systems: Application to the collective and non-collective E1 strength in 208^{208}Pb

    The Extended Theory of Finite Fermi Systems is based on the conventional Landau-Migdal theory and includes the coupling to the low-lying phonons in a consistent way. The phonons give rise to a fragmentation of the single-particle strength and to a compression of the single-particle spectrum. Both effects are crucial for a quantitative understanding of nuclear structure properties. We demonstrate the effects on the electric dipole states in 208^{208}Pb (which possesses 50% more neutrons then protons) where we calculated the low-lying non-collective spectrum as well as the high-lying collective resonances. Below 8 MeV, where one expects the so called isovector pygmy resonances, we also find a strong admixture of isoscalar strength that comes from the coupling to the high-lying isoscalar electric dipole resonance, which we obtain at about 22 MeV. The transition density of this resonance is very similar to the breathing mode, which we also calculated. We shall show that the extended theory is the correct approach for self-consistent calculations, where one starts with effective Lagrangians and effective Hamiltonians, respectively, if one wishes to describe simultaneously collective and non-collective properties of the nuclear spectrum.     Problems and perspectives of formation of agricultural clusters for increasing food security of developing countries

    The authors of the article develop the proprietary methodology of integral approach to formation of the projects and programs of socio-economic development, which allows differentiating the sub-system of previously viewed indicators as to the level of users’ demands. The sense of cluster approach to increasing the competitiveness of agro-industrial complex is analyzed, and the problems and perspectives for formation of agricultural clusters for the growth of food security of developing countries are determined. As a result of the research, the authors came to the conclusion that agricultural clusters are a perspective course of increasing food security of developing countries, as they improve competitiveness of domestic agricultural producers and increase food independence and food self-sufficiency of economic systems. However, implementation of internal cluster cooperation requires reconsidering the existing notions of management, related to the level of methods and control, protection of intellectual property, education, and integration. The created system of relations should allow economic agents to keep balance between self-organizing and manageable behavior, combining innovational diversity and freedom of actions with the necessary level of integration. Intercompany cooperation in this regard should be similar to cooperation of ecosystem elements.peer-reviewe

    Olfatory HLA-associated mechanism of formation of married couples in the development of congenital heart diseases in children

    Taking into account the significance of the HLA complex in the inflammatory and immune responses, we can assume that the potential for limiting or developing pathology in the next generation will be determined at the stage of selection of certain alleles in the spousal genotype.The aim. To study the role of HLA assortativity in couples with healthy children and couples with children with congenital heart diseases (CHD) through the prism of immunogenetic mechanisms of mutual olfactory choice.Materials and methods. We studied the distribution of HLA-DRB1 alleles in married couples with healthy children and with children having CHD. To identify the associations of HLA-DRB1 alleles with odor preferences, we also studied the group included young males and females. HLA-DRB1 gene typing was carried out in all participants.Results. The combination of HLA-DRB1 alleles in couples with healthy children was similar to the combination of these alleles in the mutual olfactory sympathy between unfamiliar young males and females. Allele combinations in the spouses from the experimental group differ from the group of random selection. The frequency of matches for HLA-DRB1 alleles in married couples with children having CHD without was significantly higher than in the control group.Conclusion. The first stage of selection, associated with olfactory selection, is aimed to the whole population, and it is significantly manifested in the control group (married couples with healthy children). At the same time, in the experimental group (couples with children having CHD), some deviations from the main selection were discovered. Generally, specific HLA-DRB1 allele combinations obtained on the basis of olfactory assessments, indicate the involvement of HLA molecules in pheromone reception
